CITY OF DENTON CITY COUNCIL
February 10, 2004
After determining that a quorum is present, the City Council will convene in a Planning Session
of the City of Denton City Council on Tuesday, February 10, 2004 at 4:00 p.m. in the City
Council Work Session Room at City Hall, 215 E. McKinney, Denton, Texas at which the
following item will be considered:
NOTE: A Planning Work Session is used to explore matters of interest to one or more City
Council Members or the City Manager for the purpose of giving staff direction into whether or
not such matters should be placed on a future regular or special meeting of the Council for
citizen input, City Council deliberation and formal City action. At a Planning Work Session, the
City Council generally receives informal and preliminary reports and information from City
staff, officials, members of City committees, and the individual or organization proposing
council action, if invited by City Council or City Manager to participate in the session.
Participation by individuals and members of organizations invited to speak ceases when the
Mayor announces the session is being closed to public input. Although Planning Work Sessions
are public meetings, and citizens have a legal right to attend, they are not public hearings, so
citizens are not allowed to participate in the session unless invited to do so by the Mayor. Any
citizen may supply to the City Council, prior to the beginning of the session, a written report
regarding the citizen's opinion on the matter being explored. Should the Council direct the
matter be placed on a regular meeting agenda, the staff will generally prepare a final report
defining the proposed action, which will be made available to all citizens prior to the regular
meeting at which citizen input is sought. The purpose of this procedure is to allow citizens
attending the regular meeting the opportunity to hear the views of their fellow citizens without
having to attend two meetings.
1. Receive a report and hold a discussion regarding Attractiveness/Community Aesthetics.
Receive a report, hold a discussion, and give staff direction regarding a multi-year
financial forecast, municipal operations funding, budget process, and capital items.
Suggestions for Agenda Committee on future agenda items and/or placement of items for
upcoming agendas.

range from 2% to 5%.
Return on Investment (ROI) based on Utility Revenue projections.

Re: Impact and Meter Fees
Attached are the water impa~t fee surveys provided at the Council's request to evaluate our
competitive position in relation to other entities in the area.
Mr. Skelton's information would require some revisions to coincide with the information that we
have and believe to be correct. The revisions ere as follows:
Corinth's water impact fee is currently $3,300.
The City nfDallas does not charge water impact fees.
The City of Ar~le does not have a water impact fee because they have no water system.
Argyle WSC has a water impact fee of $3,700.
Mr. Skelton's information of $1,410 is accurate for a tap and mater fee conslructed in a paved
Denton street. The same charge in an unpaved street is $595. The charge to set a meter is $305.
This charge consists of the following components; $26.50 for the water meter, $36.55 for the
water meter box and $241.95 for labor. The $1,410 and the $595 charge includes the cost of the
water meter installation ($305).
Only the water tap and meter cost information from Dallas and Denton are comparable.
The $775 cost in Ft. Worth's is just for the water system tap. There is an additional $35 me~r
deposit fee and the customer pays the cost for a plumber to install the meter, meter box and the
connection to the customers servioe line.
The City of Corinth charges $340 for meter, and $150 for a tap for a total of $490, instead of the
1~t40 listed, In addition to the meter costs identified in Mr. Skelton's information, the rest of the
cities require the customer to pay a plumbing service to make the tap, set the meter and make the
customer connoction.
We made a call to BCI in Denton and asked what the going rate for a 3/4" tap, meter set and
customer connection in a paved street and was told $1,200 to $1,500 depending on travel distance.
Obviously, this cost would also be contingent on the quality of the street repair required by the
municipality.
The only additional cost that was i dentifi ed was for Argyle W SC which required a $175
membership fee in addition to the meter and impact fee charge.

I am reviowing the material provided by John Skelton at the last Council Meeting. I am very
concerned with his numbexs. First do yo~ agree with the numbers and second if they are incorrect
we need to publicize this fact. ffthey are correct we need to determine why we are so much higher
than everyone else. Seems to me in the past part of this answer has been the cost of the water
treatment plant?.
The drainage requirements are not included in his report but I know there are also large concerns
ahnut theso fees also in developing projects.
We have to pay the hills; butwe also need to be competitive.
I don~t need a long "white-paper" just some conversation on the topic.
