CITY OF DENTON CITY COUNCIL
September 20, 2004
After determining that a quorum is presem, the City Council of the City of Demon, Texas will
convene in a Special Called Work Session on Monday, September 20, 2004 at 12:30 p.m. in the
Council Work Session Room, 215 E. McKinney, Denton, Texas at which the following item will
be considered:
Receive a report, hold a discussion and give staff direction regarding the initiation of
voluntary residential cart refuse service.
Receive a report, hold a discussion and give staff direction regarding the placemem and
enclosure options for existing commercial dumpsters located forward of the front
building line.

Hold a discussion and give staff direction regarding City Council priorities relative to the
Denton Development Code including but not limited to development standards and
zoning categories.

SUBJECT

residemial refuse cart service.

enclosure options for existing commercial dumpsters located forward of the property from
building line.
BACKGROUND
The Solid Waste Department currently provides weekly residential refuse cart service to
approximately 3,050 Denton residences. Staff will present information concerning residential
refuse cart service, and the department's service recommendations concerning this type of
service.
New construction is required to meet current Denton Development Code requirements. The Code
does not address existing commercial business comainer location and enclosure requiremems.
There are numerous property locations within Demon's city limits where comainers are located
in areas where they could be moved to be in compliance with the Denton Development Code.
Additionally, there are locations in Denton where compliance with the current Development
Code cannot be met, and variances need to be established.
RECOMMENDATION
City staff is seeking the City Council's guidance and direction on the topics presemed.
The solid waste staff recommends providing up to 3,000 residemial bag customers with refuse
carts, for those customers wishing to change to cart service.
The city staff offers alternatives for consideration by the City Council on commercial comainer
locations and enclosure requirements.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
The City Council was presemed the City of Demon White Paper on Community Aesthetics on
January 13, 2004. This paper recommended keeping dumpsters out of the public view, and being
placed in enclosures.
The solid waste staff discussed residential refuse cart service and commercial dumpster location
issues at the City Council meeting of January 27, 2004.
On July 20, 2004, Captain Housewright presented to the City Council a presentation on Code
Enforcement Procedures, which included discussion of bulky items, and trash and debris
violations.
FISCAL INFORMATION
Direction and guidance provided by the City Council may impact existing or future solid waste
departmental budgets.
