6516 - Underground Directional Boring Services, 3.Statement of Work/ SpecificationsRFP # 6516 EXHIBIT 3 Scope of Work Underground Directional Boring Services GENERAL The City utilizes directional boring services by various departments including Electric, Water and Wastewater. Contractors under this contract shall provide services to multiple departments concurrently, requiring up to three to four crews weekly. The City expended almost $570,000 for directional boring services in FY 2015-2016. Respondents should demonstrate the ability to provide concurrent services through the number of crews available to the City and equipment available. The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. The City of Denton, Texas is providing information that will allow prospective contractors to prepare costs to furnish all labor, equipment, materials and perform all operations in connection with the complete installation of directional bores and steel casing, as required, in City supplied copper, polyethylene, ductile iron, and PVC conduits (hereinafter called conduit lines) as specified and when required. The boring locations may be routed under streets, highways, railroads and other surface features. Work will be required within the city, county, state, rail or other public or private property rights-of-way using directional boring techniques. The sizes of bores, conduits and casings may range between two (2) to twenty-four (24) inches in diameter. The depth and length of each bore will vary based upon the specific project requirement. The Contractor shall furnish all labor, equipment, and supervision to perform the bores. The City of Denton will furnish the copper, polyethylene, ductile iron and PVC conduits as required for the bore contractor to install or pull through the bores. Bores shall conform to the latest applicable Texas Department of Transportation (TxDOT), DME, and City of Denton standards and code requirements. The Contractor shall abide by the more stringent of these specifications, or the specifications of the appropriate regulatory agencies. The solicitation excludes service bores used by Denton Municipal Electric (DME) that run from a house to a point of connection. The following specifications apply to SECTIONS I-IV as listed on the pricing sheet. SECTION V includes special exceptions as listed on Section 25 of this document. Directly below is a quick-reference breakdown of each section on the pricing sheet. SECTION I – DIRECTIONAL BORE WITH NO CASING – Contractor is to install conduit lines, including pit excavation and backfill, as required. SECTION II – DIRECTIONAL BORE WITH CASING – Contractor is to install conduit lines and add Section III to include cost of casing (when required), including pit excavation and backfill, as required. SECTION III – STEEL CASING TO BE SUPPLIED BY THE CONTRACTOR (Adder to section II, above.) SECTION IV – DIRECTIONAL BORE WITH STEEL CASING – No conduit installation, including pit excavation and backfill, as required. SECTION V – DIRECTIONAL BORE ONLY – No casing or conduit installation. Pits are to be dug by the City. (See Special Exceptions for this section, Section 25 of this specification) SECTION VI – MISCELLANEOUS COSTS BORE DEPTH All bore depths and lengths will vary according to the job requirements. Typically bore depths will be at least 48” deep and lengths will extend to edge of each Right-of-Way. Deeper bores may be required due to conflicting utilities and terrain and must be considered when bidding original quote. Pricing shall factor in deeper depth bores as the diameter of the bore increases. The vertical profile as shown on drawings is the minimum depth to which the bore shall be installed. Contractor may at his option and with the permission from the City Crew Supervisor, elect to install product at greater depth than shown on the drawings. Bores must not vary from the planned depth more than 10% per 100 foot of bore length without approval of the City Crew Supervisor. Contractor shall notify the City Crew Supervisor immediately, if the bore is moving out of the approved variance. MOBILIZATION FEE For bores less than 20 feet in length, the City will consider a mobilization fee. The fee is to cover expenses to move equipment and staffing for small bores. If a fee is applicable, please enter a unit price on the pricing sheet, Line 81. SENDING AND RECEIVING PITS FOR BORES WITH STEEL CASING The Contractor shall install bores, pipes and thin-wall steel casings in the specific locations and depths that the City of Denton designates. The location of the pit shall be approved by the engineer or designated representative. All bore installations shall comply fully with TxDOT requirements and be to the complete satisfaction of both the City of Denton and any appropriate regulatory inspector overseeing the permitted projects. VIEWING PIT A viewing pit is required for some bores with steel casing to confirm the depth and location of both ends of steel casing. The viewing pit must be large enough to visibly see the steel casing ends only. A price is requested by the foot in depth per pit, Section IV, Line 84. For example, if pit is ten feet deep, the price per foot would be 2 pits x 10 ft. x bid price = total price for viewing pits. USE OF WATER and SLURRY All water and slurry used on site shall be properly contained and removed from the jobsite and not allowed to runoff. PERMITS & EASEMENTS The City of Denton will be responsible for acquiring all crossing permits and easements. The Contractor will be responsible for complying with all provisions set forth within each permit. Contractor must confine work activities to easements or public right-of-way. Failure to keep work activities to the authorized work zone shall make the Contractor liable to damage claims and property restoration. Contractor shall immediately notify the City of Denton if any significant deviation or problem occurs during the bore or during the steel casing installation. SAFETY The Contractor shall conduct all operations in a safe manner and in accordance with all state, federal, and city regulations. As part of the proposal, a copy of the prospective vendor’s annual US Department of Labor OSHA 300 Logs that replaced the OSHA 200 Logs as of January 2002 and safety manual shall be included or made available to the City upon request. Safety Manual shall include shoring and CPR training requirements and curriculum. Vendors must also submit the Safety Record Questionnaire included in this document. The City reserves the right to inspect Contractor’s safety and training records prior to and after award of contract. The Contractor shall immediately correct any unsafe conditions identified by the City. If the Contractor fails to immediately correct such unsafe conditions, the City may either have the unsafe conditions corrected by others at the Contractor's expense, or direct that the work be stopped immediately in the area of the unsafe condition. SIGNAGE BARRICADING AND SITE SAFETY The Contractor is responsible for providing and installing all necessary warning, safety devices including proper shoring and barricading that would protect the safety and health of the public and construction workers until the work has been finished and accepted. All barricading, signage and safety equipment will be provided by the Contractor. If the Work is carried on or adjacent to any street, alley or public place, the Contractor shall, at the Contractor’s own cost and expense, furnish, erect and maintain sufficient barricades, fences, lights and danger signals, and shall take such other precautionary measures as are necessary for the protection of persons or property and of the Work. All barricades shall be painted in a color that will be visible at night, shall indicate in bold letters thereon the Contractor's name and shall be illuminated by lights from sunset to sunrise. The term “lights,” as used in this Paragraph, shall mean flares, flashers, or other illuminated devices. A sufficient number of barricades with adequate markings and directional devices shall also be erected to keep vehicles from being driven on or into any Work under construction. The Contractor will be held responsible for all damage to the Work due to failure of barricades, signs, lights and watchmen to protect the Work. Whenever evidence is found of such damage, the Architect/Engineer may order the damaged portion immediately removed and replaced by the Contractor at Contractor's cost and expense. The Contractor's responsibility for maintenance of barricades, signs, and lights, and for providing watchmen, shall not cease until the Project has been finally accepted by the Owner. Sites shall comply with TXDOT, and the Texas Manual of Uniform Traffic Control Devices. PROJECT COMPLETION/SCHEDULE The City and contractor shall establish a reasonable documented completion date at the beginning of each project. Contractor will be given at least 48 hours notification to proceed on each project by a City of Denton representative. Work at any individual bore site shall be completed, including restoration in a timely fashion. The City will work with the contractor through delays not caused by the contractor such as weather, permitting and other unforeseen delays. If the contractor is unable to meet the completion date established, the contractor will be responsible for any charges incurred by the City due to the delay, including labor, rental equipment, and shall not exceed the liquidated damages outlined in Section 10 of the Main RFP document. The City of Denton reserves the right to alter work in progress for emergencies or as deemed necessary. The City of Denton requires that any delays be called to contact persons by 7:00 a.m. on the scheduled workday. Regular working hours for the City of Denton are 7:00 AM to 4:00 PM, Monday through Friday, excluding holidays. Contractors may work extended hours in extenuating circumstances, if approved by the Department Representative in advance. The City will not pay overtime for hours worked beyond the regular work schedule.
