6540 - Supply of Crack Sealing, Addendum 1 Materials Management Department 901-B Texas Street Denton, Texas 76209 ADDENDUM #1 REQUEST FOR PROPOSALS RFP 6540 THE CITY OF DENTON IS SEEKING THE BEST VALUE SOLUTION FOR THE: SUPPLY OF CRACK SEALING FOR CITY OF DENTON NIGP CLASS and ITEM 745 80 Issue Date: August 18, 2017 Response due Date and Time (Central Time): Tuesday, September 5, 2017, 11:00 A.M. C.S.T The City highly recommends that respondents do not wait until minutes before the due date and time to email a submission. It can take significant time for the submissions to reach the City. ADDENDUM #1 RFP#6540 SUPPLY OF CRACK SEALING SERVICES FOR THE CITY OF DENTON 1 RFP#6540- ADDENDUM #1 1. The previously sealed joints on the concrete streets look to be in fairly good shape, missing partial tar, or having some low/sunken tar. From a value standpoint, rather than cut out the remaining tar, which appears to be well adhered yet, can these be blown and resealed using a narrow (2”) over band? Or will all 50,000 lf need to be cut out and refilled? These Streets need to be cut out and repaired properly, per our specification. No short cuts 2. Will the excessively spalled areas on Bell Street be omitted from crack sealing? Manufactures installation specifications state that reservoir should not exceed 1 ½ inches in width. If the reservoir is larger than 1 ½”, do not fix it. 3. Considering the average random concrete cracks account for a small percentage of the overall LF, would the city consider over banding only vs. routing the random cracks, again (from a value standpoint)? No. 4. If the 50,000 LF is not used up on Bell and Colorado St, will the additional amount be added to asphalt streets or additional concrete streets? Yes 5. On page 50 of exhibit 2, there is reference to project signs. Due to the nature of the project being in a multitude of locations, can these signs be omitted from the project? No. Signage cannot be omitted. Mobile Arrow boards can be used instead. 6. Will the curb joint between the concrete curb pan and the asphalt street be sealed on the asphalt streets? It appears it was done on Montecito to some extent and a couple other streets that had been sealed previously, but not all. If it needs to be sealed, then yes please seal the curb joints. 7. Is there a requirement for a Bid bond on this RFP/ Project? No Bid Bond is required. Payment and Performance Bonds are required upon execution of the contract (at 100% of the contract value). 8. Does City of Denton provide a Street Map for these projects? No. 9. Can I get a “Plan Holders” list by chance, as this would allow me to quote any other contractor who may intend to bid? The City of Denton utilizes the Centralized Master Bidders List (CMBL) provided by the State of Texas for the vendors listed under NIGP Code #745-80, located at https://mycpa.state.tx.us for email notification of this Request for Proposal. Can I get a list of Attendees for the Prebid Conference? Yes, please see attached. 11. What type of width and depth are joints blown out for material (concrete?) Work will be accomplished in accordance with the 6540 Exhibit 3, Scope of Work, Method of Operations, Item B, #3. 12. What is the anticipated time frame of his contract? The contractor is expected to begin within 14 days of contract execution, or notice to proceed. This work is done in the cooler months, generally December through April, prior to the micro sealing of these streets in May, when the temperature exceeds 85°F. 13. How to cut or saw Concrete? We prefer the “Wet Saw for dust control. 14. Working Hours. There is a conflict in the working hours as stated in Exhibit 3, Scope of Work (E. Work Hours) and the Standard Terms and Conditions, pg. #26. (Time Allotted for Work) The standard work hours for the City of Denton are 7 a.m. to 6 p.m. However, depending upon the street being worked upon, if it is an Arterial street, versus a secondary street, hours and days may vary depending upon traffic needs 15. Is Overtime permitted? Over time is permitted, within the scope of the contract, your pricing should reflect the need for overtime. 16. What is the prevailing wage? As stated within 6540, Exhibit 2, Standard Terms and Conditions, #28, Prevailing Wages: In accordance with Texas Government code 2258, the awarded contractor shall comply with prevailing wage rates as defined by the United States Department of Labor Davis- Bacon Wage Determination at http://www.dol.gov/whd/contracts/dbra/htm and at the Wage Determinations website www.wdol.gove for Denton County, Texas (WD-2509). 17. Do you have a preference on Blotting Materials? Sand, Water, Soap, Toilet Paper? Sand, Water or Soap. No Toilet Paper. Please refer to Google Earth Maps for the streets. These are current. If a pdf version were to be provided, the scale would be too small to be useful. 19. Do you anticipate to use the full quantity for Asphalt and concrete Streets? Yes, the pricing is based on estimated quantities for linear feet. If there is left over products, we can provide additional street projects for use.
