Exhibit 1 - Agenda Information Sheet - ParadigmCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: March 5, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Paradigm Traffic Systems, Inc., for the supply of traffic signal hardware, cabinets, and electronics, Sections B - Cabinet Electronics, C – Cabinets, D – Applied Information Electronics, and E – PTX Cameras and Accessories, for the City of Denton Warehouse; providing for the expenditure of funds therefor; and providing an effective date (IFB 8406 - awarded to Paradigm Traffic Systems, Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $4,395,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND This Invitation for Bid (IFB) is for the supply of items that are stocked in the Warehouse for ease of accessibility to be used by the Traffic department in their daily operations, and for repair and maintenance of traffic signals. This allows for safe vehicle and foot traffic across intersections. These signals also work to flow traffic through the city using LED lights as visual indicators to the end users. Materials will be ordered on an as- needed basis to maintain appropriate stocking levels in the City’s Warehouse. Paradigm Traffic Systems is being awarded Section B - Cabinet Electronics, Section C – Cabinets, Section D – Applied Information Electronics, and Section E – PTZ (pan tilt zoom) Camera & Accessories. The cabinets and the electronics that are inside the cabinets are necessary to control these traffic signals. Based on the estimated annual quantity on the previous contract Bid 7398, it is estimated that the city will require an average of $824,000 annually to purchase traffic control cabinets and control cabinet electronics. In addition, specifications were placed on the Procurement website for prospective suppliers to download, and advertised in the local newspaper. Four (4) bids meeting specifications were received. The lowest bid for Sections B, C, D, and E was received by Paradigm Traffic Systems, Inc. RECOMMENDATION Award a contract to Paradigm Traffic Systems, Inc., for the supply of traffic signal hardware, cabinets, and electronics, Sections B - Cabinet Electronics, C – Cabinets, D – Applied Information Electronics, and E – PTX Cameras and Accessories, for the City of Denton Warehouse, for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $4,395,000. Arlington, TX ESTIMATED SCHEDULE OF PROJECT This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION These items will be funded out of the Warehouse Working Capital account and charged back to the using department as needed. The budgeted amount for this item is $4,395,000.
