Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: February 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Hammett Excavation, Inc., for the Moseley Road Landfill Erosion Maintenance Project for the Solid Waste Department; providing for the expenditure of funds therefor; and providing an effective date (CSP 8354 – awarded to Hammett Excavation, Inc., in the not-to-exceed amount of $1,156,005.17). INFORMATION/BACKGROUND The Moseley Road Landfill, Texas Commission on Environmental Quality (TCEQ) Municipal Solid Waste (MSW) Permit 13, is located in the City of Crossroads on City of Denton-owned property. The Landfill began accepting waste in 1961 and was closed in 1984, and a soil final cover system was installed. The landfill permit was canceled after a five-year post-closure period, common for landfills from this generation. The Landfill cover has native vegetative growth, and no erosion control measures in place. There is severe erosion along the west slope and channelization on the slope that was caused by preferential flow paths in areas of differential settlement within the waste mass. The west slope has two significant erosion gullies, the largest of which is approximately 50 feet wide and 15 feet deep when measured vertically. Final cover maintenance/repair is required to retain the erosional integrity of the Landfill and prevent these conditions from reoccurring. The proposed project involves the repair of erosion damage to the final cover system on the west side slope of the landfill and the installation of soil reinforcement to reduce future erosion to the landfill cover system. The Moseley Road Landfill Erosion Maintenance Project has a total estimated cost of $1,156,005.17. This estimate includes a $1,100,957.30 total base proposal amount and a five 5% contingency of $55,047.87. The contingency allowance is for the sole use of the City and will be subject to written by the City’s Project Manager. The Solid Waste Department’s capital improvement program (CIP) provides funding for the excavation and construction of this project. The City and the engineering firm of Parkhill completed the design services agreement in June 2022 to provide services related to design, construction, quality assurance, and regulatory approval. Competitive Sealed Proposals were sent to 1,000 prospective suppliers of this item, including 72 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. 3 proposals were received and evaluated based on City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com published criteria including Key Personnel, Quality, Reputation, and Ability to Complete Similar Projects on Schedule and Within Budget, Detailed Schedule and Written Plan and Safety Record. Based upon this evaluation, Hammett Excavation was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with Hammett Excavation, Inc., for the Moseley Road Landfill Erosion Maintenance Project for the Solid Waste Department, in a not-to-exceed amount of $1,156,005.17. SUSTAINABILITY MEASURES The Moseley Road Landfill needs some major settlement and cover repairs that will help protect the Lake Lewisville watershed and the population that lives around the facility. This project will allow Hammett Excavation Inc. to fix the differential settlement and landfill cap erosion issues and install permanent drainage structures that will reduce water velocities and minimize future erosion along the west side slope of the facility. Relationship to Sustainability Framework Water, Air Quality: the goals are TCEQ Subchapter T Authorization to disturb the final cover over the closed City of Denton Moseley Road Landfill, installation of soil reinforcement to reduce future erosion, protect the environment and human health, and frequent monitoring of the finished project. FISCAL INFORMATION These services will be funded from Moseley Road Landfill account #660893595.1365.40100. Requisition #163360 has been entered into the Purchasing software system in the amount of $1,100,957.30. The budgeted amount for this item is $1,156,005.17.
