6533 - Professional Services for Water and Wastewater Impact Fees Update, 3.Statement of Work/ Specifications PROFESSIONAL SERVICES FOR WATER AND WASTEWATER IMPACT FEE UPDATE 1. PURPOSE The purpose of the RFQ is to provide professional services related to the five year update of the Water and Wastewater Impact Fees. The consultant will provide the City of Denton with the technical analysis required by Chapter 395 of the Texas Local Government Code to determine the maximum assessable water, and wastewater impact fee that may be assessed. In addition, the consultant will provide assistance with the various presentations required during the Water and Wastewater impact fee public hearing and adoption process. 2. SCOPE OF SERVICES The scope of work outlined in this RFQ is preliminary, and a final scope will be negotiated with the selected firm and modified as needed. The consultant hereby agrees to perform the services as described herein and in the Proposal, the General Conditions, and other attachments to this agreement in connection with this project. The scope of work for this project includes, but not be limited to the following: Review historical policies, impact fee reports, and statutory guidelines applicable to this Impact Fee Update. Prepare existing land use information (population and employment projections) in a format suitable for use in the impact fee update based on information provided by the City of Denton. The information will be presented in tabular form by service areas as defined by the service area boundaries. Consultant will use the latest available GIS future land use data provided by the City of Denton. For undeveloped areas within the service areas, information from the City of Denton current zoning ordinance combined with input from City of Denton staff will be used to determine the appropriate densities. Prepare Build-Out Land Use Assumptions. Consultant will develop the build-out demographics (population and employment) within the service areas. For each service area; population (persons and number of dwelling units) and employment (amount of square footage of basic, service, and retail land uses) will be summarized. Develop the demographic table using population by households to develop 10-year population projections and use North American Industry Classification system (NAICS) to develop employment data for each service area. Employment data will be classified as number of square feet of floor area for Basic, Service, and Retail employment. Prepare Ten-Year Land Use Assumptions. Chapter 395 states that impact fees may only be used to pay for items included in the capital improvements plan and attributable to new service units projected over a period of time not to exceed ten (10) years. Based upon guidance from the City of Denton, Consultant will develop the Ten-Year Land Use Assumptions for the 2018 – 2028 planning window. Consultant will provide both a draft and final Land Use Assumptions to be incorporated as a chapter into the Impact Fee Report. Prepare the water and wastewater impact fee update in conformance with Chapter 395 of the Local Government Code. This shall include historical water and wastewater usage data collection, determination of the ten (10) year capacity of the impact fee eligible projects, and development of the ten (10) year impact fee capital improvements plan. Using the impact fee eligible capital improvement costs and projected service units per the Land Use Assumptions, the Consultant will calculate maximum assessable full-cost recovery impact fees for the designated ten-year period for each service unit (Single Family Equivalent) for water, and wastewater. Consultant will then calculate the Impact Fee per service unit, (Single Family Equivalent), and associated meter size and the Pre-Credit Maximum Assessable Water and Wastewater Impact Fee by meter size. Chapter 395 allows for two credit calculation methods, both will be evaluated for consideration. The Consultant will provide forecasted cash flows for the maximum assessable impact fee for the ten-year period based on projected construction lead times and growth in projected service units. Consultant will incorporate the financial analysis into the impact fee study report. Consultant will provide both a draft and final Water and Wastewater Impact Fee Report. Consultant will prepare for and attend each of the following meetings: i) Two (2) CIAC public hearings on the Water and Wastewater Impact Fees, including the Land Use Assumptions, Impact Fee CIP and Maximum Assessable Impact Fees; ii) One (1) Public Utility Board presentation on the Water and Wastewater Impact Fees, including the Land Use Assumptions, Impact Fee CIP and Maximum Assessable Impact Fees; and iii) Two (2) City Council public hearings on the Water and Wastewater Impact Fees, including the Land Use Assumptions, Impact Fee CIP and Maximum Assessable Impact Fees iv) Consultant will provide a schedule that shows approval of the Water and Wastewater Impact Fees by the City Council no later than June 30, 2018. The schedule will incorporate all of the statutory public hearings for the impact fee update culminating in adoption by the City Council by June 30, 2018.
