SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with J.L. Matthews Company, Inc., for the supply of
Lineman’s tools and accessories for Denton Municipal Electric; providing for the expenditure of funds
therefor; and providing an effective date (IFB 8280 – awarded to J.L. Matthews Company, Inc., in the five
(5) year not-to-exceed amount of $1,000,000.00).

INFORMATION/BACKGROUND
The proposed contract is to supply linemen with tools and accessories such as climbing tools, grounding
equipment, cutters, material handling accessories, tool holders, hand tools, and specialty tools and
accessories which are used by Denton Municipal Electric (DME). These tools assist the lineman in
performing safe and effective work for both new construction and maintenance of the power grid throughout
the City of Denton. The current contract for these items expires in November 2023. Without the purchase
of linemen's tools and accessories, DME cannot construct, operate, maintain facilities, or provide electric
service to new customers.

The estimated expenditure was determined by taking the previous spend on lineman’s tools and adding
contingency for price increases and other unforeseen circumstances. DME will also use this contract to fully
equip all new bucket, line, and foreman trucks when they are purchased.

Invitation for Bids was sent to 142 prospective suppliers of this item, including 15 Denton firms. In addition,
specifications were placed on the Procurement website for prospective suppliers to download and advertised
in the local newspaper. Five (5) bids meeting specifications were received. The lowest bid was received by
J.L. Matthews Company, Inc.
