the teacher's report
A teacher or admlmstrator may also remove a student from

Program
If the wolatmn results m formal removal, the adm~mstrator
wall schedule a conference w~thm three school days w~th the
student's parent, the teacher, and the student The conference
should take place after vahd attempts to reqmre attendance

When a student ~s removed from the regular classroom and a
conference is pending, the administrator may not return the
student to the regular classroom
At the conference, the student ~s entitled to written or oral
not,ce of the reasons for the removal, an explanation of the
bas~s for the removal, and an opportunity to respond to the
reasons for the removal
Followmg the conference, the adnumstrator shall order the
placement of the student as prowded by the Student Code of
Conduct
When a student has been formally removed from class, the
adm~mstrator may not return the student to the teacher's class

ZERO TOLERANCE: VIOLENCE PROVISIONS
In an effort to ehnunate molence from the Denton,lndependent School District, the Board of Trustees approved this Zero
Tolerance pohcy for all students age ten (10) and older
Zero tolerance means that any form of violence, fighting and/or physmal altercatmns, abusive language, and threats among
students as defined by the Texas Penal Code wall be reported to the local pohce as a vmlatlon of the following penal codes
Disorderly Conduct and Assault

SYSTEM ACCESS Use of the District's electromc conunumcatlons system is a privilege, not a right
Access to the District's electronic commtmlcatlons system will be governed as

2 The District will reqmre that network passwords be changed every 30- 90
days m accordance w~th schedules set by the system admmmtrator
3 A teacher may apply for a class e-mall account and, m doing so, w~ll be
ultimately responsible for use of the account Teachers w~th class accounts
will be required to maintain password confidentiality by not shanng the
password wxth the students or others
4 Students completing reqmred course work on the system will have in'st

5 Any system user identified as a security risk by the system admimstrator or

RESPONSIBILITIES communications systems
1 The mdlvldual m whose name a system account xs xssued will be responsible
at all times for its proper use
2 The system may not be used for illegal purposes, in support of dlegal
actlwtaes, or for any other actlwty prohibited by District pohcy
3 System users may not use another person's system account without written
permission from the District coorchnator Users may not share their password
with another person for any reason
4 Personal e-mall should be treated in a slmdar manner to personal phone
use Limited individual messages are acceptable Sendmg or forwarding
personal messages to large groups of DISD staff overloads the system and
xs therefore inappropriate Sending personal mall should not interfere w~th
your assigned duties
5 System users must purge electronic mml in accordance w~th estabhshed
retention guidelines Users may not store messages on the server without
written penmsslon from the District coordinator Electromc mml should be
checked on a dally basis The software should be configured to remove

6 System users may redistribute copyrighted programs or data only with the
written permission of the copyright holder or designee Such pertmsslon
must be specified in the document or must be obtained directly from the
copyright holder or designee m accordance with apphcable copyright laws,
District policy, and admimstratlve regulations This includes, but is not
limited to, downloading and opening executable files received as an e-
mall attachment
7 When accessing third party systems, District users shall comply with all
acceptable use guldelmes and policies required by the thncd party
8 System users may not download shareware to the system w~thout prior
approval of the system manager or designee Students would also need
parental/guardian consent to download shareware Any costs associated
with the use of shareware or any other software become the responsibility
of the user
9 It is the msponslbthty of all users to report any known rmsuse of the D~stnct's
electronic communications system to the system administrator or
appropriate supervisor
ON-LINE Any actlvlty which would have the intent to harm or destroy D~stnct eqmpment or
CONDUCT materials, data of another user of the District's system, or any of the agencies or
other networks that are connected to the Interact is prohibited Dehberate attempts
to degrade or dmrupt system performance may be mewed as violations of District
pohcy and admm~stmtlve regulations, as criminal actiwty under applicable state
and federal laws This Includes, but xs not limited to, the uploadlng or creating of
computer vu'uses, demal of service attacks, or use of keystroke recording programs
VANDLISM Vandahsm as defined above will result ~n the cancellation of system use privileges
PROHIBITED and will require restitution for costs associated with system restoration, hardware,
or sofhvare costs
FORGERY Forgery or attempted forgery of electronic mall messages is prohibited Attempts
PROHIBITED to read, delete, copy, or mochfy the electromc mml of other system users or deliberate
interference w~th the ablhty of other system users to send/receive electromc mall
is prohibited
INFORMATION
CONTENT/ System users and parents of students with access to the District's system should be
THIRD PARTY SUPPLIED aware that use of the system may provide access to other electromc commtmmat~ons
INFORMATION systems in the global electrome network that may contain inaccurate and/or
objectionable material
A student knowingly bnnging proh~blted materials into the school's electronic
environment will be subject to a suspension and/or revocation of privileges on the
District's system and will be subject to dlSclphnary action m accordance with the
Student Code of Conduct

NETWORK System users are expected to observe the following network etiquette
ETIQUETTE
1Be polite, messages typed in capital letters are the computer equivalent of
shouting and are considered rude
2 Pretending to be someone else when sending/receiving messages is
considered inappropriate
3 Use appropriate language, swearing, vulgarity, ethmc or racial slurs, and
any other Inflammatory language are prohibited
4 Transm~ttmg obscene messages or p~ctures is prohibited
5 Revealing personal addresses or phone numbers of others is prohibited
6 Students shall not reveal their own personal address or phone number without
parental consent
7 Using the network m such a way that would disrupt the use of the network
by other users is prohibited This Includes, but is not limited to, sending
mass personal e-mml messages, chat rooms, and use of strearmng media for
personal entertainment (Interuet radio, TV, etc )
T R AN S F O R M AT I O N / The District may suspend or revoke a system user's access to the District's system
REVOCATION upon violation of District policy and/or admlmstrative regulations regarding

Termination of an employee's account or of a student's access will be effective on

not make any warranties, whether express or ~mphed, ~ncludlng, without limitation,
those of merchantablhty and fitness for a particular purpose with respect to any
services provided by the system and by any information or soflware contained
therein The District does not warrant that the functions or services performed by,
or that the information or sofhvare contained on, the system will meet the system
user's requirements, or that the system will be umntermpted or error-free, or that

Opinions, advice, services, and all other information expressed by system users,

An Estimate of the Market Value of State Owned Institutions In the Denton ISD

The Denton Independent School D~stnct (DISD) ~s located ~n one of the fastest
growing counties ~n Texas Since 1990, the population of Denton County has risen from
273,525 to 429,332 This rapid population growth has been accompamed by a sharp
jump ~n DISD enrollments
Though this ~s starting to change, historically the Denton ISD has been pnmanly a
bedroom commumty, w~th limited commercial and industrial properties m the local tax
base In fact, non-homes~te improvements and bus~ness property accounted for only
$1 18 b~lhon of the dlstnct's market value of $3 9 Inlhon ~n 1999--about 30 percent of
the total By contrast, commercial and industrial property accounted for 32 percent of
total market value in Mcganney and 64 percent ~n Puchardson the same year
Consequently, the DISD's school tax rate is among the highest ~n the region at $1 844
per $100 of valuatwn
Exacerbating the Denton ISD's fiscal s~tuat~on ~s the fact that 1,348 properties
w~thln the d~stnct are listed as tax exempt What's more, the Denton Central Appraisal
D~stnct's estimates of the value of exempt properties--about $154 mdhon m 1999-
grossly understate their true market value In addmon, four large pubhc ~nstltutlons
within the Denton ISD--the University of North Texas, Texas Woman's Umvers~ty, the
Denton State School and North Central Texas Community College--are not valued at all
by the appraisal district
The Denton ISD and other Texas school thstncts that encompass large amounts of
state owned non-taxable property have been arguing for years that the pubhc school
funding formula take account of the unique fiscal burdens placed on such districts On
the one hand, dastncts 1flee the Denton ISD must provide K through 12 education for the
children of employees at state-owned facilities But they cannot tax these institutions to
help pay for the associated costs
To help the Denton ISD make the case for some financial consideration in the
state funding formula, we have prepared an estimate of the true market value of the land
and faeflltles belonging to the four large state restitutions mentioned above We use
Southern Methodist Umverslty m Dallas as a basis for comparison because being a
private mst~tutlon, albeit tax-exempt, the Dallas Central Appraisal District calculates a
market value for SMU's land and bualdlngs
It would not be appropriate to use Umvers~ty Park land values ~n our calculation,
so instead we applied the land value for properties near the Umvers~ty of North Texas,
which averaged $1 18 per square foot in 1999 The Dallas Central Appraisal District
values ~mprovements at SMU, 1 e buildings and other structures, at $87 15 per square
foot We then estimate "business" personal property at $10 per square foot, about a third
less than typically found m private office buildings We further assume that
improvements occupy only 20 percent of the land area for the four Denton xnst~tutlons

The estimated market value of the four state msatut~ons totals $860,962,964.
Th~s aumber ts the sum of 41,774,040 square feet mult~phed by $1 18 and 20 percent of
the land area, 8,354,808 square feet, multiplied by $97 15 ($87 15 for improvements plus
$10 for business personal property) If tlus property were sub`lected to DISD's $1 844 per
$100 tax rate, the 3qeld would be $15,876,157 annually Deducting 10 percent for roads,
sidewalks, and other pubhc improvements typically found on private developments
would leave a net taxable value of $774,866,668, which would y~eld $14,288,541 each
year for the school chsmct This amount ~s equivalent to 20 percent of the Denton ISD's
current market valuation
Put differently, if these four restitutions were privately owned and taxable, the
Denton ISD would realize a substantial increase ~n locally generated revenues This ~s
not to suggest that the three un~verslt~es and the state school are a net economic burden
and financial dram on the commumty and the school district Indeed, they contribute
greatly to the community by provldmg thousands of.lobs for area residents But with
such a large percentage of the district's property state owned and non-taxable, a strong
case can be made for adjusting the pubhc school fundang formula to account for this
fiscal overburden
