SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8272 for the Modular Building Removal at 804
Texas Street for the Solid Waste & Recycling Department (SW&R) and 1527 Mayhill Road for the Water
Department; and providing an effective date (RFP 8272). The Public Utilities Board recommends approval
(4 - 0).
INFORMATION/BACKGROUND
The City of Denton issued a solicitation for the removal of two modular buildings on City property. One of
these buildings, a triple-wide modular office, has been at 1527 South Mayhill Road for 20 years and has
met its useable life. The second building, a single-wide modular structure, is located at 804 Texas Street
and has also met its useful life.
The City aimed to find a mutually beneficial arrangement to avoid the cost of disposal. One vendor
responded to the solicitation, but the proposal was to demolish the buildings instead of taking possession of
them at a fee.
After evaluating the proposals, it was recommended to reject all of them due to cost concerns. As a cost-
saving measure, the Solid Waste Department will use its equipment and staff to demolish the SW&R
modular building, while the Facilities Department will remove and dispose of the Water Utility building.
There will be no re-solicitation for this item.
This decision aligns with the Local Government Code 252.043, which permits the City Council to reject all
bids if necessary.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 11, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Staff recommends rejection of all proposals for the Modular Building Removal.
