SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with C. Green Scaping, L.P., for the landscape
enhancements of US377 from Roselawn Drive to Country Club Road for the Parks and Recreation
Department; providing for the expenditure of funds therefor; and providing an effective date (IFB 8261 –
awarded to C. Green Scaping, L.P., in the not-to-exceed amount of $352,423.47).

INFORMATION/BACKGROUND
The City of Denton was awarded an FY 2023 Texas Department of Transportation (TxDOT) Green Ribbon
grant for landscape beautification along US377. The award included a fixed maximum amount of $400,000
or up to the bid amount of the winning landscape contractor. Under the grant agreement, the City is
responsible for the design of the median enhancements, installation of the design, and regular maintenance
of the improvements.
The landscape design was completed in August 2023 and has been approved by TxDOT. The proposed
contract is to install landscaping of the approved design. The US377 from Roselawn Drive to Country Club
Road project has an estimated cost of $352,423.47. This estimate includes a $335,641.40 total base bid
amount and a contingency of $16,782.07. A contingency allowance, if any, is for the sole use of the City
and will be subject to written authorization by the City’s Project Manager and Program Manager. The Parks
and Recreation Department will manage the contracted installation of the improvements and will be
responsible for regular maintenance.
Invitation for Bids was sent to 1,193 prospective suppliers of this item, including 75 Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download, and
advertised in the local newspaper. Two (2) bids meeting specifications were received. The lowest bid was
received by C. Green Scaping, L.P.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 16, 2023, City Council approved the Advance Funding Agreement and Landscape Maintenance
Agreement with TxDOT in Ordinance 23-998.
RECOMMENDATION
Award a contract with C. Green Scaping, L.P., for the landscape enhancements of US377 from Roselawn
Drive to Country Club Road for the Parks and Recreation Department, in a not-to-exceed amount of
$352,423.47.

The work will be complete for final acceptance within 202 days after the date when the contract time

FISCAL INFORMATION
The Green Ribbon program reimburses 100% of the construction costs. These services will be funded from
account 400398444.1360.40100. Requisition #163254 has been entered into the Purchasing software
system in the amount of $335,641.40. The budgeted amount for this item is $352,423.47.
