Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: November 15, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Modern Geosciences, LLC, for gas well inspection services for the Environmental Services and Sustainability Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8101 – awarded to Modern Geosciences, LLC, for three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not- to-exceed amount of $1,375,000.00). INFORMATION/BACKGROUND The City of Denton Gas Wells Inspections division has contracted out the inspections for gas wells within city limits since 2017. The inspections cover City code compliance (signs, equipment, fencing, trash, lighting, landscape, pipeline marking, erosion control, etc.), leak detection, and naturally occurring radioactive materials (NORM) assessments. Inspections are performed for each gas well and reports are generated for each pad site. Pad site inspections may also include fence line observations like air sampling for methane, hydrogen sulfide, total Volatile Organic Compounds, (tVOC), NORM, noise, and particulate matter. Each pad site will include “Near Equipment” inspections using forward-looking infrared (FLIR)/ optical gas imaging (OGI) cameras, and NORM meters. Following an inspection, a report will be prepared which includes inspection checklists, site photos, leak detection, fence line monitoring (as applicable), and a site diagram. A comprehensive annual report will be generated to summarize the inspections performed in that calendar year. Additionally, Modern Geosciences, LLC will work with the City to update any Geographic Information Systems (GIS) database information as necessary. Description Amount 5 Year Spend $ 1,250,000.00 Contingency-10% $ 125,000.00 Total $ 1,375,000.00 Request for Proposals was sent to 281 prospective suppliers, including 13 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based upon published criteria including experience, personnel, work history with local government, legal history, and price. Best and Final Offer (BAFO) was requested from the firm. The department is awarding the contract to Modern Geosciences, LLC. City Hall 215 E. Requisition #157985 has been entered into the Purchasing software system in the amount of $195,000. The budgeted amount for this item is $1,375,000.
