RESOLUTION
WHEREAS a proposed Constitutional Amendment to Article
VIII, Seotlon 1-b of the Texas Constitution was submitted to
the quallf~ed electors of the State provIding that from and after
January 1, 1973, polltlcal subdivisIons of the State may exempt
from ad valorem taxes, Three Thousand ($3,000.00) Dollars of the
assessed taxable value of resident homesteads of persons slxty-f~ve
(65) years of age or older; and
WHEREAS, on November 7, 1972, the re~u~red Constltutlonal
Amendment was submitted to a vote of the qualified electors of the
State and was duly adopted; and
WHEREAS, the C~ty Council of the C~ty of Denton w~shes to
grant the benefits of said exemption pursuant to sa~d Constitutional
Amendment to lts applicable residents, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON.
Seation I.
That pursuant to Article VIII, Section l-b, of the Texas
Constitution, Three Thousand ($3,000.00) Dollars of the assessed
taxable value of resident homesteads of persons of s~xty-f~ve (65)
years of age or older, shall be exempt from City Ad Valorem Taxes
when taxes are lev~ed for the year 1973, and all subsequent lev~es,
subject to the owner's compllance w~th the followIng requirements
(a) All beneflcial owners of the resident homestead shall
be s~xty-f~ve (65) years of age or older as of January 1st of each
tax year, beginnlng w~th 1973.
(b) The owners of the resident homestead shall submit to
the Tax Assessor/Collector for the C~ty, before April 1st of each
year, an affidavit that all beneflc~al owners of the property ~n
question a~e s~xty-f~ve (65) years of age or older. The ~n~t~al
exemption claim shall be accompanied by adequate proof of age, but
subsequent renewals of the mxempt~on may be by affidavit only.
SECTION II
That any person who makes a false affidavit in claiming
the homestead exemption, shall be subject to all penalties which
exist for lack of payment of taxes, and all other approprlate
criminal penalties.
SECTION III.
That th~s Resolution shall be effective retroactively to
January 1, 1973, and it ls accordingly so resolved

RESOLUTION
Be zt resolved by the Council of the City of Denton, that
The City of Denton, Texas, hereby expresses its intent to apply to the
United States Department of Transportation 3ozntly with North Texas State
University for a technical grant to study the issues and needs stated in
the preliminary need and scope study conducted by Alan M. Voorhees and
Associates, Inc , completed January 2, 1973, and
It is hereby determined by said City Council that a need for a comprehenszve
transportation plan exists, and that some system of publzc transportation
should be considered which would serve the entzre Denton Community in-
cluding the universities, and
BE IT FURTHER RESOLVED, that an appropriate sum not exceeding Fifteen
hundred ($1,500) Dollars be encumbered and set aside as the said City's
share of cash contribution to said study should said application be ap-
proved, and that the City shall furnish in-kznd services as required and
appropriate, and
The City Manager is hereby authorized to execute the application as an
official act of the City, jointly with sa~d University, and commit funds
and services to the extent provzded above

RESOLUTION
WHEREAS, Of recent date effective communication systems have
been of ~mmeasurable value among law enforcement
agencies throughout the state and nation, and
WHEREAS, North Central Texas Council of Governments has been
actively involved with other agencies toward the deve-
lopment and lmplementatlon of an effective landllne
communications system; and
WHEREAS, Incoterm Corporation has been recommended to provide
the termlnals and adjunct equlpment necessary for a
complete communications terminal system; now therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DENTON, TEXAS:
That sa~d city herewith obligate itself to participate
an th~s program, and by so doing commit funds for the
purchase of the system not to exceed $3,000.

RESOLUTION
WHEREAS, on the 16th day of January, A D 1973, a resolution
was unanimously adopted by this Council making exempt Three Thous-
and ($3,000.00) Dollars of the assessed taxable value of resident
homesteads of persons of sixty-five (65) years of age or older as
to City ad valorem taxes to be levied for the year 1973 and subse-
quent years, and
WHEREAS, said resolution required all beneficial owners of
the resident homestead to be sixty-five years of age or older as of
January 1st of each tax year, beginning with 1973~ and
WHEREAS, it is the purpose and intent of said Council to make
available said exemption to owners of such property if one or more
owners are sixty-five years of age or older as stated in said re-
solution, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS
That Section I, (a) and (b) of Resolution passed on the 16th
day of January, A. D 1973, be amended to read as follows
"(a) At least one beneficial owner of the resident homestead
shall be sixty-five (65) years of age or older as of January 1st
of each tax year, beginning with 1973
(b) Said owner of the resident homestead shall submit to the
Tax Assessor/Collector for the City, before April 1st of each year,
an affidavit that such beneficial owner of the property in question
is sixty-five (65) years of age or older The initial exemption
claim shall be accompanied by adequate proof of a~e~ but subsequent

RESOLUTION
WHEREAS,~ it has been heretofore recommended that Aubrey
Reservoir be completed and full by 1980, due to
the fact of urgent need based upon hydrological
studies of the watershed yields and the Master
Plan of the water distribution and production
systems which indicate that the safe drouth
yield of Garza-Little Elm Reservoir will be com-
pletely utilized before 1975, and
WHEREAS, construction of a reservoir the size of the pro-
posed Aubrey normally requires ten years from
planning stages to the full reservoir, allowing
a reasonable period for rainfall and runoff to
fill the structure upon completion, making it
essential that engineering studmes and Dlanning
for Aubrey Reservoir begin in the current fiscal
year in order to avoid unnecessary risk of a
water shortage by the year 1980 mn Denton County,
and
WHEREAS, the City of Dallas, Texas, was a co-s~onsor with
the City of Denton on Garza-Little Elm Reservoir
and their requirements have also increased so
that they are now over-using their allocation of
supply in Garza-Little Elm, and
WHEREAS, the City of Denton by contract with the City of
Dallas has agreed for the two cities to co-sponsor
Aubrey Reservoir, and
WHEREAS, the Aubrey project was authormzed by Congress in
1965. The first funds for advanced engineering
and design were appropriated by Congress in fiscal
year 1970 There were initially no design funds
for Aubrey in the Administration'~ 1970 budget,
but Congress added $150,000 in response to the ur-
gent requests of the Cities of Dallas and Denton
who co-sponsor this project and who foresaw the
criticality of dependence on Lewisville Reservoir
alone. As a matter of fact, the Cities of Dallas
and Denton offered to advance the $150,000, and
WHEREAS, the Corps of Engineers have made good progress in
preparing the advanced engineering plans A total
of $277,000 is required to complete the plans and
the Corps reports a capability to complete during
fiscal year 1974. The administration budget for
fiscal year 1974, however, contains only $150,000
for design for Aubrey If allowed to stand, this
will impose a one year delay on completion of
Aubrey. There would be two serious consequences
One has already been described, that of overdraft
of Lewisville Reservoir The other is the conse-
quence of an additional years escalation in cost,

RESOLUTION
WHEREAS, the North Central Texas Council of Governments
has prepared an application to the Texas Department of Com-
munity Affairs to obtain funds for the development of a Denton
County-Hickory Creek Wastewater Treatment Management Plan, and
WHEREAS, the City of Denton has stated its desire to par-
tlclpate in the program and to share proportionately in the
local cost of the study;
NOW, THEREFORE, BE IT HEREBY RESOLVED, that an amount of
Seven Thousand Four Hundred and No/100 ($7,400.00) Dollars
which is proportionate to the City of Denton's existing popu-
lation distribution be allocated for this purpose and be for-
warded to the North Central Texas Council of Governments.

RESOLUTION
RESOLUTION ESTABLISHING A CITIZENS TRAFFIC SAFETY SUPPORT COM-
MISSION!
WHEREAS, the City Council of Denton recognizes that traffic
safety and ease of traffic movement through the City of Denton
are important in the development of the City of Denton; and
WHEREAS, the improvement of traffic safety requires an in-
formed and concerned citizenry; and
WHEREAS, there is in the Texas Traffmc Safety Plan 1972-1977,
the reogrm~endatlon for cities to create a Traffic Safety Support
Group for the implementation of the communmty impact program;
NO~, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OFIDENTON, TEXAS, THAT:
(1} That there ls hereby establmshed a citizens traffmc
safety support co,lesion, composed of nine (9) mem-
bers who shall be appointed by the Cmty Council.
(2) That the Commission be composed of citizens of the
City of Denton.
(3) That the powers and duties of the Commission shall
be as follows~
(a) To encourage and promote programs and campaigns
within the ~o~munity which wall bring about
citizen awareness and support of traffmc safety.
(b) To receive and consider information of a traffic
safety nat~ that they may be made aware of
(c) To make reoor~mendatlons to those public officials
who can administer and mmplement corrective action
on matters of traffic safety and traffmc conges-
tion.
I (d) To appoint such citizens, as may be deemed nec-
essary, as non voting members, subject to approval
of the City Council, to assist in accomplmshlng
programs and studies of the Commmss~on.
(4') The Commission shall serve as an Advmsory Commissmon to
the community but shall not have responsibility or auth-
orlty over the p~bllc offmclals or employees of the city
I an the xmplementation of traffmc safety programs or
' operations.
(5,) That the terms of office of the members of the Commission
I except for the Traffic Safety Coordmnator, shall be two
(2) years with five (5) members being appointed for one
(1) year term, and four (4) members being appomnted for
two (2) year terms at the outset. The lnmt~al members
appointed to the Commission wall draw lots to determine
which ones receive the two year term at the outset.
(6) That the Cor~mlss~on may set up its own rules of pro-
cedure, select its own chairman, provided, however,
that the Traffic Safety Coordinator of the Clty of
Denton shall serve as Secretary and Ex-off,cio member
to the Commission.

RESOLUTION
RESOLUTION AUTHORIZING THE NARCOTIC AND DANGEROUS DRUG ENFORCEMENT
UNIT GRANT FROM THE TEXAS CRIMINAL JUSTICE COUNCIL.
WHEREAS, during the month of February, 1973, the Grand Jury of
Denton Cgunty released a statement calling for immediate action to
curtail the illegal sale and use of narcotics and dangerous drugs
in Denton; and
WHEREAS, the Texas Department of P~bllc Safety and the Federal
Drug Abuse Law Enforcement Unit have gathered information that in-
dicates that Denton may rank as high as second in the State of Texas
regarding the distribution and sale of Illegal drugs; and
WHEREAS, the City of Denton has a narcotic and dangerous drug
problem from the college level to the junior high school, and
WHEREAS, the Denton Police Department has not been able to
address itself effectively to this problem due to the lack of exist-
lng funds and manpower; and
WHEREAS, if the City of Denton receives the Narcotic and Danger-
ous Drug, Enforcement Unit Grant, the Denton Police Department will
be able to establish a continuous and sustained program in drug in-
vestigation at the local level; and
WHEREAS, it is the opinion of. the City Council that the best in-
terest of the citizens of the City of Denton will be served by receiv-
ing the Narcotic and Dangerous Drug Enforcement Unit Grant
NOW; THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DENTON, TEXAS, THAT:
(1) The City of Denton desires to participate in the Narcotic
and Dangerous Drug Enforcement Unit Grant.
(2) The City understands that the Texas Criminal Justice
Council is providing the amount of $66,571.00 for a
two year period beginning October 1, 1973 to September
30, 1975, and the amount of $32,231 66 is our matching
share of the project.
(3) The City understands that the Texas Criminal Justice
Council is providing the amount of $35,296.25 for the
year beginning October 1, 1973 to September 30, 1974,
and the amount of $16,509.86 is our matching share for
the first year of the project.
(4) The City of Denton intends to continue the program of
drug enforcement at the local level by the Denton Police
Department after the expiration of the grant providing
the project has been successful

GOVERNMENTS TO PURCHASE LAW ENFORCEMENT RADIO COMMUNICATIONS
EQUIPMENT, PHASE I (INTERCITY) IN BEHALF OF THE CITY OF DENTON,
TEXAS
WHEREAS, the design of present law enforcement radio com-
munications systems does not permit efflclent restructuring of
the network; and
WHEREAS, the structure of the statew~de system has been
determined and lmplementatlon of regional systems will continue
on the basls of the statew~de concept established by the Texas
Criminal Justice Councal; and
WHEREAS, the North Central Texas Council of Governments
has submltted bidding speclflcatlons to prospective vendors, and
the Executive Board, after considering the bids, has determined
the low complaint bidder; and
WHEREAS, ~t ls the op~nlon of th~s City Council that the
best ~nterest of the citizens of the C~ty of Denton will be
served by partlc~patang an th~s cooperative purchasing program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DENTON, TEXAS, THAT'
(1) The Clty of Denton desires to part~capate ~n the
cooperative purchase of law enforcement radio
oommunleatlons equipment, Phase I.
(2) The North Central Texas Council of Governments ~s
authorized to enter into binding contracts w~th the
low compliant vendor and to purchase communications
equipment in behalf of the City of Denton
(3) Th~s City %understands that the Texas Criminal Justice
Council is providing 75% funding and that the amount
of $1,679.00 as our matching share for the purchase
of the equipment and the administrative cost of the
pro3ect.
(4) To display the City's desire to participate ~n this
program, a copy of this resolution w~ll be forwarded
to the North Central Texas Council of Governments
(5) The City's matchlng share w~ll be forwarded to the
North Central Texas Council of Governments in August
or September of 1973

BETWEEN SAID CITY AS A MEMBER OF THE TEMAS MUNICIPAL POWER POOL
AND THE DELHI GAS PIPELINE CORPORATION, PROVIDING FOR THE PUR-
CHASE OF CERTAIN GAS RESERVES OWNED BY DELHI AND THE CONSTRUC-
TION AND OPERATION BY THE TMPP OF A GATHERING SYSTEM FOR TRANS-
MISSION OF SAID GAS, APPROVING THE EXPENDITURE OF FUNDS THEREFOR,
AND, PROVIDING THAT SAID RESOLUTION SHALL TAKE EFFECT AND BE IN
FULL FORCE IMMEDIATELY UPON ITS PASSAGE AND APPROVAL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS
SECTION I.
That the City of Denton enter into a gas sales agreement by
and between said City as a participant of the Texas Municipal Power
Pool and Delhi Gas Pipeline Corporation, for the purchase of cer-
tain gas reserves owned by Delhi and the construction and operation
by the Texas Municipal Power Pool of a gathering system for trans-
mission of said gas for a portion of its fuel requirements for its
electric generating plants, and
That the Mayor of the said City of Denton, Texas, be, and he
is hereby, authorized and directed to execute if necessary, and the
City Secretary of said City be, and he is hereby authorized and di-
rected to attest for and on behalf of said City of Denton, any in-
struments including a certain gas sales agreement between the parties
above stated, said gas sales agreement being attached hereto, marked
"Exhibit A" to which reference is made for all purposes as if the
same were copied in its entirety herein
SECTION II
That the expenditure of funds in payment of all sums that may
become due and owing on the part of the City of Denton, Texas, in
its capacity as a member of the Texas Municipal Power Pool, under the
provisions of said contract be, and the same are hereby, approved
SECTION III.
This Resolution shall take effect and be in full force immedi-
ately upon its passage and approval, and it is so resolved

Re: Gas Sales Agreement
Dated June 6, 1973
Denton County, Texas
This letter is to confirm my discussion with Mr. Dah Swenke
on October 19, 1973, that Delhi Gas Pipeline Corporation would
use its best efforts to purchase from the Texas Municipal Power
Pool quantities of gas available for delivery to the Power Pool
under the above Gas Sales Agreement. Delhi will pay the Power
.,Pool the same price as is paid by the Power Pool for gas pur-
chased under the above agreement. The price presently being
paid by the Power Pool is 77.454-per MMBTU.
This arrangement will be temporary and will continue so long
as Delhi is able to dispose of the gas or until such time as
the Texas Municipal Power Pool requests delivery of'"the gas
to them.
All other terms and conditions of the Gas Sales Agreement will
remain in full force and effect. If the above correctly sets
forth your understanding of our discussion, please so indicate

TEXAS, RECOMMENDING ENTRY INTO A GAS SALES AGREEMENT BY AND BE-
TWEEN SAID CITY, AS A MEMBER OF THE TEXAS MUNICIPAL POWER POOL AND
THE DELHI GAS PIPELINE CORPORATION, PROVIDING FOR THE PURCHASE OF
CER TAIN GAS RESERVES OWNED BY DELHI AND THE CONSTRUCTION AND OPE-
RATION BY TMPP OF A GATHERING SYSTEM FOR TRANSMISSION OF GAS, REC-
OMMENDING THE EXPENDITURE OF FUNDS THEREFOR, AND PROVIDING THAT SAID
RESOLUTION SHALL TAKE EFFECT AND BE IN FULL FORCE IMMEDIATELY UPON
ITS PASSAGE AND APPROVAL
BE IT RESOLVED BY THE PUBLIC UTILITIES BOARD OF THE CITY OF DENTON,
TEXAS
SECTION I.
That the Public Utilities Board of said City of Denton, Texas,
does hereby recommend and endorse to the Cmty Council of said City
that said City in its capacity as a member of the Texas Municipal
PoweP Pool enter into a certain gas sales agreement by and between
the Texas Municipal Power Pool and the Delhi Gas Pipeline Corpora-
tion which said agreement provides for the purchase of certain gas
reserves owned by Delhi and the construction and operation by TMPP
of a gathering system for transmission of said gas, a copy of which
agreement being attached hereto, marked "Exhibit A", is referred to
for all purposes as if the same were copied in its entirety herein
SECTION II.
That said Board further recommends the expenditure of funds in
payment of all sums that may become due and owing on the part of the
said Cmty of Denton, Texas under the provisions of said contract
SECTION III
That this Resolution shall take effect and be mn full force
immediately upon its passage and approval, and it is so resolved

RESOLUTION
WHEREAS, on the 22nd day of June, 1971, by prior Resolution
of this Councll, the Mayor of said C~ty was auth-
orized to pledge the proceeds due the City of
Denton under Pavlng Assessment Program No. 6, and
the assessment for Unlversity Dr~ve West, and to
execute a promissory note for the total thereof
payable to the F~rst State Bank of Denton, Texas,
payable one year from the date of execution of
said note, at a rate of four (4%) per cent annual
interest; and
WHEREAS, payments have been made upon said note reducing
the balanoe thereon now due and payable at sa~d
banking institution; and
WHEREAS, ~t is determined that it ~s still ~n the best ~n-
retest of sa~d City that sa~d note previously exe-
cuted by the Mayor ~n behalf of sa~d City extend
the terms of said note for an additional one year
period, now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS
That sald note previously executed and described
above be extended for an additional one year per~od
at four (4%) per cent annual ~nterest thereon; and
That B~ll Neu, Mayor of the C~ty of Denton is here-
by authorized to execute sa~d note and to pledge
said proceeds above described for the payment
thereof.

AT A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DENTON,
TEXASt HELD IN THE MUNICIPAL BUILDING OF SAID CITY ON THE 13TH
DAY OF DECEMBER, A D. 1973.
RESOLUTION
WHEREAS, on December 18, 1973, the voting citizens of this
communIty will express themselves in regard to the implementation
of a $6,000,000 Bond Program; and
WHEREAS, the proposition on the ballot to be determined by
the voter limits the application of sa~d bond funds to the deve-
lopment of a street and drainage program; and
WHEREAS, in the opinion of this Council there exists specific
street construction programs urgently needed to be implemented with-
in our City within the immediate future, and
WHEREAS, it is the express desire of this Council to go on the
record publicly in favor of designated programs of street improve-
ments and pledge its commitment toward the completion of such street
and drainage programs,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DENTON, TEXAS
Taking into consideration the uncertainties of the future as
to inflation, value of property, labor costs, possible devaluation
of the dollar, etc., the City Council cannot guarantee that the
$6,000,000 proposed in the bond issue, which shall be voted on
December 18, 1973, will be sufficIent to complete all of the pro-
jects hereinafter listed. However, the members of the City Council
hereby pledge and commit that the funds authorized shall be spent
exclusively on the hereinafter listed projects until all of said pro-
jects have been completed, and further urge that future Denton City
Councils honor this commitment. (Projects not listed in priority
of need or implementation )
