HomeMy WebLinkAboutOctober 14, 2003 Agenda AGENDA CITY OF DENTON CITY COUNCIL October 14, 2003 After determining that a quorum is presem, the City Council will convene in a Planning Session of the City of Demon City Council on Tuesday, October 14, 2003 at 4:00 p.m. in the City Council Work Session Room at City Hall, 215 E. McKinney, Denton, Texas at which the following item will be considered: NOTE: A Planning Work Session is used to explore matters of interest to one or more City Council Members or the City Manager for the purpose of giving staff direction imo whether or not such matters should be placed on a future regular or special meeting of the Council for citizen input, City Council deliberation and formal City action. At a Planning Work Session, the City Council generally receives informal and preliminary reports and information from City staff, officials, members of City committees, and the individual or organization proposing council action, if invited by City Council or City Manager to participate in the session. Participation by individuals and members of organizations invited to speak ceases when the Mayor announces the session is being closed to public input. Although Planning Work Sessions are public meetings, and citizens have a legal right to attend, they are not public hearings, so citizens are not allowed to participate in the session unless invited to do so by the Mayor. Any citizen may supply to the City Council, prior to the beginning of the session, a written report regarding the citizen's opinion on the matter being explored. Should the Council direct the matter be placed on a regular meeting agenda, the staff will generally prepare a final report defining the proposed action, which will be made available to all citizens prior to the regular meeting at which citizen input is sought. The purpose of this procedure is to allow citizens attending the regular meeting the opportunity to hear the views of their fellow citizens without having to attend two meetings. AGENDA INFORMATION SHEET AGENDA DATE: October 14, 2003 DEPARTMENT: ACM: Utilities Administration Howard Martin, 349-8232 SUBJECT Receive a report and hold a discussion concerning Long Range (50 Year) planning issues for Solid Waste, Wastewater, and Water. BACKGROUND Staff presented its first long-range 50-year planning issues for Water, Wastewater, and Solid Waste in October 2002. During the 2002 long-range planning session, staff spent much of its time informing the Council on Water and Wastewater planning issues. During this years preseNation staff will begin with Solid Waste and spend the majority of time on those issues relating to long-range planning for the landfill. Staff will continue to examine and revise its long-range 50-year plan for solid waste, wastewater, and water on an annual basis. Major planning issues discussed include population growth assumptions and significaN facility/infrastructure needs. Attached are narrative descriptions and supporting documentation for Solid Waste, Wastewater and Water. Solid Waste The City of DeNon has been involved in the solid waste collection and disposal business since the early 70's. The solid waste system has grown to over 22,000 customers generating over 110,000 tons of solid waste per year. The City of DeNon is curreNly operating under the third landfill permit issued by the State of Texas regulatory agency. Based on the curreN population and waste generation projections, the existing landfill site will be fully utilized by the year 2029. With coNinued improvemeNs in technology and recycling efforts, the site life may be extended to the 2031. However, this clearly indicates that a new landfill site will have to be ideNified, permitted and developed to satisfy the 50-year planning window. Policy issues impacting the solid waste planning include: 1) waste minimization/source reduction 2) resideNial and commercial waste diversion, 3) environmeNal regulations and 4) improvements in disposal technology. Wastewater The Wastewater Department has examined the 50-year growth projections and is developing wastewater treatment and collection strategies to provide services to the future population of the City of DeNon. Issues dealing with the location of future plan sites, major collection system infrastructure and the need for improved levels of treatment associated with new regulatory requirements are discussed. A key component of both wastewater and water planning initiatives is the future development of a beneficial reclaimed water system. It is estimated that at the end of the 50-year planning horizon, 35 to 40 million gallons/day of reclaimed water (approximately 75% of the total wastewater treated) will be used to augment Demon's water supply. The Beneficial Reuse Division will focus on developing a reclamation system which is capable of servicing large scale industrial and irrigation needs of the community. The composting operation will develop to handle the increased biosolid and brush wastestream from the community as well as adding other wastestreams to reduce loading to the City of Demon landfill. Water The City of Denton has successfully transitioned from a predominantly groundwater system to a surface water system over the last 50 years and is no longer dependent upon a depleting groundwater resource to satisfy community requiremems. The water rights from the surface supply sources owned by Demon, Lake Lewisville and Ray Roberts, will be fully utilized by 2015, depending on growth. An existing raw water comract with the City of Dallas will provide the raw water needed by the Demon community for the remainder of the fifty-year planning window. The Region C water planning effort has identified future surface water supply options for the Region C area. As potential surface water supply options develop, the primary policy issue is whether the City of Denton wants to be a partner or a raw water customer in water supply options. Currently, the City of Denton has always approached water supply opportunities as a partner. This approach does not always lend itself, in the short term, as the most cost effective approach to providing water resources. As water reservoirs develop further from the region, the cost of development and transportation drastically increase the cost to the customers. Only the larger water systems have the resources to participate as partners in these projects without substantial rate increases to the customer base. Other issues that are impacting the future of water systems are 1) the increasing cost of treatment due in part to more stringent water treatment standards 2) conservation and drought contingency efforts 3) aging infrastructure replacemem costs and 4) increased customer expectations for reliability and facility security.
