Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: March 21, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under RFP 8117 for the Transitional Housing Project for the Community Development Department; and providing an effective date (RFP 8117). INFORMATION/BACKGROUND On December 14, 2021, staff presented a report of programs and policies proposed in the Affordable Housing Strategic Toolkit. During the presentation, staff also sought direction from City Council specifically on tiny home projects. Council provided direction to move forward with the facilitation of a tiny home project. Staff utilized the Request for Information (RFI) process to identify potential projects. RFI #7935 was released on January 30, 2022, and was due on March 1, 2022. On April 19, 2022, staff provided a report regarding the RFI submissions. City Council directed staff to proceed with drafting a Request for Proposal (RFP) and to bring back the proposed RFP draft for City Council consideration. On August 2, 2022 (ID 22-1293) staff reviewed the City’s current Homeless Initiatives and strategic efforts to strengthen the Housing Crisis Response System (HCRS) and sought Council direction on the Draft Transitional Housing Project RFP. City Council directed staff to proceed with the RFP. The Transitional Housing Project RFP #8117 was released on October 4, 2022, and was due November 1, 2022. Notification of the RFP was sent to 1,249 registered suppliers as well as 123 interested parties. On November 1, 2022, only one proposal had been submitted. It was the decision of staff to extend to RFP response due date to November 30, 2022. Two proposals meeting the minimum qualifications were received by the November 30 due date. After careful review, staff identified the lack of land options limiting any land commitments for a project and the total proposed project costs between $4 million and $7.3 million as barriers moving forward. During the February 21, 2023, work session, staff reviewed the Transitional Housing Project RFP #8117 responses and sought City Council direction to proceed or close the solicitation. Staff recommended rejecting all proposals and not proceeding with this project. City Council accepted staff’s recommendation and gave direction not to proceed with the RFP. This item will not be re-solicited. Per Council direction, the City will reserve the option to seek other project opportunities for housing people experiencing homelessness. City Hall 215 E.
