Exhibit 1 - Agenda Information Sheet - Amendment 2City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement INTERIM ACM: Cassey Ogden DATE: January 10, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, ratifying a contract extension between the City of Denton and Dustrol, Inc., through December 5, 2023, to continue providing street milling services for the Streets Department; and declaring an effective date (File 6726 – extending a contract with Dustrol, Inc., to December 5, 2023). INFORMATION/BACKGROUND On June 5, 2018, City Council approved a Street Milling Services contract for the Streets Department for three (3) years. On May 18, 2022, Purchasing executed First Amendment authorizing a six-month extension to the contract term to December 5, 2022. Due to labor shortages and other issues related to COVID-19, contractor services were slowed down. This contract includes the milling process in both the reconstruction of road CIP projects and preventative maintenance programs within the City of Denton over a three (3) year time period. During a reconstruction project, the entire road surface will be milled off in one pass leaving the subgrade below. The millings can then be recycled back into the new road that will be reconstructed. With the preventative maintenance program, only the top few inches of the roadway are milled off. This allows crews to replace (overlay) only the worn surface with a new asphalt surface. This increases the Pavement Condition Index and allows the road for it to reach its full life span of 30+ years. If the road is left untreated, the normal life expectancy is roughly 12 years. To maintain productivity levels in the street preventative maintenance program, the City’s milling program is conducted by City crews and by an outside contractor. City crews can handle smaller milling jobs with City- owned equipment and larger milling work is provided by a contractor. Staff believes this is a good complement of resources as it allows more roads to be maintained simultaneously. In extending this contract, it will allow Streets Department staff to continue performing underground maintenance on aging traffic signals. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On June 5, 2018, City Council approved a contract with Dustrol, Inc., in the not-to-exceed amount of $2,176,000 (Ordinance 18-695). On May 18, 2022, Purchasing approved a First Amendment extending the contract term through December 5, 2022. City Hall 215 E. RECOMMENDATION Award Amendment No. 2 with Dustrol, Inc., to continue providing street milling services for the Streets Department, for a contract extension through December 5, 2023. FISCAL INFORMATION These services will be funded from Streets Department account 285801.6516. Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $2,176,000.
