Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: February 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with DNV GL Noble Denton USA, LLC, for the development and implementation of Data Extraction Solution and the Annual Maintenance and Support of Synergi Electric software for Denton Municipal Electric, which is the sole provider of this software, in accordance with Texas Local Government Code 252.022, which provides that procurement of commodities and services that are available from one source are exempt from competitive bidding, and if over $50,000, shall be awarded by the governing body; providing for the expenditure of funds therefor; and providing an effective date (File 8322 – awarded to DNV GL Noble Denton USA, LLC, in the two (2) year not-to-exceed amount of $125,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND Synergi Electric simulation software models and analyzes power distribution systems in a real-world spatial environment in full detail from the substation to the customer. Synergi Electric software provides DME Engineering the flexibility to model their power distribution systems over ten years down to the second on radial, looped, and mesh network systems on multiple voltages and configurations. Synergi requires electric asset (wire, cable, transformer, etc.) data for distribution system planning and analysis from an electric Geographic Information System (GIS). Synergi cannot access asset data from GIS directly because both systems retain and process data in different formats and require a data extraction/translator tool for Synergi to understand GIS data. As DME is going through many technological initiatives, including ESRI’s Geometric Network (GN) to Utility Network (UN) migration, there is a need for a new data-prep/data-extraction tool for distribution system modeling and analysis to be developed that integrates with this new environment. DNV, the developer of Synergi Electric software, has developed such a tool for DME several times over the past 15 years. They are familiar with DME’s environment and have an in- depth knowledge of DME’s electric distribution system. Since DNV owns and develops the Synergi Electric software suite and has no distributors, it qualifies DNV as the sole source vendor of the Synergi Electric software suite and associated integrations/solutions. DNV has provided DME with excellent technical support, services, and integrated solutions that are completed efficiently, effectively, and in accordance with all applicable requirements. DNV brings excellent expertise and experience in software development to this project, making it the most appropriate City Hall 215 E. Their understanding of the complex dynamics and challenges within utility networks and their technical proficiency position them as industry leaders in distribution modeling software development and innovation. Through DNV’s tailored solution, DME Engineering staff can perform the following tasks accurately and efficiently. 1. Electric Distribution System Planning 2. Load Balance 3. Phase Balancing 4. Capacitor Placement Analysis 5. Conservation Voltage Reduction (CVR) 6. VVO (Conservation Voltage Reduction by Volt/VAR Optimization) 7. Transformer Loading analysis 8. Distributed Energy Resources Photovoltaic Analysis (DER PV) Analysis 9. Load Flow Analysis i. (Balanced and by-phase load-flow analyses calculate current flows, voltage drops, losses, and loading of lines, equipment, switches, and protective devices) 10. Load Forecasting 11. Fault and Protection Analysis 12. Electric System Coordination 13. Contingency Analysis 14. Distribution System Reliability Analysis 15. Distribution System Capacity Utilization Analysis 16. Power quality analysis In conclusion, by selecting DNV as our partner for developing the data extraction tool for the distribution system modeling, we are leveraging their expertise and experience in the energy sector. We are confident that their innovative solutions, coupled with their comprehensive understanding of ESRI’s Utility Network, will enable us to enhance our distribution operation’s efficiency, reliability, and resilience. Section 252.022 of the Local Government Code provides that procurement of sole source commodities and services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body. PRIOR ACTION/REVIEW (Council, Boards, Commissions) This item will be presented to the Public Utilities Board (PUB) on February 26, 2024, retroactively, due to the February 12, 2024 meeting not having a quorum. RECOMMENDATION Award with a contract to DNV GL Noble Denton USA, LLC, as a sole source supplier, for the development and implementation of Data Extraction Solution and the Annual Maintenance and Support of Synergi Electric software for Denton Municipal Electric, in a two (2) year amount not-to-exceed $125,000. FISCAL INFORMATION The services will be funded from DME’s account 605171500.1360.3980. Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $125,000.
