Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: November 7, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Mydatt Services, Inc. dba Block by Block, for a Downtown Denton Ambassador Program Pilot for the City of Denton; providing for the expenditure of funds therefor; and providing an effective date (RFP 8249 – awarded to Mydatt Services, Inc. dba Block by Block, for one (1) year, with the option for two (2) additional one (1) year extensions, in the total three (3) year not-to-exceed amount of $2,124,909.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Strengthen Community and Quality of Life. INFORMATION/BACKGROUND At the direction of City Council, Community Services, Denton Police Department, Parks and Recreation, and Economic Development collaborated to develop a multipronged response to Quality of Life in the downtown area. These efforts align with the City Council’s Key Focus Area to Strengthen Community and Quality of Life. The goal is to identify solutions for a cleaner, safer, happier Downtown Denton. The responses were presented to City Council over three Work Sessions, outlined below. • February 2023: Homeless Response Solutions & Transitional Housing • March 2023: Downtown Ambassador Program • April 2023: Aggressive Panhandling During the March 7, 2023 Work Session, Council directed staff to submit a supplemental request in the upcoming budget process to implement a Downtown Ambassador Program Pilot in FY23/24. Council also directed staff to pursue a Request for Proposal (RFP) to obtain bids from third-party vendors to implement and manage this program. Direction was given to request full and partial program implementation cost estimates for each service element and bring the initial results of the RFP back to Council. July 18, 2023, staff provided initial results of the RFP to Council, and direction was provided to proceed with full implementation of a two-year Downtown Denton Ambassador Program Pilot. The program pilot will be funded through the General Fund and Community Services staff will collaborate with Economic Development to identify long-term funding for the program, pending Council direction, program outcomes, and community feedback. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based upon published criteria including experience and performance, overall cost, personnel and staff, and data and metrics. Best and Final Offer (BAFO) was requested from the firm. The department is awarding the contract to Mydatt Services, Inc. dba Block by Block. RECOMMENDATION Award a contract with Mydatt Services, Inc. dba Block by Block, for a Downtown Denton Ambassador Program Pilot for the City of Denton, in a one (1) year, with the option for two (2) additional one (1) year extensions, in the total three (3) year not-to-exceed amount of $2,124,909.00. PRINCIPAL PLACE OF BUSINESS Mydatt Services Inc., dba Block by Block Louisville, KY ESTIMATED SCHEDULE OF PROJECT This is an initial one (1) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION These services will be funded from Council Initiatives account 220099.7739.0002. Requisition #162137 has been entered into the Purchasing software system in the amount of $708,303. The budgeted amount for this item is $2,124,909.
