Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: June 6, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Guidehouse Inc., through the Department of Information Resources (DIR) Cooperative Purchasing Network Contract No. DIR-CPO-4947, for the JD Edwards system upgrade for the Technology Services Department; providing for the expenditure of funds therefor; and providing an effective date (File 8236 – awarded to Guidehouse Inc., in the not-to-exceed amount of $200,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Pursue Organizational Excellence and Collaborative and Respectful Leadership. INFORMATION/BACKGROUND The JD Edwards (JDE) system is the City’s current enterprise resource planning (ERP) system for Job Cost, Warehouse Inventory, Procurement, Financials, General Ledger Accounting, and Payroll. The current database is no longer supported by the vendor, and many components of the system require upgrades in order to be supported. Guidehouse Inc. will perform a JDE EnterpriseOne tools release upgrade from the current version 9.2.4.4 to 9.2.7, upgrade the back-end database to a currently supported version, and will install Sign On (SSO) capabilities for use with City employee accounts. The last upgrade to JDE was over five (5) years ago. Many of the upgrades are required to provide fixes to known issues and will contain security patches to enhance the security of the product. Approving this contract for this system upgrade will ensure vendor support, software patches, access to knowledgebases, and required support resources. This work will enable the City to bridge the gap between JDE and a potential future ERP system. JDE Upgrade Estimated Expenditures Scope of Services $178,000 Contingency for Additional Services $22,000 Contract Not-To-Exceed Total $200,000 Pricing obtained through the Texas Department of Information Resources has been competitively bid and meets the statutory requirements of Texas Local Government Code 271.102. McKinney Street Denton, Texas www.cityofdenton.com PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On January 28, 2020, City Council approved the interlocal agreement with the Department of Information Resources Purchasing Network (Ordinance 20-196). RECOMMENDATION Award a contract with Guidehouse Inc., for the JD Edwards system upgrade, in a not-to-exceed amount of $200,000. PRINCIPAL PLACE OF BUSINESS Guidehouse Inc. McLean, VA ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with an estimated completion date of September 30, 2023. This DIR contract expires on March 24, 2026. FISCAL INFORMATION These services will be funded from Technology Services operating account number 830400.7854. Requisition #159751 has been entered into the Purchasing software system in the amount of $178,000. The budgeted amount for this item is $200,000.
