Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: September 19, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Mountain Cascade of Texas, LLC, for the construction of the Barrow Gravity Sanitary Sewer Line and Lift Station Abandonment for the Capital Projects Department; providing for the expenditure of funds therefor; and providing an effective date (CSP 8205 – awarded to Mountain Cascade of Texas, LLC, in the not-to-exceed amount of $1,453,083.45). The Public Utilities Board recommends approval (4 - 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The Barrow Gravity Sewer and Lift Station Abandonment Project will provide an upgraded 15” sewer line for future developments. The project will start south of Loop 288 and will cross Westgate Drive heading south connecting to an existing 15” line south of Denton High School. In addition, the new sewer line will make the current lift station obsolete. The obsolete Lift Station will be abandoned in accordance with City standards. The project will consist of 4,500 linear feet of sanitary sewer line. The Barrow Gravity Sewer and Lift Station Abandonment Project has a total estimated cost of $1,453,083.45. This estimate includes a $1,383,889 total base proposal amount and a five (5%) contingency of $69,194.45. The contingency allowance is for the sole use of the City and will be subject to written authorization by the City’s Project Manager and Program Manager. Competitive Sealed Proposals were sent to 969 prospective suppliers, including 69 Denton firms, for this item. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Six (6) proposals were received, with four (4) meeting specifications. References were checked, and proposals were evaluated based on published criteria including personnel, quality, ability to complete projects, schedule, safety, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Mountain Cascade of Texas, LLC was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with Mountain Cascade of Texas, LLC, for the construction of the Barrow Gravity Sewer and Lift Station Abandonment Project for the Capital Projects Department, in a not-to-exceed amount of $1,453,083.45. PRINCIPAL PLACE OF BUSINESS Mountain Cascade of Texas, LLC Alvarado, TX ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with a completion date within 180 days after receipt of order to proceed. FISCAL INFORMATION These services will be funded from Wastewater Department project account 640346545.1365.40100. Requisition #160933 has been entered into the Purchasing software system in the amount of $1,383,889. The budgeted amount for this item is $1,453,083.45.
