AN ORDINANCE AUTHORIZING THE EXECUTION OF SUPPLEMENTAL AGREEMENT
NO 1 TO THE MONITOR AND RESEARCH CONTRACT BETWEEN THE CITY OF
DENTON, CITY OF DALLAS AND NORTH TEXAS UNIVERSITY, AND DECLARING
AN EFFECTIVE DATE
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I
That the City Manager is hereby authorized and directed to
execute Supplemental Agreement No 1 to the Monitor and Research
Contract between the City of Denton, the City of Dallas and
North Texas State University under the terms and conditions
being contained in said agreement, a copy of which is attached
hereto and made a part hereof
SECTION II
That this ordinance shall become effective immediately upon
its passage and approval

SUPPLEMENTAL AGREEMENT NO 1
TO CONTRACT
COUNTY OF DALLAS )
THIS SUPPLEMENTAL AGREEMENT NO 1 to that certain
Contract, dated August 19 1985 , ("the Contract") by and between
the CITY OF DALLAS, TEXAS, a Texas municipal corporation,
hereinafter called "DALLAS," THE CITY of DENTON, TEXAS, a Texas
municipal corporation (hereinafter ca;led "DENTON") and NORTH TEXAS
STATE UNIVERSITY, a non-profit State institution of higher education,
with offices at Administration Building, North Texas State
University, Denton, Texas 76203, hereinafter called "INVESTIGATOR,"
evidences the following
1 The scope of services is hereby amended as follows
INVESTIGATOR agrees to perform the additional services in
accordance with its proposal letter dated August 20, 1986,
attached to and made a part of this Supplemental Agreement
as Exhibit A
2 The term of the Contract is revised as follows
All work under the Contract shall be completed by January
31, 1989

3 The Contract is further amended as follows
The additional costs incurred under this Supplemental

Agreement will be shared by VALLAS and DENTON, with DALLAS
paying 74% of the total fees invoiced (not to exceed
$27*907, increasing DALLAS' total share for the Contract to
a not to exceed amount of $69,955) and DENTON paying 26% of
the total fees invoiced (not to exceed $9,805, increasing
DENTON'S total share for the contract to a not to exceed
amount of $24,578)
4 The Contract payment provisions are revised as follows

The purpose of this letter is to request a modification of
the Monitoring and Research Contracts between the City of Dallas,
the City of Denton and North Texas State University regarding a
cooperative program of Limnology Studies on Lake Ray Roberts At
our last quarterly review of the project held 7/24/86 in Dallas
it became evident that it was in everyone's best interest to
extend the project past its scheduled termination date of January
31, 1987. As discussed in the meeting, the project is currently
on schedule However, extending the project to coincide with the
completion of David Pillard's dissertation and to continue to
collect water quality data at a reduced number of sampling sta-
tions after October 31, 1996 will accomplish several desireable
results
1 The analyses and interpretation of the data will be
more complete and sophisticated if the Final Project
Report can include approaches to be utilized in David
Pillard's disseration
2 Watershed monitoring data will continue to be developed
prior to and during filling of the reservoir.
3 The current project data base can be used to identify
those sampling stations and water quality parameters
most predictive of future reservoir quality.
4. The cost of a reduced monitoring and research activity
will be modest, but provide continuity of essential
data (see attached budget).
After discussing the continuation of the project with David
Pillard it is my recommendation that sampling be reduced to a
monthly basis and the number of sampling stations reduced to
eight (see Table 1). We propose that the parameters in Table 1 be
monitored at stations. This jQmplified monitoring program will

provide an adequate level of information for watershed monitoring
purposes which should be the objective of this new phase of the
project. It is our recommendation that this level of watershed
monitoring be initiated in November, 1986 and continued until
January 31, 1989. David Pillard's dissertation will be completed
by August, 1987 at which time it would be appropriate to provide
the City of Dallas and City of Denton with a Final Report "Pre -
Impoundment Estimations of Nutrient Ifading to Ray Roberts Lake
and Prediction of Post -Inundation Trophic Status." Prior to
David's completion of his Ph D. and departure I will bring on
board a new Masters Degree candidate who can conduct the monthly
monitoring and who will develop a masters thesis around the
project.
Basically, I am requesting a 24 month extension of the
current project. However, a Final Report on the first phase will
be turned in not later than August 31, 1987 The second phase
(reduced monitoring activity with watershed assessment objec-
tive) will continue until January 31, 1989 I recommend that we
continue to have quarterly progress reports until the project
terminates A Phase 2 Final Report will be prepared and
submitted to the City of Dallas and City of Denton no later than
January 31, 1989.
I have attached a budget for the modification As you will
note, I have tried to keep costs to a minimum If either of you

WHEREAS, on August 14, 1985, the City of Dallas entered into contract with the City
of Denton and North Texas State University to conduct a cooperative research pro-
gram in water supply monitoring and research on Ray Roberts Lake for a period of
18 months, and
WHEREAS, findings in the ongoing project have indicated the need to continue the
pre -impoundment water quality investigation and study water quality in Ray Roberts
Lake during impoundment, and
WHEREAS, continuation of the project is consiIant with the watershed monitoring
activities of Dallas Water Utilities to assure safe raw water sources and minimize
treatment costs, and
WHEREAS, it is to the mutual benefit to the City of Dallas, the City of Denton,
and North Texas State University through its Institute of Applied Sciences to
continue the cooperative program of water supply monitoring and research on
Ray Roberts Lake, Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DALLAS
Section 1 That the City Manager be and is hereby authorized to enter into a -
supplemental agreement with North Texas State University and the City of Denton
to continue a cooperative program in water supply monitoring and research at a
fee not to exceed $27,907 00
Section 2 That the Director of Finance be authorized to encumber and allocate
the sum of $27,907 00 from the Water Utilities Operating Fund as follows
