Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: August 1, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a professional services agreement with Fehr & Peers, for a Downtown Parking Study for the Economic Development Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8211 – awarded to Fehr & Peers, in the not-to-exceed amount of $96,705.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The City of Denton is seeking a comprehensive study of Downtown parking. The study will assess the current supply and demand for parking, identify areas of surplus and shortage, survey parking usage and frequency, and make recommendations for improving parking availability and accessibility. The City of Denton is eager to begin the process of updating the Downtown Master Plan and parking has been identified as a critical component to its success. The Master Plan, originally adopted in 2002, is a roadmap that balances the desire for development with responsible design practices. This plan outlines the goals for the Downtown area and provides a strategy for coordinating public and private investments while fostering economic growth. To ensure that the Master Plan is informed by the most comprehensive and accurate data, the City will first commission a comprehensive study of Downtown parking. This study will provide invaluable insights into the usage patterns of the parking spaces, including the times of day, the demographics of users, and how the parking is being utilized. The study will also assess the need for additional parking facilities or innovative alternatives. With the completion of the parking study, staff will have a clear understanding of the parking demands in the area and can incorporate this data into the update of the Downtown Master Plan. Request for Proposals was sent to 973 prospective suppliers, including 48 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Six (6) proposals were received, references were checked, and proposals were evaluated based on published criteria including experience, qualifications, method and approach, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Fehr & Peers was ranked the highest and determined to be the best value for the City. City Hall 215 E. Requisition #OR 160085 has been entered into the Purchasing software system in the amount of $96,705. The budgeted amount for this item is $96,705.
