AN ORDINANCE AUTHORIZING THE EXECUTION OF A CHANGE ORDER TO A
CONTRACT BETWEEN THE CITY OF DENTON AND DBS ESCHER WYSS, PROVID-
ING FOR AN INCREASE IN THE CONTRACT PRICE, AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, on December 12, 1987, the City awarded a contract for
the construction of certain improvements to the DBS Escher Wyss in
the amount of $1,358,970 00, and
WHEREAS, the City Manager having recommended to the Council
that a change order be authorized to amend such contract with
respect to the scope and price and said change order being in
compliance with the requirements of Chapter 252 of the Local
Government Code, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DENTON
SECTION I That the change order to the contract between the
City an Escher Wyss, a copy of which is attached hereto, in
the amount of Seventy -Two Thousand Four Hundred Fourteen Dollars
($72,414 00), is hereby approved and the expenditure of funds
therefor is hereby authorized
SECTION II That this ordinance shall become effective

SUBJ CONSIDER ORDINANCE APPROVING CHANGE ORDER EXERCISING THE OPTION
TO BUY SPARE PARTS AND TRAINING FROM DOMINION BRIDGE SULZER
(DBS), ESCHER WYSS CONTRACT FOR LEWISVILLE HYUROELECTRIC PROJECT.
RECOMMENDATION.
The Public Utilities Board, at their meeting of November 21, 1989,
recommended to the City Council approval of Change Order in the
amount of $72,415 00, to Dominion Bridge Sulzer, contract for a brake
system, spare parts for turbine/generator, electrical spare parts,
and training for Lewisville hydroelectric project.
SUMMARY/BACKGROUND.

bid proposal has listed the costs of spare parts for the turbine/
generator and electrical equipment, personnel training for order at a
later date Black A Veatch, Project Consultants, recommends the City
to order the above items, plus a brake disc system for complete stop
of water flow in case of hydro unit shut down for maintenance The
breakdown casts are listed below
1 Brake disc system $ 8,000.00
2 Spare parts for turbine/generator 350416.00
3. Electrical spare parts 14 000 00
4 Personnel training 15.000 00
Total $72,414 00
PROGRAMS, GROUPS OR DEPARTMENTS AFFECTED.
Electric costs for water and sewer rate payers. Electric Utility
Department for maintenance and operation.
FISCAL IMPACT -
The project is in the Capital Improvements Plan in the amount of
$3,953,000. The unit will generate approximately 12,000,000 KWH
annually.

SUBJECT CREEP BRAKE S STEM
Sir,
With reference to your letter of June 16, 1988, we are pleased to
quote a hydraulically operated creep brake system at a price of
$ 8,000 (U.S. Funds), FOB Denton, Texas, excluding state and local
taxes
The brake would be a 24" diameter disc installed behind the
generator flange, held in place by the coupling bolts The disc
will be of split design,
A pressure switch will signal to the governor when the brake is
applied.
The brake to be activated at 30% of rotational speed The stopping
time would be about 60 occonds.

Des has advised us that the revised price for the options, training program
described in the contract is $15,000. Dog indicated that a decision oa
this should be made soon.
One additional item which we had investigated last year is a hydraulically
oparattd creep brake system. Del is now quoting us a price of $)5,000 for
this system. Ma recommend that the City purchase this brake system. Due
to wicket gate leakage, the unit will continue to rotate slightly when the
wicket gates are closed. This means that the auxiliary systems, such as
lubs oil supply and Cooling water supply will have to continuo operating
when the unit is downp thus using power from the grid. Rotation also
Presents safety problems during maintenance activities.
