SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8212 for the bulk bleach tanks for the Ray Roberts
Water Treatment Plant (RRWTP) Temporary Chlorine Conversion Project for the Water Production
Department; and providing an effective date (RFP 8212). The Public Utilities Board recommends approval
(5-0).
INFORMATION/BACKGROUND
The City of Denton’s Ray Roberts Water Treatment Plant (RRWTP) is converting from a chlorine gas
system to a liquid bleach system to maintain adequate disinfection residual in the distribution system while
also ensuring a safer working environment by providing staff a less hazardous chemical to work with. Two
bulk storage bleach tanks will be required for the project.
Due to the cost of the tanks, a solicitation was released to procure the equipment. Two bids were received
with one bidder including the cost of installation of the tanks.
The Department intends to have the installation completed by City staff. Due to discrepancies regarding
installation responsibilities in the Statement of Work (SOW), staff recommends that all bids be rejected,
and the project be rebid.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 12, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Staff recommends rejection of all proposals for bulk bleach tanks for the Ray Roberts Water Treatment
Plant (RRWTP) Temporary Chlorine Conversion Project for the Water Production Department.
