6509 - Mockingbird Lane Reconstruction, 3.Statement of Work/ SpecificationsMOCKINGBIRD LANE RECONSTRUCTION SPECIAL CONTRACT REQUIREMENTS AND BID ITEM DEFINITIONS As stated in the General Provisions, the October 2004 edition of the North Central Texas Council of Governments Standard Specifications for Public works Construction will be utilized as a basis for both general and technical procedures to include types of materials and construction procedures used in the City of Denton. The following specifications and definitions are intended to (1) highlight requirements in the NCTCOG found on most projects in the City of Denton, (2) make specific requirements for materials or procedures where the NCTCOG gives options, (3) specify provisions for deviation from the NCTCOG, and (4) define the bid items listed in the bid tabulation sheet. The following specifications are also numbered in accordance with the NCTCOG to aid in locating more specific requirements. Conflicts sometimes arise when City of Denton provisions conflict with either the plans for the project or the North Central Texas Council of Governments specifications. The following order of precedence shall generally be followed in case of conflicts; however, the City Engineer shall make the final determination: City of Denton construction plans City of Denton project specifications NCTCOG Standard Specifications TxDOT 2004 Standard Construction Specifications GENERAL SEQUENCE OF CONSTRUCTION The following provides a general sequence of construction so that the contractor is familiar with the flow of work as required by the City of Denton for the project. Contractor shall perform removal work and install all storm drain, lime treatment, curb & gutter, driveway approaches and asphalt base course from McKinney Street to Hummingbird Street prior to continuing work to the north. Subsequently the section from Hummingbird Street to Paisley Street shall be completed except for the surface course of asphalt. The northern portion of the project shall be completed subsequently including all work except for the surface course of asphalt. The surface course of asphalt shall be completed as the final phase for the full length of the project. There may be final cleanup and other needed miscellaneous items required once the surface course of asphalt has been completed. Payment sections of the specifications include all material, labor, and equipment necessary to complete the project. NON-PAY ITEMS Item 303.2.1 Concrete Aggregates B.1  Fine Aggregates  Natural sand or a combination of natural and manufactured sand. Maximum percentage of manufactured sand shall be 50% by weight. Item 303.2.4 Admixtures Fly ash will be allowed. The maximum replacement amount of fly ash for concrete shall be 25% by weight. Item 402.3 Saw Cut (Existing Pavement) General: This item shall provide for sawing existing asphalt or concrete pavement, driveways and sidewalks where noted on the plans. The saw cut shall be the full depth of the concrete slab to be removed. Any damage to concrete slabs which are marked to be saved will be the direct responsibility of the Contractor. Saw cuts for new concrete pavements are not part of this item of work. All sawing of asphalt pavements shall follow the same. Payment: Sawing shall not be measured for payment, but shall be considered subsidiary to other pay items. Item 107.25 Disposal of Materials Vegetative material removed as a result of work operations shall be transported off-site and deposited at a legal site in accordance with all applicable Federal, state, and local laws and regulations. Removed vegetation will not be allowed to remain in piles or mounds on the right-of-way or surrounding property. Payment: No separate payment shall be made for disposal of vegetative materials. The disposal of vegetative materials shall be considered a subsidiary cost of General Site Preparation (Item 203.3). Item 301.2 Finishing, Curing, and Preparation for Surfacing The City of Denton will allow pavements to be placed on the treated subgrade after 72 hours of curing time. No curing seal (prime coat) is required if the pavement is to be placed within 14 days. Contractor shall provide the City with an exact schedule and meet that schedule to ensure subgrade protection. If the City determines that paving operations may be delayed, a prime coat shall be applied at the specified rate. Payment: Prime coat shall not be measured for payment, but shall be considered subsidiary to other pay items. PAY ITEMS Item 103.3 Surety Bonds General: This item shall be used to separate the bonds as specified in the contract documents into a separate bid item. Include all bonds with their related costs in this item. Payment: Payment shall be lump sum for all bonds provided for in the bid proposal. Item 103.3 Mobilization / Demobilization General: This item includes mobilization cost such as site equipment and personal mobilization, up front coordination and other activities to prepare for the start of work. This item also governs the demobilization for the project including record drawings, general site final clean up, equipment and personal departure from the site, and other project closing activities. NCTCOG Reference: Item 103.3, 107.24, 107.25, 107.26 Payment: Payment shall be at the contract lump sum price for Mobilization/ Demobilization. The combination of mobilization/demobilization will be paid once only at the initial time equipment and personnel are brought to the site. Mobilization will not be paid for replacements of equipment whether due to maintenance needs or for other reasons. Demobilization will not be paid at the final time equipment and personnel are removed from the site and all required demobilization items are satisfactorily provided. Item 107.20 Project Signs Two signs advertising the CIP Construction Project shall be placed in strategic points with lettering as needed to adequately describe the work. These two signs shall be placed prior to beginning work and maintained until the end of the project. No payment shall be made to the Contractor for maintenance of these signs or for their removal at the conclusion of the project. Each sign shall be constructed with ¾” weather treated plywood and shall be painted white with blue letters and symbols. Letter size shall conform to dimensions shown on sign drawing. Exceptions or variations from the sign shown below shall not be allowed.
