SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Schofield Civil Construction, LLC, for the Lake
Lewisville Water Treatment Plant Sludge Improvement Project for the Water Utilities Department;
providing for the expenditure of funds therefor; and providing an effective date (CSP 8314 – awarded to
Schofield Civil Construction, LLC, in the not-to-exceed amount of $3,849,813.00). The Public Utilities
Board recommends approval (5 - 0).

INFORMATION/BACKGROUND
The Lake Lewisville Water Treatment Plant (LLWTP) provides approximately 50% of the City of Denton’s
potable water. A side stream process of water treatment is sludge management. The existing sedimentation
basin steel sludge collection mechanisms require rehabilitation and re-coating due to normal wear and tear.
The basin collection mechanisms were coated over 10 years ago. In addition to the maintenance of the
sedimentation basins, the existing sludge valves will be replaced. With the replacement of the sludge valves,
staff recommended automation of operation with the addition of automatic actuators. This replaces the
manual valves that are currently used in the treatment process. The LLWTP Sludge Improvement Project
improves the water treatment process by automating sludge wasting and preventative maintenance of the
sedimentation basins. This rehabilitation and installation support the continuation of safe drinking water to
the customers and community.

The Lake Lewisville Water Treatment Plant Sludge Improvement Project has a total estimated cost of
$3,849,813. This estimate includes a $3,499,830 total base bid amount and a contingency of $349,983. A
contingency allowance, if any, is for the sole use of the City and will be subject to written authorization by
the City’s Project Manager and Program Manager.
Competitive Sealed Proposals were sent to 1,222 prospective suppliers, including 74 Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and

advertised in the local newspaper. Two (2) proposals were received, with one (1) meeting specifications.
References were checked, and proposals were evaluated based upon published criteria including key
personnel, past experience on similar projects, schedule/written plan, safety record, and price. Best and
Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Schofield Civil
Construction, LLC was ranked the highest and determined to be the best value for the City.

On February 26, 2024, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Schofield Civil Construction, LLC, for the Lake Lewisville Water Treatment Plant
Sludge Improvement Project for the Water Utilities Department, in a not-to-exceed amount of $3,849,813.

SUSTAINABILITY MEASURES
The LLWTP Sludge Improvement Project improves the sludge-wasting process at the plant. It will include
sedimentation maintenance to maintain the structural integrity of the sedimentation mechanisms and basin.
The project automates the sludge valves, allowing operation staff to effectively control the waste process.
ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with an estimated final completion within 366 days after the date
when the Contract Time commences to run, which is the day indicated in the Notice to Proceed.
FISCAL INFORMATION
These services will be funded from Water Utilities account 630499523.1360.40100. Requisition #163523
has been entered into the Purchasing software system in the amount of $3,499,830. The budgeted amount
for this item is $3,849,813.
