SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Stuart C. Irby Company, for the supply of electric
aluminum swage connectors for the City of Denton Warehouse; providing for the expenditure of funds
therefor; and providing an effective date (IFB 8452 – awarded to Stuart C. Irby Company, for two (2) years,
with the option for two (2) additional one (1) year extensions, in the total four (4) year not-to-exceed amount
of $500,000.00).

INFORMATION/BACKGROUND
This IFB is to supply Electric Aluminum Swage Connectors which are utilized by Denton Municipal
Electric (DME) in substation projects. The connectors are required to interconnect bus sections, provide
mountings for bus pipe on insulators, provide transitions from pipe to wire, and provide terminals for
connection of bus pipe to switches and equipment. These types of connections are all necessary to make
substations functional. The majority of these connectors are highly technical in their design and application.
The connectors use a swage connection which requires the use of power hydraulic tools and die(s) for
installation. The connectors and swaging tools are proprietary and therefore must be used in conjunction
with one another. These items will be carried in the Warehouse Working Capital inventory. Materials are
procured by the Warehouse as needed over the term of the contract.

Invitation for bids were sent to 364 prospective suppliers of this item, including 10 Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. Four (4) bids meeting specifications were received. The lowest bid was
received by Stuart C. Irby Company.

This is an initial two (2) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These items will be funded out of the Warehouse Working Capital account, stocked in the Warehouse,
and charged back to the using department as needed. The City will only pay for services rendered and is
not obligated to pay the full contract amount unless needed.
