Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: November 15, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Vigilant Solutions, LLC, through the Houston- Galveston Area Council of Governments (H-GAC) Cooperative Purchasing Program Contract Number EF04-21, for the purchase of the Motorola Vigilant Solutions IDP (Investigative Data Platform) for the Police Department; providing for the expenditure of funds therefor; and providing an effective date (File 8123 – awarded to Vigilant Solutions, LLC, in the five (5) year not-to-exceed amount of $113,900.00). INFORMATION/BACKGROUND The Police Department has been using the Vigilant LEARN platform for the storage of its Vigilant License Plate Reader (LPR) data since 2013. The Department began using the Vigilant IDP LPR Commercial Data access through LEARN in 2016. The data available through the IDP subscription has been a force multiplier for our agency with the deployment of commercial LPR devices throughout the DFW metroplex. Our agency can set up municipal, local, state, or federal hotlists to notify investigators of scans that match license plates involved in crimes, missing persons, etc. New detections can be cross-referenced against user-defined Federal (NCIC), State, and local hotlists, allowing users to receive near real-time alerts in and outside our jurisdiction. Vigilant utilizes the Vulcan AI Engine to determine the Make, Model, Vehicle Type, and Color from new detections and analyze its existing database detections to create a comprehensive data set of possible license plate matches. The LEARN LPR database is hosted in an Azure.gov environment which is Criminal Justice Information Systems (CJIS) compliant. LEARN features full auditing and reporting of all user and agency manager transactions within the LEARN system. Only agencies with an Originating Agency Identifier (ORI) number can access LEARN law enforcement data. Vigilant offers full data-sharing ownership and control to the individual customer. Vigilant will not use law enforcement customer data for any purpose. The Department is moving towards Axon Fleet 3 camera systems which will replace our Vigilant LPR cameras. Axon Fleet 3 will integrate with Motorola Vigilant using an Application Programming Interface (API) to retrieve LPR data and is viewable on Evidence.com which is currently in use for evidence generated by Axon Body 3 cameras, Axon Fleet 2 in-car cameras, and Axon Taser. Using data from the current Vigilant LPR system, data from Vigilant IDP commercial LPR data, shared law enforcement LPR data, and future integration with Axon Fleet 3 LPR data, staff will be able to better analyze LPR data in one platform. Furthermore, the ability to analyze LPR reads from our Vigilant database, City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com the subscription IDP database, and the future Axon Fleet 3 LPR database will better serve the community by assisting the Police Department in solving crimes more efficiently. Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. Instead of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. By doing this as a cooperative effort, the combined purchasing usage of these entities was utilized to realize competitive pricing and reduced administrative costs of individual bidding. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On June 6, 1995, Council approved the interlocal agreement with the H-GAC Cooperative Purchasing Network (Ordinance 1995-107). RECOMMENDATION Award a contract with Vigilant Solutions, LLC, for the purchase of the Motorola Vigilant Solutions IDP (Investigative Data Platform) for the Police Department, in a not-to-exceed amount of $113,900. FISCAL INFORMATION These items will be funded through Public Safety Technology budget account 830003.7804. Requisition #157850 has been entered into the Purchasing software system in the amount of $18,480. The budgeted amount for this item is $113,900.
