AN ORDINANCE PROVIDING FOR THE EXPENDITURE OF FUNDS FOR PURCHASES OF
MATERIALS OR EQUIPMENT WHICH ARE AVAILABLE FROM ONLY ONE SOURCE IN
ACCORDANCE WITH THE PROVISIONS OF STATE LAW EXEMPTING SUCH PURCHASES
FROM REQUIREMENTS OF COMPETITIVE BIDS, AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, Section 252 022 of the Local Government Code provides that procurement of items
that are only available from one source, including items that are only available from one source
because of patents, copyrights, secret processes or natural monopolies, films, manuscripts or books,
electricity, gas, water and other utility purchases, captive replacement parts or components for
equipment, and library materials for a public library that are available only from the persons holding
exclusive distribution rights to the materials, need not be submitted to competitive bids, and
WHEREAS, the City Council wishes to procure one or more of the items mentioned in the above
paragraph, NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I That the following purchases of materials, equipment or supplies, as described in
the "Purchase Orders" attached hereto, are hereby approved
PURCHASE

75676 MOTOROLA COMMUNICATIONS, INC $22,500 00
SECTION TI That the acceptance and approval of the above items shall not constitute a contract
between the City and the person submitting the quotation for such items until such person shall
comply with all requirements specified by the Purchasing Department
SECTION III That the City Manager is hereby authorized to execute any contracts relating to
the items specified in Section I and the expenditure of funds pursuant to said contracts is hereby
authorized
SECTION IV That this ordinance shall become effective immediately upon its passage and
approval

SUBJECT PURCHASE ORDER # 75676 - MOTOROLA COMMUNICATIONS, INC
RECOMMENDATION- We recommend purchase order #75676 to Motorola be approved in the amount
$22,500 00
SUMMARY: Purchase Order # 75676 is for the acquisition of 100 STX command board upgrade kits
These kits are intended to convert existing Tyyppe 1 hand held mobile radios to Type II radios The Type 11
radios are compatible with Denton County Sheriffs Office, Lewisville, Carrollton, Ft Worth, and other
entities using Type II protocol The City of Denton Type I radios currently cannot communicate with these
other entities Approval of purchase order #75676 will allow for the upgrade of 100 radios currently in use
by the Fire Department and Police Department

FISCAL IMPACT• Forty (40) of these units will be funded from 1996/97 Fire Department budget for

In July 1987 the City of Denton began operating on a new Motorola 800MHZ trunking
radio system using Type I protocol Shortly after the implementation of this system
Motorola created a new protocol for their 800MHZ trunking systems This Type II
protocol was integrated into all of its latest systems The City of Denton was the first in
Denton County to operate on a 800MHZ system Later Denton County, Lewisville, and
Carrollton purchased the new version of Motorola's trunking system which were Type
II The City of Denton Police and Fire Departments are unable to communicate with
these entities on the 800MHZ trunking system due to the difference in Type I and Type
11 protocols
There are two primary areas that require upgrading when migrating from Type I to
Type II systems
• First the system infrastructure must be upgraded In October 1996 the City of
Denton's Electric Communications Division purchased and installed the necessary
firmware and software to upgrade the radio infrastructure to Type II This provided
the Type II protocol for the infrastructure only
• The second requirement is to upgrade the radios that are not capable of Type II
protocols The upgrade consist of replacing the existing command module,
realignment to specifications, and reprogramming each radio
This upgrade will allow the City of Denton Police and Fire Departments to
communicate with Denton County Sheriffs Office, Lewisville, Carrollton, Ft Worth,
and other entities using Type II protocols
