WHEREAS, on July 21, 1992, the City awarded a contract for the construction of certain improvements to Pecan Creek Wastewater Treatment Plant in the amount of $8,647,000.00; and WHEREAS, the City Manager having recommended to the Council that a change order be authorized to amend such contract with respect to the scope and price nsaid change compliance with ther qui ements ot Chapter252of order being theLocal Government Code; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: SECTION I. That the change order increasing the amount of the contract between the City and Gracon Construction Company, a copy of which is attached hereto, in the amount of Forty-six Thousand Dollars ($46,000), is hereby approved and the expenditure of funds therefor is hereby authorized. SUMMARY: This change order is for the installation of two (2) grinders, one on each grit pump at the suction pipe. These grinders cut into fine pieces any debris which clogs the grit pumps and degritter equipment. (See Public Utilities Board Agenda Item memo dated 12-15-93 for more detailed information) . Water/Wastewater Utilities City of Denton 901-B Texas Street Denton, Texas 76201 Re: Pecan Creek Wastewater Treatment Plant Grit Structure Grinders Dear Mr. Cosgrove: During the operation of the new Grit Structure, the grit pump check valves and grit cyclones have several times become entangled with rags and other stringy material passing the bar screen and, the piping and equipment has to be taken apart and cleaned. Previously these solids were collected at other locations on - site such as the primary sludge pumps, the gravity sludge thickeners, and the anaerobic digesters, and have caused maintenance problems at these locations. The original design of the grit structure had all of the grit washing water being discharged into an existing sewer line on the plant site. All rags and other stringy material removed in the grit units were returned to the front of the plant. The material then had to repass through the bar screens where some of it could be removed. However, the existing sewer line would at times backup flow into the foreman's offices due to the additional flows from the grit structure. The grit washing water was repiped to discharge back into the front of the grit structure. This has inadvertently resulted in all the rags and other stringy material being continuously recycled through the grit structure until the piping and grit cyclones became clogged. After evaluating many options for remedying this problem, we recommend that two grinders be installed in front of the grit pumps to grind the rags into such small particles as not to create additional problems. The grinder blades will likely require replacement every 12 months or so. This option is less expensive than installing a new drain line from the grit structure to the raw sewerage lines into the plant. We have reviewed the various options available and our recommendation with the plant operation staff and engineering staff, and they concur with this approach. Dear Clete: In regard to the above mention the following items should be included in the PCM for operation of the proposed grinder system. Grit Pump starter modifications, removal eagle timer, provide a 0-5 second time delay relay to energize in such away that the grinder will be started, it will send a start signal to the grit pump, after a time delay (3 second) the grit pump will start. Grinder Power, shall be from MCC-GR cubicles, GR-D1R and GR-D2R spare 20A/3P breakers. Provide 2-1" conduits from MCC to south wall of enclosure overhead, route down inside of wall, then thru wall at floor. Route conduits exposed on concrete, then concrete encased underground to grit structure. Conduits shall then be route exposed to grinder control panels. Each conduit shall contain 3#12,#12g. power, 2#14 to grit pump, 6#14 to termination panel for SCADA system. Grinder Pump Starter, shall be manufacturer's standard NEMA 4X panel, except provide a Hand -Off -Auto switch, a remote start contact from the SCADA system in the Auto position, 2 normally open run contacts, one for monitoring to the scada system one for start/stop of the grit pump, one normally open malfunction contact for remote monitoring to the SCADA system.
