Background
•The City contracted with HR Green originally in 2018 and awarded a second contract in 2020.
•On-site engineering facilitators:
•Coordinate reviews and comments between off-site reviewers and applicants.
•Provide direct access to engineers to perform minor and expedited engineering reviews.
•Off-site engineering staff complete technical review in a range of engineering disciplines. These staff are trained to
review to City of Denton standards and the number of reviewers scale with the demand for engineering review.

Solicitation Information
•A request for qualifications was issued 11/10/2023.
•The RFQ was sent to 275 prospective firms.
•Staff received 1 qualified response.

Funding
•Development Review Engineering operates on a cost recovery basis. The
City of Denton collects fees intended to recover the cost of the HR Green
contract as a passthrough to the customer.
•The fund has averaged an annual cost recovery of 80%. Engineering fees
are being reviewed as part of the current Development Fee Study and will
increase this cost recovery level after adoption.

Contract Details
•Scalable resources to meet the demand of project applications.
•Staffing:
•Up to 3 on-site facilitators
•4 off-site engineers primarily supporting Denton with 6 specialized engineering review staff to support them
•Over 40 additional HR Green staff available if needed
•Reviews to City specified codes, plans, criteria manuals and standard details.
•City to provide ongoing training related to review criteria. Included in the proposed contract are annual
multiday on-site work sessions and trainings to increase collaboration.
•Increased reporting provided by HR Green to include ongoing tracking of reviews and total cost per
project with notification requirements when reaching city-defined cost thresholds.

Contract Metrics
•Since 2020, HR Green staff have completed
5,144 reviews on 1,921 unique projects.
•Engineering reviews augment approx. 6,000
hours of staff time annually (over 3 FTEs).
•98% of reviews completed on-time.
