Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: February 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with HR Green, Inc., for engineering review of private development projects for the Development Services Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8401 – awarded to HR Green, Inc., in the five (5) year not-to-exceed amount of $12,000,000.00). INFORMATION/BACKGROUND The Engineering Development Review is a division of the Development Services Department focused on the review of private development construction plans reviewing the impact that proposed developments will have on the City of Denton’s public infrastructure (i.e., water, wastewater, drainage, streets, sidewalks, parks, etc.). Due to demands on City Engineering staff to manage the increasing volume of City-funded capital projects, the City conducted a solicitation in 2018 for a third-party review team to manage engineering review for private development projects. In October 2018, HR Green, Inc. was selected as the most qualified vendor to provide private development engineering review services for the City of Denton. Since the initial contract went into effect, HR Green staff have received extensive training on the Denton Development Code, pertinent state regulations, and the City of Denton’s design criteria, specifications, and construction details. An additional request for qualifications was issued in 2020 and, again, HR Green was selected as the most qualified vendor to provide this service. The previous contract will end in February 2024 and approval of this ordinance would extend the relationship with HR Green for an additional five years. The Engineering Development Services contract provides up to three onsite facilitators and offsite technical plan review services to the City of Denton. The agreement is scalable based on application volume and will be evaluated annually as development activity is monitored. City of Denton staff would also continue to partner with HR Green to train review staff to familiarize them with the City Development Code, Criteria Manual, Specifications, and Standard Details. A major benefit of this contract is HR Green providing dedicated staff to Denton for development review and possessing the knowledge of how to review the City’s specific needs. This ensures the City can provide consistent reviews and comments for submitted development plans. City Hall 215 E. The increase in spending authority for this contract will be recovered through fees charged back to applicants for the development projects. Additionally included in this ordinance are performance measures and reporting requirements that ensure the City is recouping the best value for these engineering services. This includes a notice when charges for projects reach an 80 percent threshold of City fees as well as onsite engineering staff performing minor project reviews to create more efficiency and a faster turnaround. Request for Qualifications (RFQ) for engineering review services was sent to 275 prospective firms, including 16 Denton firms, for these services. In addition, the RFQ was placed on the Procurement website for prospective respondents to download, and advertised in the local newspaper. One (1) statement of qualifications (SOQ) was received. The SOQ was evaluated based on published criteria including identification and understanding of the City’s requirements, past performance and experience, qualifications of key personnel, and schedule to complete tasks. Based upon this evaluation, the recommended award is to HR Green, Inc., and is determined to be the most qualified firm for the City.
