Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: July 25, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a professional services agreement with The Center for Nonprofit Management, Inc. dba CNM, for project evaluation and nonprofit management training for nonprofit agency staff for the Community Services Department; providing for the expenditure of funds therefor; and providing an effective date (File 8275 – awarded to The Center for Nonprofit Management, Inc. dba CNM, in the not-to-exceed amount of $115,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Foster Economic Opportunity and Affordability. INFORMATION/BACKGROUND The American Rescue Plan Act (ARPA) made $350 billion available in state and local government financial assistance from the U.S. Department of Treasury under the American Rescue Plan’s State and Local Fiscal Recovery Funds (SLFRF). The City of Denton’s allocation under the Act is $23.29 million. Half of this funding ($11.65 million) became available in May 2021. City Council approved allocations of the second half of ARPA SLFRF with the approval of the City’s Operating Budget on September 27, 2022. In the second round of allocations, $1,500,000 was approved for Nonprofit Capacity Support Grants to assist nonprofits experiencing negative economic impacts from the COVID-19 pandemic. In March 2023, staff received direction from the Community Services Advisory Committee (CSAC) regarding the administration of Nonprofit Capacity Support funding. Following CSAC's direction, staff developed a Capacity Building Grant for nonprofits providing human services to the City of Denton residents. Additionally, the CSAC directed staff to seek additional capacity-building opportunities in the form of nonprofit management training courses. Staff engaged the Center for Nonprofit Management (CNM) to inquire about providing in-person Nonprofit Management Training courses for the City of Denton nonprofits. CNM will provide four (4) cohort trainings for up to 80 nonprofit employees on-site in Denton. Topics covered in this program include board governance and strategic planning; financial management; fund development; branding, marketing, and public relations; program planning, evaluation, and outcomes; human resources and volunteer management; and risk management and legal structures. McKinney Street Denton, Texas www.cityofdenton.com The CSAC also supported the use of Nonprofit Capacity Support funds for the evaluation of the annual Community Development Grant Program (CDGP). CNM will work with staff to update the CDGP application to align output and outcome measures around the social determinants of health framework and establish standardized outcome measures. This will support long-term CDGP goals of staff and committee members to move towards performance-based awards, identify and measure funding gaps and support nonprofits in their ability to effectively measure outcomes and communicate impact. Section 252.022 of the Local Government Code provides that procurement of professional services is exempt from competitive bidding if over $50,000, shall be awarded by the governing body. RECOMMENDATION Award a contract with The Center for Nonprofit Management, Inc. dba CNM, for project evaluation and nonprofit management training for nonprofit agency staff for the Community Services Department, in a not-to-exceed amount of $115,000.
