After determining that a quorum is present, the City Council of the City of Denton, Texas
will convene in a Work Session on Tuesday, April 27, 2004 at 11:00 a.m. in the North
Branch Meeting Room at the North Branch Library, at which the following item will be
considered:
Receive a report, hold a discussion, and give staff direction regarding the results
of the Citizen Attitude Survey and related information.

EXECUTIVE SUMMARY
The City of Denton commissioned the public opinion research firm of Raymond
Turco & Associates to conduct its periodic survey of citizen attitudes and to
evaluate public opinion. Dudng an 18-day period in October, 2003, the
scientific public opinion poll captured attitudes on a wide spectrum of city issues
and city-related initiatives. Below are listed the highlights from our analysis of the
project:

Ratings
Satisfaction with quality of life remains high (57% satisfied and 29%
very satisfied) but is eight percent lower than in 2001 (94%). Although
relatively !ow, dissatisfaction was also higher (5%-12%). In addition,

one-half of the sample (50%) rated the community as having
improved, which is in line with the findings of two years ago (49%-
50%). There was however, a higher percentage that rated
community improvement as having gotten worse (13%-23%).

Traffic congestion (29%) and street maintenance/repair and
growth/overdevelopment (both 15%) were most frequently noted as
the most important issues facing Denton today. For comparison
purposes, the top issues in the last survey were growth (32%), street
conditions (17%), economic development (11%), and traffic (8%).

More than two in three (69%) in this year's survey acknowledged
having access to a computer, while 31% said no. Access was higher
in District 1 than anywhere else.

inserts (69%), and local television stations (61%) to be the sources
respondents identified as utilizing most frequently to get information
about Denton. Comparatively, the top-rated sources in 2001 were
local newspapers (86%), word of mouth (79%), local TV stations (60%),
and city cable Channel (47%).

The fire depadment (80%-5%, 16.0:1), libraries (86%-6%, 14.3:1), and
emergency medical service (69%-8%, 8.6:1) were the services rated
most positive by residents this year. Overall, the average good and
excellent rating dropped from 70% to 60%, with the difference shifting
fo both fair and poor (20%-23%) and no opinion (10%-17%) responses.
With the no opinion responses taken out of the sample, the average
ratio of all service items declined from 3.5 to 2.6 to one.

As items of concern, residents appeared to focus on the issues of
traffic (37% major concern), speeding in their neighborhood (28%),
condition of major streets leading into their neighborhood (23%), and
· condition of streets (19%). Weeds and unmowed grass and drainage
(both 56%), houses in need of repair and adequate street lighting
(both 53%), stray and wild animals (51%), and trash and litter (50%)
were the neighborhood issues most often rated no concern to
Denton residents.

Regarding Long Term Benefits Of Road improvements By City Council

~ More than four of five (8l~) either agreed (56%) or strongly agreed
(25%) with the staten tent I believe that the long tern benefits of
road improvements outweighs the difficulties caused by
construction." Out of eight statements about activities involved with
(25%) with the statement "1 believe that the long term benefits of
by
city street reconstruction, the only statement to achieve majority
satisfaction was "that detours and alternative routes are clearly
marked" (66%-30%, 2.2:1). Five other statements achieved more
satisfaction than dissatisfaction, although the positive response was
less than 50%: "that the city limits the impact on businesses in the
area" (46%-39%, 1.2:1), "that the city informs citizens about the long-
term benefits of certain road improvement projects" (45%-38%, 1.2:1),
and "that the city provides construction updates on street repairs
and improvements" (46%-42%, 1.1:1). The statements that generated
more dissatisfaction than satisfaction were "that the city hires
companies that are capable of completing projects in the shortest
possible time" (32%-38%, 0.8:1) and "that the city solicits the opinions
of residents relative to prioritizing street projects" (35%-50%, 0.7:1).

Thidy-one percent of people sampled acknowledged having had
contact with a city employee during the past year, a 12 percent
decline since 2001 (43%). Those who had contact with a city
employee were most satisfied with "the coudesy of the person
answering the phone" (85%-13%, 6.5:1), "the people I worked with
showed pride in the work they were doing" (78%-13%, 6.0:1), and
"directed to the correct department for my concern" (83%-16%,
5.2:1). Conversely, they were least satisfied with "follow-up from the
city to ensure my concerns were addressed" (49%-33%, 1.5:1 ).

Action Statements
"Garbage is collected in a timely manner" (92%-5%, 18.4:1), "the city
works closely with the Denton lSD (62%-7%, 8.9:1), "Denton is a safe
community" (88%-10%, 8.8:1), and "the city is prepared to handle
emergencies and natural disasters" (72%-10%, 7.2:1) were the
statements related to the City Council's goals and objectives which
generated the most agreement from survey padicipants. The
statement that garnered the lowest level of agreement was "the city
keeps citizens informed about city business" (64%-31%, 2.1:1).

Forty-three percent of residents sampled rated the taxes paid to the
City of Denton either about right (40%) or Iow (3%). These
percentages are almost identical to those generated in 2001 (40%
and 2%).

Council District
In a planning exercise, street maintenance (44%), police (40%),
emergency medical service (34%), and fire department (33%) were
the services most frequently targeted to receive additional funding if
available. Conversely, Denton Municipal Airport (36%), street
signage (26%), and animal control (22%) were the top choices of
residents to have funding reduced if it became necessary.

Achons Based On Tax Or Fee Increase
Maintaining the current t[ash collection (77%-17%, 4.5:1), adding
additional police and flrefighters (67%-26%, 2.6:1), giving city
employees a raise (64%-26%, 2.5:1), and increasing the street
maintenance budget (62%-32%, 1.9:1 ) were the most popular actions
supported by residents, even if it might cause property taxes or fees
to be increased. Suppod was not there for longer hours at public
facilities such as libraries and recreation facilities (44%-50%, 0.9:1) or
hiring addition code enforcement officers (27%-61%, 0.4:1), not if it
led to taxes or fees being increased.

Maintaining quality of life (69%-17%, 4.1:1), working among
themselves to promote the community (61%-22%, 2.8:1), encouraging
economic growth (62%-24%, 2.6:1), and overall performance (63%-
26%, 2.4:1) were the activity statements about the Denton City
Council which drew the highest degree of satisfaction from city
residents. When compared to the benchmark ratings, note that
satisfaction is lower this year than in 2001 for seven of the eight
statements, most noticeably toward providing an adequate forum
for public input (69%-56%) and managing city funds (63%-50%).
