Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: December 12, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal cooperation, authorizing the City Manager to execute a contract with Whirlix Design, Inc., through the Buy Board Cooperative Purchasing Network Contract # 679-22, for the construction of a playground, shade, and pavilion at Joe Skiles Playground for the Parks and Recreation Department; providing expenditure of funds therefore; and providing an effective date (File 8388 – awarded to Whirlix Design, Inc., in the not-to-exceed amount of $191,299.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Strengthen Community and Quality of Life. INFORMATION/BACKGROUND In the Fall of 2022, Parks and Recreation received multiple requests from members who live in the Southridge neighborhood for the need to make various improvements at Joe Skiles Park. These requests included the desire to add shade over the playground, and a new playground structure that accommodates younger age kids, as the existing playground accommodates ages 5 - 12. Since that time, Parks and Recreation held a public community meeting in February 2023, created a dedicated project page on DiscussDenton.com, and collected feedback at the Denton Parks and Recreation Open House (March). Through the series of engagements, the community re-affirmed the desire to install shade over the playground, and the addition of 2-5-year-old playground. Staff also identified the need to replace the existing pavilion and install a new one which will be closer to the playground and will be available for rentals. This contract will include the purchase and installation of the following items: • Expansion of playground footprint for the 2 - 5-year-old playground structure • Retrofitted shade over the existing playground • Pavilion that accommodates approximately 50 people As a playground’s life span is typically 15 years, this playground has been added to the Playground Replacement Plan for 2038. During FY22-23, City Council allocated funding from the American Rescue Plan Act for several Park Projects, among them being the various improvements at Joe Skiles Park. In City Hall 215 E. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On February 1, 2005, City Council approved the interlocal agreement with the Buy Board Cooperative Purchasing Network (Ordinance 2005-034). RECOMMENDATION Award a contract with Whirlix Design, Inc., for the construction of a playground, shade, and pavilion at Joe Skiles Playground for the Parks and Recreation Department, in a not-to-exceed amount of $191,299. PRINCIPAL PLACE OF BUSINESS Whirlix Design, Inc. Richardson, TX ESTIMATED SCHEDULE OF PROJECT This contract will be started upon approval with a completion date within approximately 16 weeks. This Buy Board contract expires on September 30, 2025. FISCAL INFORMATION These services will be funded from Joe Skiles Park account 400391959.1360.40100. Requisition #162739 has been entered into the Purchasing software system in the amount of $191,299. The budgeted amount for this item is $191,299.
