AN ORDINANCE ACCEPTING A COMPETITIVE SEALED PROPOSAL AND AWARDING
A CONTRACT FOR THE PURCHASE OF MATERIALS, EQUIPMENT, SUPPLIES OR
SERVICES; PROVIDING FOR THE EXPENDITURE OF FUNDS THEREFORE; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City has solicited, received and tabulated com-
petitive sealed proposals for the purchase of necessary materials,
equipment, supplies or services in accordance with the procedures
of state law and City ordinances; and
WHEREAS, the City Manager or a designated employee has
reviewed and recommended that the herein described proposals are
the best responsible proposals for the materials, equipment,
supplies or services as shown in the "Proposals" submitted
therefor; and
WHEREAS, the City Council has provided in the City Budget for
the appropriation of funds to be used for the purchase of the ma-
terials, equipment, supplies or services approved and accepted
herein; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS:
SECTION I. That the numbered items in the following numbered
bids for materials, equipment, supplies, or services, shown in the
"Proposals" on file in the Office of the City's Purchasing Agent
filed according to the number assigned thereto, are hereby accepted
and approved as being the lowest responsible bids for such items:

SECTION II. That by the acceptance and approval of the above
numbered items of the submitted proposals, the City accepts the
offer of the persons submitting the proposals for such items and
agrees to purchase the materials, equipment, supplies or services
in accordance with the terms, specifications, standards, quantities
and for the specified sums contained in the Invitations, Proposals,
and related documents.
SECTION III. That should the City and persons submitting ap-
proved and accepted items and of the submitted proposals wish to
enter into a formal written agreement as a result of the accep-
tance, approval, and awarding of the proposal, the City Manager or
his designated representative is hereby authorized to execute the
written contract which shall be attached hereto; provided that the
written contract is in accordance with the terms, conditions, spec-
ifications, standards, quantities and specified sums contained in
the Proposal and related documents herein approved and accepted.
SECTION IV. That by the acceptance and approval of the above
numbered items of the submitted proposals, the City Council hereby
authorizes the expenditure of funds therefor in the amount and in
accordance with the approved proposal or pursuant to a written con-
tract made pursuant thereto as authorized herein.
SECTION V. That this ordinance shall become effective imme-
diately upon its passage and approval.

SUBJECT: RFP #1389 - GLOBAL POSITIONING SYSTEM
RECOMMENDATION: We recommend RFP #1389 be awarded to Geo Research Inc. in
the amount of $28,544.00.
SUMMARY: On June 3, 1992, the City received responses from three vendors to a
request for proposal to provide the City with a global positioning system. The
proposals were evaluated on the following criteria:

The system is intended to collect field data for conversion to the GIS system.
This system uses satellite technology to easily and accurately determine the
geographic position of the collecting unit. It also allows descriptive attributes to be
attached to the collected geographic points.
The global positioning system will be used in conjunction with the GIS system to
complete mapping of the electric facilities and to maintain the database. This will be
done by capturing the actual location of facilities such as poles, transformers,
primary conductor, etc. All applicable attributes such as height, KVA or conductor
type will be assigned to each feature captured.
This system will decrease the time needed to map existing facilities and provide a
more accurate means to update this information as changes to the system are made.
The price includes hardware, software and staff training.

8. CONSIDER APPROVAL OF A PROPOSAL FROM GEORESEARCH, INC., TO
PROVIDE A GLOBAL POSITIONING SYSTEM, RFP NO. 1389.
After a short discussion, Laney made a motion to accept the
proposal from Georesearch, Inc., RFP No. 1389, at a not to
exceed cost of $28,544; second by Laney; all ayes, no nays,
motion carried.

In accordance with the terms and conditions set forth in the Response to Proposal
dated June 19, 1992 by GeoReSeardh, Inc. to the City of Denton Request for
Proposal No. 1389, GeoResearch, Inc. agrees to comply with all of the terms and

The total cost for the above equipment including hardware, firmware and software
and support agreements is $25,344.00. City shall compensate Contractor for
training in the amount of $2,000.00 plus travel and per diem expenses not to
exceed $1, 200. City shall pay for the equipment within 45 days after the
equipment is installed and accepted by City's representatives. Payment for
training shall be made within 45 days of receipt of an invoice.
GecResearch shall provide GeoLink mapping updates and enhancements at no change
to the City for a period of one (1) year cmmencing on the date of CityyIs accept-
ance of the equipment. During this period, GeoResearch, Inc. shall also provide
unlimited technical support via telephone for the Geounk software free of charge
to the City.
