SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Techline, Inc., for the supply of precast concrete
pull boxes for Denton Municipal Electric to be stocked in the Warehouse; providing for the expenditure of
funds therefor; and providing an effective date (IFB 8251 - awarded to Techline, Inc., in the three (3) year,
with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount
of $4,250,000.00). The Public Utilities Board recommends approval (4 - 0).

INFORMATION/BACKGROUND
This Invitation for Bid is to supply precast concrete pull boxes that provide subsurface enclosures in which
Denton Municipal Electric (DME) can pull, route, splice connect, and terminate primary underground
electrical cables. Pull boxes have similar functionality to manholes in that they provide subsurface space
to perform work but provide advantages over manholes.
Pull boxes are smaller in size than manholes and can be used in narrow easements, rights-of-way, and
locations where manholes cannot physically be placed. Pull boxes also have torsion assist lids, which
provide easier access to subsurface electrical facilities for field personnel than manually removing heavy
cast-iron manhole lids. These items are carried in the Warehouse’s working capital inventory.

Invitations for bids were sent to 325 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
City Hall

local newspaper. Three (3) bids meeting specifications were received. The lowest bid was received by
Techline.

On July 10, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Techline, Inc. for precast concrete pull boxes in a three-year (3) year, with two (2)
additional one-year options, not-to-exceed amount of $4,250,000.

ESTIMATED SCHEDULE OF PROJECT
This is a three-year (3) year, with two (2) additional one-year options contract. At the sole option of the City
of Denton, the Contract may be further extended as needed, not to exceed a total of six (6) months.
FISCAL INFORMATION
Precast concrete pull boxes will be funded out of the Warehouse Working Capital account and charged back
to the using department. Requisitions will be entered on an as-needed basis.
