IFB # 6530 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTE WATER TREATEMENT CHEMICALS EXHIBIT 3 IFB #6530 – Exhibit 3 Page 1 of 8 The scope of work shall be finalized upon the selection of the firm(s). The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: The City is seeking a term contract for the supply of various water treatment chemicals used in the Water Production Plants. The chemicals are ordered as needed throughout the contract term. All associated costs for materials and delivery to the City of Denton shall be included. Only the proposed price will be paid and nothing else. That includes but is not limited to delivery costs, freight, demurrage, environmental or impact fees, etc. The delivery of bulk liquid chemicals must be delivered FOB Denton, to and unloaded in the City of Denton's chemical tanks by the supplier. Deliveries of all chemicals are to be made between the hours of 7:00 a.m.-3:00 p.m., Monday through Friday at any of the following locations: Lake Lewisville Water Treatment Plant Lake Ray Roberts Water Treatment Plant 1701B Spencer Road 9401 Lake Ray Roberts Road Denton, Texas 76205 Aubrey, Texas 76227 City of Denton Water Reclamation Plant 1100 S. Mayhill Road Denton, Texas 76208 The tanker will be sealed with a security tag, the tag serial number and tanker number will be faxed to the utility after the truck is loaded and is ready for delivery. The manifest will contain all of the same information along with the serial numbers, and tanker numbers. The Operators will notify the supervisors of any discrepancies before proceeding with the off-loading process. Discrepancies will result in delay of chemicals being off-loaded until the discrepancies are satisfactorily resolved. Ultimately, discrepancies could result in the loads being refused. In case of emergencies, special arrangements will be made in advance of delivery. All drivers, while unloading chemicals, will wear at least the minimum of protective clothing specified by ANSI/AWWA and OSHA/MSDS standards. Any spillage caused by supplier or supplier equipment while unloading shall be cleaned by the operator/supplier at their expense. Supplier shall bill the City only for amount delivered excluding spillage. In the event the awarded successful supplier is unable to deliver the chemical product as proposed, the supplier authorizes the City of Denton to purchase the product on the open market. For each time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton for any amount over and above the IFB purchase price, provided; however, the awarded supplier shall not be liable for more than a normal delivery. The awarded suppliers shall conduct a safety-training meeting at the Lake Lewisville Water Treatment Plant and / or the Ray Roberts Water Treatment Plant, and / or the Pecan Creek Wa ter Reclamation Plant, depending upon what chemical is used at each plant. The training shall be conducted within thirty (30) calendar days after award and coordinated with Brian Smith, Lake Lewisville Water Treatment Plant (LLWTP) Manager (940-349-7627); David Clark, Ray Roberts Water Treatment Plant (LRRWTP) Manager (940-349-7522); AND with Jerry Lilley, Pecan Creek Water Reclamation (WWTR) Operations Manager at (940) 349-8622). A. WATER TREATMENT CHEMICALS 1. LIQUID CHLORINE 100 % (BULK) LRRWTP a. Must comply with ANSI/AWWA Standard B301-10 or most current standard. The quality of chlorine shall be chemically pure and anhydrous. b. The liquid chlorine shall be delivered in bulk shipments of 30,000 pounds. c. Transport equipment shall be expeditious for unloading at our facility. It should be amenable for off loading into our bulk storage tanks. In general, respective vendors are encouraged to inspect our on-site facility prior to bidding. d. IFB pricing and invoicing should be by the pound. e. The successful vendor shall conduct a safety-training meeting at the Lake Ray Roberts Water Treatment Plant. The training shall be conducted within thirty (30) calendar days after IFB award and coordinated with the Plant Manager (940) 349-7522. 2. LIQUID CHLORINE 100 % (150 lb. cylinders) LLWTP a. Must comply with ANSI/AWWA Standard B301-10 or most current standard. The quality of chlorine shall be chemically pure and anhydrous. b. The liquid chlorine shall be delivered in shipments of 600 pounds, delivered in 150 lb. cylinders. c. Transport equipment shall be expeditious for unloading at our facility. It should be amenable for off-loading into our bulk storage tanks. In general, respective vendors are encouraged to inspect our on-site facility prior to bidding. d. IFB pricing and invoicing should be by the pound. e. The successful vendor shall conduct a safety-training meeting at the Lake Lewisville Water Treatment Plant. The training shall be conducted within thirty (30) calendar days after IFB award and coordinated with the Plant Manager (940) 349-7627. 3. SODIUM HYPOCHLORITE 12.5% SOLUTION LLWTP a. Must comply with ANSI/AWWA Standard B300-10 b. The Sodium Hypochlorite shall be delivered in bulk shipments of 3,500 to 5,000 gallons. c. The truck shall furnish all of its own unloading equipment to include sufficient air pressure to blow the fill line clear. Must comply with ANSI/AWWA Standard B703a-08 or most current standard. b. Certificate of compliance and analysis will be supplied with each load delivered. c. Deliveries shall be in truckload quantities in approximately 4,000 to 4,500 gallons. The truck shall furnish all of its own unloading equipment to include sufficient air pressure to blow the fill line clear. d. IFB pricing and invoicing will be by the wet weight pound. e. The successful vendor shall conduct a safety-training meeting at the LLWTP and the LRRWTP. The training shall be conducted within thirty (30) calendar days after IFB award and coordinated with the Plant Manager at (940)349-7627 and (940) 349-7522 5. LIQUID CAUSTIC SODA 50% DIAPHRAGM GRADE LLWTP & LRRWTP a. Must comply with ANSI/AWWA Standard B501-08 or most current standard. b. An affidavit of compliance shall be required. The supplier shall furnish an analysis of each shipment of caustic soda as proof that shipment meets AWWA specifications. c. Fifty percent NaOH (38.75%) for water treatment. g. IFB pricing and invoicing should be by the dry weight pound. h. Deliveries shall be in truckload quantities of 3,500 to 4,000 gallons. The truck shall furnish all of its own unloading equipment to include sufficient air pressure to blow the fill line clear. 6. POTASSIUM PERMANGANATE Assay of 97% LLWTP a. Must comply with ANSI/AWWA Standard B603-10, KMnO4 or most current standard. Free flowing grade of United States origin (97%) released in 55.125 lb. canisters. b. Canisters shall not leak at the chimes, lids, or seams. c. Pricing and invoicing should be by the pound. d. Deliveries will be approximately 1,984.5 pounds each. e. The successful vendor shall conduct a safety-training meeting at the LLWTP. The training shall be conducted within thirty (30) calendar days after IFB award and coordinated with the Plant Manager at (940)349-7627. Must comply with ANSI/AWWA Standard B302-10 or most current standard b. The chemical and physical properties of the liquid ammonium sulfate shall be as follow: Appearance and odor: Clear, Pale Yellow Liquid – No Odor pH: 4.8 – 7.5 Solubility in water: Complete Specific Gravity: 1.20 0 1.23 Soluble Iron (mg/L): <10 Freeze Point (deg. F):\\10 Boiling Point (deg.F): 214-216 Sulfuric Acid Diammonium: 38-40% (wt. % dry salt) Ammonium Sulfate solution: 10% (25% of the 40% dry salt wt.) c. Deliveries will be approximately 3,000 to 3,500 gallons each. d. The truck shall furnish all of its own unloading equipment to include sufficient air pressure to blow the fill line clear. e. ANHYDROUS AMMONIA 99.995 % GRADE LRRWTP a. Must comply with ANSI/AWWA Standard B305-06 or most current standard. b. Premium grade Ammonia 99.995%, Oil 2ppm, water 33ppm. c. IFB pricing and invoicing should be by the pound. d. Deliveries will be 6,000 pounds each. e. The successful vendor shall conduct a safety-training meeting at the LRRWTP. The training shall be conducted within thirty (30) calendar days after IFB award and coordinated with the Plant Manager (940) 349-7522. 9. CATIONIC POLYMER 40% Solution LLWTP & LRRWTP a. Must comply with ANSI/AWWA Standard B451a-07 or most current standard. b. Currently approved polymers Calgon Cat Floc CL-40% (LLWTP & LRRWTP) Magnafloc LT7995 (LLWTP & LRRWTP) Clairfloc C-318 WT40 (LLWTP & LRRWTP) c. Must be NSF60 certified for direct additives in potable water. Proof of certification required. d. Data sheets must be submitted describing typical properties of handling, storage, etc. A current MSDS must be submitted. e. Highly cationic liquid polymer used for clarification of potable water as a coagulant aid or primary coagulant that is compatible with the City of Denton’s equipment. f. Chlorine resistant. IFB’s will be taken on the following shipments: Bulk shipments in quantities of 1,500 to 3,000 gallons per shipment measured in number of pounds per delivery by certified weight tickets with price based on quoted minimum shipment of gallons. h. Delivery must be made within no more than five days after receipt of order. i. Deliveries will be off-loaded by the supplier using the necessary hose lengths, lifts, pumps, etc. Inspection of our facility to determine these requirements may be helpful to proposer. j. IFB Pricing and invoicing should be by the pound. k. Any polymers that are not approved shall be jar tested and pilot study performed at each water treatment plant by the vendor. If approved then the polymer would be added to the next IFB. 10. LIQUID FERRIC SULFATE 12% as FE+3 60% LLWTP & LRRWTP A. GENERAL REQUIREMENTS 1. The material shall conform to the American Water Works Association Standard B406-06 or most current standard. An affidavit of compliance shall be required. 2. The material shall be certified as suitable for contact with, or treatment of drinking water by an accredited certification organization in accordance with American National Standards Institute/National Sanitation Foundation (ANSI/NSF) Standard 60, Drinkin g Water Chemicals-Health Effects. 3. Liquid Ferric sulfate shall be free from extraneous materials and shall be transported and delivered at such concentrations and temperature that no freezing occurs. 4. The liquid shall be suitable for feeding by means of metering pumps or other metering devices constructed of corrosion resistant materials. B. CHEMICAL REQUIREMENTS: 1. The material shall contain NO LESS than 12% available ferric ion (Fe3), with specific gravity of 1.55 to 1.60 except by agreement between supplier and purchaser. No additional payment will be made for Liquid Ferric Sulfate, which exceeds the minimum. 2. Water-soluble ferrous ion (Fe2+) shall not exceed 0.5% on a basis of 12% ferric ion in Liquid Ferric Sulfate. No more than 0.2% of the Ferric Sulfate shall be insoluble in Liquid Ferric Sulfate. 3. Free acid shall not exceed 3.5% in Liquid Ferric sulfate. However, the solution must contain enough acid to yield a pH of 2.0 or less. 4. Shall contain less than 100 ppm of Manganese and 10 ppm of chlorides shall be present per each 1% of ferric ion. C. IMPURITIES: 1. The liquid ferric sulfate shall be manufactured from a source of virgin mined iron ore i.e. magnetite, hematite, and a “water white” grade of sulfuric acid. 2. Any impurities resulting in sludge or other foreign material that accumulates in bulk tank or feed system shall be removed and cleaned by the supplier. Ferric Sulfate shall not contain specific impurities in excess of the following limit by weight, for an expected maximum dosage of 100mg/1 b ased on Ferric sulfate content. The Water Chemicals codex should be consulted if alternative impurity limits are to be considered based on varying dosage levels. Arsenic 10mg/kg Mercury 2mg/kg Cadmium 10mg/kg Silver 50mg/kg Chromium 50mg/kg Selenium 10mg/kg Lead 50mg/kg 4. IFB pricing and invoicing will be by the WET POUND. 5. The proposer shall supply a copy of the most recent NSF certification and copy of the safety data sheet (SDS) with the proposal. ** 6. Deliveries shall be in truckload quantities of 3,5 00 to 4,000 gallons. The truck shall furnish all of its own unloading equipment to include sufficient air pressure to blow the fill line clear. 7. The successful vendor shall conduct a safety-training meeting at the LLWTP and the LRRWTP. The training shall be conducted within thirty (30) calendar days after IFB award and coordinated with the Plant Manager at (940)349-7627 and (940) 349-7522 11. LIQUID OXYGEN 99.5% O₂ LLWTP & LRRWTP a. Must comply with ANSI/AWWA Standard B304-08 or most current standard. b. The material shall be commonly known as Liquid Oxygen (LOX). c. Chemical Requirements: The liquid oxygen shall have a minimum of 99.5% oxygen by volume and shall be suitable for the generation of ozone for the disinfection of drinking water. The material shall comply with the Compressed Gasses Association’s Type II, Grade B for liquid oxygen. A Material Safety Data Sheet (MSDS) for the product shall accompany the first delivery. d. Impurities: Liquid Oxygen shall not contain any constituents that could result in violation of any present and proposed Federal Drinking Water Standards. e. Liquid Oxygen shall contain no substances in quantities capable of producing deleterious or injurious effects on the health of those consuming water that has been treated with the ozone produced from the LOX. f. Liquid Oxygen shall not contain specific impurities in excess of the following limits: Water Content 6.6 ppm Hydrocarbon Content 25 ppm g. The supplier shall perform an annual inspection of the tank and vaporizers and then make any needed repairs on a cost by cost basis. h. Repairs must be performed in a timely manner in order to minimize equipment down time. i. The supplier will respond on site within 24-hours after notification by City of Denton that there is a problem with the LOX Handling Facility on a cost by cost basis. j. Training: The vendor shall conduct a training class in the handling and safety of liquid oxygen at the plant site at the request of the Plant Manager, (940) 349-7627 and 940-349-7522. The training shall meet all the requirements of the Hazard Communications Act. Quantity: The water treatment plants shall use up to 1,900,000 lbs. as the approximate quantity of product to be used annually. Shipment quantities 30,000 to 45,000 pounds. l. Invoice pricing will be by the pound. 12. SODIUM PERMANGANATE 19.5-21.5% SOLUTION LLWTP & LRRWTP a. Must comply with ANSI /NSF 60 AND AWWA Standard B603 -10, NaMnO4 or most current standard. b. 275 gallon IBC (Intermediate Bulk Container) c. UN Specification: UN31HAI/YI.9/100. They are also marked “MX” for multi -trip IBC and the IBC has a 2 inch butterfly valve with NPT threads in bottom sump. d. Pricing and invoicing should be by the pound. e. Deliveries will be approximately 6,000 pounds each. f. Transport equipment shall be expeditious for unloading at our facility. Respective vendors are encouraged to inspect our on-site facility prior to bidding. g. The successful vendor shall conduct a safety-training meeting at the LLWTP. The training shall be coordinated with Brian Smith, Plant Manager at (940) 349-7522. B. WASTE WATER TREATMENT CHEMICALS 1. SODIUM HYPOCHLORITE 10% SOLUTION WWTR a. CHEMICAL REQUIREMENTS 1. The material shall contain NO LESS than 13% available ferric ion (Fe3), with specific gravity of 1.40 to 1.50 except by agreement between supplier and purchaser. No additional payment will be made for Liquid Ferric Chloride, which exceeds the minimum. 2. Free acid shall not exceed 4% as HCL in Liquid Ferric Chloride. However, the solution must contain enough acid to yield a pH of 1.0 or less. 3. Shall contain less than 100 ppm of Manganese and 10 ppm of chlorides shall be present per each 1% of ferric ion. C. IMPURITIES 1. Any impurities resulting in sludge or other foreign material that accumulates in bulk tank or feed system shall be removed and cleaned by the supplier. 2.
