CITY OF DENTON CITY COUNCIL
November 7, 2005
After determining that a quorum is present, the City Council of the City of Denton, Texas will
convene in a Special Called Meeting on Monday, November 7, 2005 at 11:30 a.m. in the Council
Work Session Room, 215 E. McKinney, Denton, Texas at which the following items will be
considered:
1. Receive a report, discuss, and provide guidance on the implementation process to provide
citywide residential cart service.
2. Receive a report, hold a discussion and give staff direction regarding the proposed
Downtown Multimodal Station, Catalyst Project and the proposed South Transit Station
in the MayhillBrinker Road area.
Following the completion of the Special Called Meeting, the Council will convene in Closed
Session to discuss the following:
A. Deliberations regarding Real Property Under Texas Government Code Section
551.072 and Consultation with Attorney Under Texas Government Code
Section 551.071.
1. Deliberate the purchase and value of real property interests for the
proposed Downtown Multimodal Station and Catalyst Project and the
proposed South Transit Station in the MayhillBrinker Road area, which
acquisitions are for public purposes. Receive legal advice from the City
Attorney or his staff concerning legal issues regarding the acquisition
and/or condemnation of such real property interests.
NOTE: The City Council reserves the right to adjourn into a Closed Meeting on any item on its
Open Meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended,
including without limitation, Sections 551.071-551.086 of the Texas Open Meetings Act.

SUBJECT
Receive a report, discuss, and provide guidance on the implementation process to provide city-
wide residential refuse cart service.
BACKGROUND
At their meeting of September 20, 2005, the City Council approved the fiscal year 2006 Solid
Waste budget, which provides for the city wide conversion to residential refuse carts.
The Solid Waste Department continues to place refuse carts in the field as Denton's citizens
request them. Currently there are approximately 12,000 residential refuse carts in the field.
The Solid Waste Department's city wide refuse cart implementation plan involves the following
main work areas:
• Cart Procurement
• Cart Assembly
• Cart Distribution
• Public Education Plan
• Operational Changes
OPTIONS
City Council recommendations will be incorporated into the residential refuse cart
implementation plan.
RECOMMENDATION
Staff is continuing with the refuse cart implementation plan and desires to implement the plan as
recommended by the City Council.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
The Public Utility Board reviewed the residential refuse cart Public Education Plan at their
meeting of September 12, 2005. Their recommendations were incorporated into the plan.
FISCAL INFORMATION
The cart implementation plan is funded through the FY 2006 Solid Waste and Public Information
Office operations budgets. Refuse carts are in the Solid Waste Department's Capital
Improvement Program and are funded through bonds.

SUBJECT
Receive a report, hold a discussion an give staff direction regarding the proposed Downtown
Multimodal Station, Catalyst Project and the proposed South Transit Station in the
MayhillBrinker Road area.
BACKGROUND
At the City Council Retreat earlier this year Council gave staff direction to begin reviewing land
acquisition issues for the proposed Downtown Multimodal Station and the proposed South
Transit Station in the MayhillBrinker Road area.
Staff has conducted a preliminary review of the issue and has identified two primary areas for
discussion. First, the proposed location of the Downtown Multimodal Station, in correlation
with the Downtown Master Plan, demonstrates a station to be located within '/z mile of the
Hickory Street intersection with the Union Pacific Rail Line near the Visual Arts Center.
Economic development and funding partnerships may be available should this project be
combined with the proposed Downtown Catalyst project outlined in the presentation provided by
RTKL & Associates on September 13, 2005. The second area of discussion will focus on the
benefits of initiating the land acquisition process for the proposed station located south of Loop
288 in the Mayhill and Brinker Road area.

PRIOR ACTION/REVIEW:
The Regional Transportation Council approved $7.495 million in project funds for the DCTA for
two stations along the proposed route, one each for Denton and Lewisville. Paris Rutherford,
RTKL & Associates, has made presentations to the City Council and the Downtown Task Force
on an economic development project that may correlate with the proposed Downtown
Multimodal Station.
