Exhibit 1- Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: June 27, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Mend Collaborative, Inc., for assistance in the update of the Downtown Master Plan on behalf of the City of Denton for the Planning Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8147 - Professional Services Agreement for Planning Services awarded to Mend Collaborative, Inc. in the not-to- exceed amount of $241,340.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Foster Economic Opportunity and Affordability. INFORMATION/BACKGROUND On March 22, 2022, City Council adopted an ordinance that approved an update to the City’s Comprehensive Plan (Denton 2040 Comprehensive Plan). Throughout the Planning and Zoning Commission and City Council work session presentations related to the update, Area Plans were discussed as a solution to address local challenges and were identified as one of the Commission's and Council's implementation priorities. On April 5, 2022, City Council gave staff direction to proceed with the preparation of the top three identified Area Plans (Northeast Denton, Southeast Denton, and update to the Downtown Master Plan). At the meeting, the Council directed staff to proceed with Northeast Denton and Southeast Denton Area Plans first - with the Downtown Master Plan to follow soon after. On May 3, 2022, a budget amendment was approved to fund the selection of a consultant to assist staff in the preparation of Area Plans. Area Plans allow for a more detailed analysis of a given area within the framework of the Denton 2040 Comprehensive Plan. These types of Plans provide the ability to address more refined and specific planning and development challenges, as well as enhance potential opportunities, at a scale more specific to a given area. Per the Comprehensive Plan, the Land Use, Community Character and Urban Design, and Housing and Neighborhood Elements outline the creation of Area Plans. Actions 2.17.1 and 4.12.4 of the Comprehensive Plan calls for the creation of Area Plans to address challenges and preserve and enhance the character of distinct areas – one of those areas is the Downtown. In 2002, the city approved a Downtown Master Plan (aka Area Plan) for the Downtown area, comprising approximately 440 acres and generally bounded by University Drive to the north, Bell Avenue to the east, Eagle Drive to the south, and Carroll Boulevard to the west. The Master Plan includes a vision for the Downtown, walkability, parking, and transportation analyses, street cross-sections, transit opportunities, economic analysis, sub-area evaluation, and recommended strategies, before and after renderings, City Hall 215 E. The Master Plan calls for balance - a desire to encourage development with an interest to ensure that proper designs are used. In 2010, the city approved a Downtown Implementation Plan (DTIP) containing recommendations and actions to implement the Downtown Master Plan. The DTIP is divided into five elements: land use, parking, parks/open space, architectural guidelines, and street standards, which help to organize and detail the recommendations. While most of the recommendations and actions have been acted upon, some initiatives have not been implemented. The DTIP study area encompasses approximately 155 acres, which corresponds with the “Downtown Core” area identified in the Downtown Master Plan. The DTIP study area is generally bounded by: Withers Street to the north, Exposition Street to the east, Sycamore Street to the south, and Carroll Boulevard to the west. Why Update the Downtown Master Plan? There is a need to update the Downtown Denton Master Plan and the DTIP to evaluate the existing policies to assess their relevancy today and make any appropriate changes where necessary, as well as create new priorities with an emphasis on expanding the Downtown area in size to maximize future opportunities, identifying additional open space, increasing housing choices, enhancing mobility connectivity, and balancing development while protecting existing neighborhoods and historic resources. An update to the Downtown Master Plan and the DTIP should also address parking, historic preservation, walkability, and the compatibility of new infill development and the adaptive reuse of underutilized buildings. Additionally, Downtown continues to be a draw for its tourism, entertainment, cultural activities, and more. Without continued investment in Downtown, future growth and improvements are limited. A comprehensive approach to Downtown is needed to continue its success, create new public-private partnerships, and identify infrastructure needs for the future. A key component of any Area Plan is public engagement, obtaining input and feedback from stakeholders - those that will be affected by the recommended implementation strategies of the Area Plan needs a well- thought-through plan. The Public Engagement Plan will outline specific tools, methods, and timing for all proposed engagement activities throughout the duration of the project. The Engagement Plan will have focus topics and include details on venue locations, dates, times, and an expectation of what the City’s responsibilities are. The Engagement Plan will also include opportunities for those that are not able to attend the events in person yet still be able to participate and provide their input and feedback. The Engagement Plan will include methods and tools on how stakeholders are notified of the project, kept engaged, and how they are able to obtain information throughout the entire Area Planning process. Another key component of this project will be to develop a concept plan for Quakertown Park, which will include opportunities for the public to provide feedback also. The goal is to proceed to construction documents (separate contracts) following the adoption of the Quakertown concept plan as part of the Downtown Area Plan. In addition, staff will host and maintain a project website for disseminating and collecting information. In addition to project information, written updates/summaries after each public engagement milestone will be prepared and published on the project website for the public’s review and consideration. Lastly, throughout the planning process, City Council will be involved and kept informed of any important input and proposed recommendations. Throughout the process - during key project milestones, opportunities to present information to City Council for feedback will be held. The timeline for this project should be approximately 10-12 months. Requests for Proposals/Bids was sent to 1291 prospective suppliers of this item. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Eight (8) proposals/bids were received and evaluated based upon published criteria including delivery, compliance with specifications, and price. Based upon this evaluation, Techline, Inc. was ranked the highest and determined to be the best value for the City. FISCAL INFORMATION These services will be funded from the Downtown Master Plan Update account 300138469.
