Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: November 15, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Public Insight Sector, Inc., through the Department of Information Resources (DIR) Cooperative Purchasing Network Contract No. DIR-TSO-4341, for the purchase of SPIDR Tech Notification System for calls for service and incident notifications for the Police Department; providing for the expenditure of funds therefor; and providing an effective date (File 8139 – awarded to Public Insight Sector, Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $174,341.00). INFORMATION/BACKGROUND The Police Department has been using SPIDR Tech Notification System for the past two years. After a citizen makes a call to dispatch to initiate a police response, the officer responds, makes a report if applicable, and closes out the call. The SPIDR Tech Notification System then sends the citizen a survey about their interaction with both dispatch and the officer that responded. The system also notifies the citizen of the delay in response if their call has not been dispatched within 30 minutes. The system has delivered 243,000 messages since its inception. Eighty-seven percent (87%) of respondents indicated the system was helpful. Satisfaction ratings of department services were 4+ on a 5-point scale. Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. Instead of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. By doing this as a cooperative effort, the combined purchasing usage of these entities was utilized to realize competitive pricing and reduced administrative costs of individual bidding. Pricing obtained through the Department of Information Resources (DIR) Cooperative Purchasing Network has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102. RECOMMENDATION Award a contract with Public Insight Sector, Inc., for the purchase of SPIDR Tech Notification System for calls for service and incident notifications for the Police Department, in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $174,341. PRINCIPAL PLACE OF BUSINESS Public Insight Sector, Inc. Chandler, AZ ESTIMATED SCHEDULE OF PROJECT This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. This DIR contract expires on August 5, 2025. FISCAL INFORMATION These services will be funded through Public Safety Technology Budget 830003.7804. Requisition #157873 has been entered into the Purchasing software system in the amount of $32,285.42. The budgeted amount for this item is $174,341.
