6401 - Professional Engineering Design Criteria & Related Consultant Services, Addendum 1CITY OF DENTON REQUEST FOR QUALIFICATIONS RFQ 6401 PROFESSIONAL ENGINEERING DESIGN CRITERIA AND RELATED CONSULTANT SERVICES FOR DESIGN-BUILD ROADWAY PROJECTS ADDENDUM NO. 1 March 20, 2017 This addendum includes 3 pages. Indicate receipt of this Addendum No. 1 on Attachment F of your response. Section 2 Service Description and Project(s) Are amended to provide that project services shall include only services for McKinney Street Widening Improvements, Woodrow Lane to Grissom Road. Delete any references to any other projects from this RFQ. Section 2 Service Description and Project(s) A clarification to this section is that all services identified in this section are potential services to be provided by the selected and contracted consultant. A clarification is that this project is planned to be delivered using the Design-Build method of delivery; more specifically the Design Build to Budget method, which is a type of Design Build project delivery. CMAR is not a delivery method being considered and is not experience considered applicable to this project. Section 10 Statement of Qualifications This section is amended to indicate that Statement of Qualifications (SOQ) packages submitted should be limited to approximately 20 pages, but may exceed that number. Respondents should use 20 pages as a general guide and not excessively exceed that number. Section 12 Schedule and Budget Compliance Schedule Delete requirements under this section. This Section should be noted as “Not Used.” Section 16 Submittal Instructions Submission Format Use Annotated Tabs to separate and identify each section of respondent’s SOQ submittal. Section 17 Evaluation Procedures Amended as noted on the attachment. EVALUATION PROCEDURES Selection of a firm(s) to provide the aforementioned materials and services shall be in accordance with the City of Denton Purchasing Policies and procedures and the State of Texas Government Code 2254. The City of Denton shall open all submissions and evaluate each respondent in accordance to the below criteria: Step 1: The City of Denton will evaluate the submission in accordance with the selection criteria and will rank the firms on the basis of the submittals. The City of Denton, reserves the right to consider information obtained in addition to the data submitted in the response. The selection criterion is listed below: Project Understanding and Approach (structure responses based on the McKinney St. project) (Maximum of 40 points) The respondent's understanding of the objectives and scope of the requested services of the primary areas, in a clear and concise, written expression. The respondent’s specific project approach (work plan and estimated schedule), quality assurance processes and procedures and civil, land surveying, geotechnical and materials testing technical support capabilities. Also, provide a proposed organizational chart for the key project personnel, indicating proposed roles of the personnel, per cent of total project effort anticipated for each key person, and per cent of each person’s total time that he is anticipated to be working on the project during the duration of the project. Past Performance of Firm and Proposed Key Personnel on relevant projects of this magnitude and complexity (Maximum of 20 points). The respondent's successful experience in projects within the primary areas similar to the scope of work requested in this RFQ will be a major consideration. Based on the past performance of both the individual project personnel and the respondent, The City of Denton will determine if the respondent and the proposed key personnel have the track record to provide the required services based on successfully administering similar projects. Experience and qualifications of the Respondent’s proposed key personnel for this project (Maximum of 40 points). Respondent firms or subconsultants shall be pre-qualified with TxDOT in the applicable work categories required for this type of work. Provide a listing of all applicable work categories (based on the McKinney St. project) and identification of which entity fulfills the pre-qualification requirement. The qualifications of the respondent in terms of experience, service capability and resources will be reviewed in order to assess the ability of the respondent to successfully complete the project assignment. The firm’s ability to provide the necessary professional and technical expertise and supervision will be a major consideration. The qualifications and experience of the individuals who will be directly assigned to the primary areas is a major evaluation factor to be considered. The personnel cited shall be designated as to whether they are an employee, consultant or contract employee of the RFQ respondent. Their educational and professional credentials as well as direct experience on similar projects will be considered in evaluating the respondent. Experience with other municipally funded projects and familiarity with municipal requirements and procedures will also be considered in the evaluation process. The total possible score of the submissions shall be scored as indicated above, Step 1 items a - c. and totaled to provide a final scoring and ranking, unless interviews are determined to be conducted. If the City deems interviews are necessary to finalize the scoring and ranking, adjustments will be made to the initial scoring of the firms interviewed to provide a final scoring and ranking. The remainder of Section 17 is unchanged.
