HomeMy WebLinkAbout1982-027AN ORDINANCE ESTABLISHING AN ADMINISTRATIVE CODE, DIVIDING THE ADMINISTRATIVE SERVICE OF THE CITY OF DENTON INTO ADMINISTRATIVE DEPARTMENTS, CREATING DEPARTMENTS AND DIRECTORS THEREOF, AMENDING CHAPTER 2 OF THE CODE OF THE CITY OF DENTON, REPEALING ALL ORDINANCES IN CONFLICT, AND DECLARING AN EFFECTIVE DATF THE COUNCIL OF THE CITY OF DENTON, TEXAS, HEREBY ORDAINS SECTION I Chapter 2 of the Code of the City of Denton, Texas is hereby amended so as to hereafter read as follows CHAPTER 2 ADMINISTRATION ARTICLE I CITY BOUNDARY BOOK AND SEAL ARTICLE II ADMINISTRATIVE ORGANIZATION ARTICLE I GENERAL Section 2-1 CITY BOUNDARY BOOK The City Secretary, or such officer as the City Manager may direct, shall maintain a well -bound book which shall be entitled "official corporate limits of the City of Denton, Texas" It shall be the duty of the City Secretary, or of such officer as the City Manager may direct, to enter in the book a correct description of the boundaries of the City of Denton, together with all annexation ordinances and other ordinances pertaining to the official boundaries of the City of Denton An official map of the City of Denton shall also be kept with such book showing the boundaries of the City of Denton, such officer shall indicate upon the map the number of any ordinance changing the boundaries of the City of Denton The book and map shall be the official record of the boundaries of the City of Denton Section 2-2 CITY SEAL The seal of the City of Denton shall be a star of five points within two concentric circles, with the words, "City of Denton, Denton, Texas", engraved between the two concentric circles Section 2-3 /2-15 RESERVED ARTICLE II ADMINISTRATIVE ORGANIZATION Section 2-16 GENERAL GOVERNMENT The Office of the City Manager created by Article V of the Charter of the City of Denton, Texas for administrative and budget purposes shall be designated as General Government The City Manager shall select and appoint such Assistant City Managers, Assistants, Administrative Assistants and employees as may be provided from time to time in the budget of the City The City Manager may assign the City Secretary and other employees of the City to General Government and the Assistant City Managers and such other employees of the City assigned to General Government shall perform such duties and functions as may be assigned from time to time by the City Manager, the Charter, ordinances of the City, or as required by State Law Section 2-17 ADMINISTRATIVE DFPARTMENTS (a) The following administrative offices of the City are hereby created and shall be divided into the followinq departments and heads thereof DEPARTMENTS HEAD OF DEPARTMENT Data Processing Director of Data Processing Finance and Taxation Director of Finance and Taxation Fire Fire Chief Library Director of Library Parks & Recreation Director of Parks & Recreation Personnel/Employee Relations Director of Personnel/Employee Relations Planning & Community Development Director of Planning & Community Development Police Police Chief Public Works Director of Public Works Utilities Director of Utilities (b) The head of each department shall perform all duties required of such office by State Law, the Charter, ordinances of the City, or the City Manager The head of each department shall be appointed and removed from office by the City Manager In case of a vacancy in the office of a director of a department, the City Manager may, from time to time, assign the supervision and control of such department to another employee of the City selected and appointed by the City Manager Each department shall be composed of the director, assistants, and such employees as may be authorized from time to time by the budget of the City (c) The head of each department shall (1) Be immediately responsible to the City Manager or his designee for the effective adminis- tration of their respective departments and all activities assigned thereto (2) Keep informed as to the latest practices in their particular field and shall inaugurate, with the approval of the City Manager, such new practices as appear to be of benefit to the service and to the public (3) Be responsible for the proper maintenance and safe keeping of all city property and equip- ment used in his or her department (d) No employee of the City shall take an active public part in any political campaign, except as may be permitted by the Laws of the State of Texas Section 2-18 to 2-30 RESERVED SECTION II All provisions of any ordinance of the City of Denton or provisions of the Code of Ordinances in conflict herewith are hereby repealed SECTION III This ordinance shall become effective from and after its date of passage, and it is so ordained PASSED AND APPROVED this the Znj day C ATTEST CH L TTE ALLEN, ITY SECRETARY CITY OF DENTON, TEXAS APPROVED AS TO LEGAL FORM C J TAYLOR, JR , CITY ATTORNEY CITY OF DENTON, TEXAS BY C )�� OF March, 1982 7.�T , TEXAS
