6305 - Engineering Design for LLWTP Phase II Rehabilitation, 3.Statement of Work/ SpecificationsRFQ# 6305 EXHIBIT 3 SCOPE OF WORK FOR ENGINEERING DESIGN FOR LAKE LEWISVILLE WATER TREATMENT PLANT, PHASE II REHABILITATION 1. PURPOSE The purpose for the RFQ is for consulting services to provide preliminary engineering design and associated construction cost for Phase II rehabilitation of the Lake Lewisville water treatment plant (LLWTP) including a new main electrical control building with up-stair office spaces, sludge handling facility and drainage improvements and additional upgrades to improve operations of the water treatment plant. 2. SCOPE OF SERVICES The scope of work outlined in this RFQ is preliminary, and a final scope will be negotiated with the selected firm and modified as needed. The Design Professional hereby agrees to perform the services as described herein and in the Proposal, the General Conditions, and other attachments to this agreement in connection with this project. The scope of work for this project includes, but not be limited to the following: Design a new electrical building with “Main-Tie-Main” configuration along with new MCCs for six (6) high service pumps. The new electrical building will have an up-stair office area with several office spaces, communication room with raised floor, small conference room, break room, bathrooms and storage. Modification of raw water structures and installation of chemical feed systems at Lake Lewisville and Lake Ray Roberts as recommended in the Manual for the control, operation and maintenance of zebra mussels. Resolve the mixing issues regarding the fluoride, chlorine and ammonia feed into the treated water before the clearwells for chloramine disinfection. Replace actuators on drains and effluents, metal handrails and metal stairs, grout rub wall for uniform appearance, add drop ceiling for the filter gallery. Remove calcium buildup or replace the 30” filtered water line from filter gallery to ammonia/fluoride mixing area. Replace roof and gutters of the raw water pump station building and install new venting system. Replace windows, lighting inside and outside. Replace low service pump check valves and surge valve. Rehabilitate the overhead crane. Install lightening protection for the pump building and add electric gate opener at the main gate. Restore pump station dirt under the building floor. Relocate electrical transformers and open up area adjacent to the pump station. Grade and gravel circular driveway, access road and pour concrete slab on both sides of the gate. Replace valve vault and valve (owner supplied) on the low service pump#4 discharge line. Replace the raw water line valves at mid-way crossover and at the treatment plant. Replace all 6” blow off piping and gate valves. Blast clean the paint on the high service pump room walls; grout rub, blast and repaint all piping. Replace all bolts for suction and discharge pipes. Replace lighting in the shop area. Install staircase from pump room level along the wall to the front door area. Replace both metering vaults with new meters and easy access with lights, ventilation, and sump pump. Replace 36” valves on two (2) suction lines, one (1) each for high service pump #5 and 6 and three (3) pump station discharges. Replace two (2) 24” valves on high service pump #5 and 6 discharge. Install isolation gate valves and MOV butterfly valves on discharges for high service #1 and 4 pumps. Install STOPPLE Train or similar line isolation system to facilitate valve replacements. Replace the top deck, access panels, lighting, accessories within the vaults of high service pumps #5 and 6. Replace all drive area between clearwells and high service pump station. Improve drainage around the clear wells. Plans and Documents – The Project shall include, without limitation, but shall not be limited to the following major components: Preliminary Design Construction Plans, Final Construction Plans and bid documents. Bidding Construction Administration - Selected engineering firm will provide Bid support to assist the City by preparing the final plans for bidding and acquisition for the construction of the project. Construction Phase- Selected engineering firm will provide construction management services during the construction phase of the project.
