Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: June 27, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Patel & Patel General Partners dba Deluxe Inn, to provide accommodations for persons experiencing homelessness due to the ongoing economic impact related to COVID-19 for the Community Development Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8218 – awarded to Patel & Patel General Partners dba Deluxe Inn, in the two (2) year not-to-exceed amount of $800,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Strengthen Community and Quality of Life. INFORMATION/BACKGROUND Since March 25, 2020, the City has funded temporarily shelter for people experiencing homelessness in local hotels for COVID-19 health and safety reasons. CARES-Act Funding started an Emergency Hotel program and extended the program on a voucher basis in December 2020. Due to continuing health risks of COVID-19, the American Rescue Plan (ARP) State and Local Fiscal Recovery Funds (SLFRF) were allocated to extend the program at the end of 2021 and into 2022. In 2022, Council approved an additional round of ARP SLFRF funding to support the program through December 2024. Council approved an amendment to the previous contract for this program (7829) on March 21, 2023, which increased the not-to-exceed amount of the contract to its maximum amount. This new contract (8218) will sustain this non-congregate, safe emergency housing for individual households experiencing homelessness through December 2024. Request for Proposals was sent to 152 prospective suppliers, including 23 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based upon published criteria including compliance with specifications, probable performance, and price. Best and Final Offer (BAFO) was requested from the firm.
