SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a contract between the City of Denton and CBS Mechanical
Services, Inc., dba CMS Mechanical Services, Inc., amending the contract approved by the City Council on
January 14, 2020, in the not-to-exceed amount of $765,000.00; said first amendment to continue to provide
plumbing repairs, installations and preventive maintenance in City of Denton buildings for the Facilities
Management Department; providing for the expenditure of funds therefor; and providing an effective date
(IFB 7229 – providing for an additional first amendment expenditure amount not-to-exceed $191,250.00,
with the total contract amount not-to-exceed $956,250.00).
INFORMATION/BACKGROUND
In January 2020, CMS was awarded the City contract for the supply of plumbing maintenance, repairs, and
replacement services. This contract was to assist with the City’s plumbing needs across 60+ buildings. The
approximate total square footage for the buildings is 900,000 sq. ft. The plumbing services are performed
on an as-needed basis to assist the City with renovations, remodels, and maintenance of existing facilities.
Since the contract award, CMS has responded to over 200 work orders, including for emergency repairs
due to damage caused by Winter Storm Uri. The additional requested contract funds will allow CMS to
continue to provide repair and replacement needs as they arise. The increased not-to-exceed amount will
not fulfill the needs through the original contract expiration. This service will be re-solicited within the next
six months to a year to meet the growing need.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 14, 2020, City Council approved a contract with CBS Mechanical Services, Inc., dba CMS
Mechanical Services, Inc., in the not-to-exceed amount of $765,000 (Ordinance 20-102).
RECOMMENDATION
Award Amendment No. 1 with CBS Mechanical Services, Inc., dba CMS Mechanical Services, Inc., to
continue to provide plumbing repairs, installations, and preventive maintenance in City of Denton buildings
for the Facilities Management Department, in a not-to-exceed amount of $191,250, for a total amended
contract amount of $956,250.

FISCAL INFORMATION
These services will be funded from Facilities Operating budget account 880200.6545. Requisitions will be
entered into the Purchasing software system on an as-needed basis. The total amount of this contract is
$956,250.
