McKinney, Denton, Texas at which the following items will be considered: NOTE: A Work Session is used to explore matters of interest to one or more City Council Members or the City Manager for the purpose of giving staff direction into whether or not such matters should be placed on a future regular or special meeting of the Council for citizen input, City Council deliberation and formal City action. At a Work Session, the City Council generally receives informal and preliminary reports and information from City staff, officials, members of City committees, and the individual or organization proposing council action, if invited by City Council or City Manager to participate in the session. Participation by individuals and members of organizations invited to speak ceases when the Mayor announces the session is being closed to public input. Although Work Sessions are public meetings, and citizens have a legal right to attend, they are not public hearings, so citizens are not allowed to participate in the session unless invited to do so by the Mayor. Any citizen may supply to the City Council, prior to the beginning of the session, a written report regarding the citizen’s opinion on the matter being explored. Should the Council direct the matter be placed on a regular meeting agenda, the staff will generally prepare a final report defining the proposed action, which will be made available to all citizens prior to the regular meeting at which citizen input is sought. The purpose of this procedure is to allow citizens attending the regular meeting the opportunity to hear the views of their fellow citizens without having to attend two meetings. 1.Presentation by Samuel R. BACKGROUND Current levels of TxDOT maintenance are: fourfour I-35E – mowed times per year; litter pickup is times per year threeone I-35 – mowed times per year; litter pickup is time per year. threeone to two Loop 288 – mowed times per year; litter pickup is times per year. In 2001, Keep Denton Beautiful worked with TDOT to increase the number of I-35E mowing five nine cycles toand the number of I-35E litter pickups to , but this improvement lasted approximately 20 months. Per TxDOT, volunteers and community service workers are prohibited from picking up litter on the three major interstates in Denton due to liability issues. Only paid personnel, whether in- house or contracted, are permitted to work on these three roadways. OPTIONS Council can elect to fund all or part of this package now, or defer this discussion and consider this package during the 2008-2009 budget process. RECOMMENDATION It is recommended that the City of Denton contract for services for the ongoing, regular maintenance (mowing and litter abatement) of the three major interstate roadways in Denton, ie. I-35E, Loop 288 and I-35. FISCAL INFORMATION The fiscal impacts will depend on the extent of the contracting. Please see Exhibit 1 for further detail. BACKGROUND The City of Denton City Council gave staff the approval to proceed with the design of the first phase of the Public Safety Training Facility on July 17, 2007 with the estimated costs as shown in Table 1. Staff is seeking the Council direction on the final selection of an architect and approval to proceed with contract negotiations. The Selection Committee consisted of representatives from the Fire Department, Police Department, North Central Texas College (NCTC), Purchasing, and Facilities Management. The membership of the initial committee was made up as follows: Police Roy Minter, Paul Abbott, Tom Woods, Bobby Smith and Cleo Birckbichler Purchasing Tom Shaw and Karen Smith NCTC Lee Ann Nutt and Ozro Henderson 1 Facilities Management Herman Lawson Fire Ross Chadwick, Brad Lahart, Joel Fuller (Brad), Brian Cox, and David Hickman A Request for Sealed Proposals was developed (RFSP #3859), which is attached (excluding the Master Plan), and distributed. The City received seven proposals from the architectural firms listed below. Brinkley Sargent Architects Cole & Russell Architects Kirkpatrick Architecture Studio Perkins & Will PGAL Architects Phelps, Wood, SHE Architects SHW Group The Selection Committee (voting members made up of Roy Minter, Paul Abbott, Tom Woods, Bobby Smith, Cleo Birkbichler, Brad Fuller, Brian Cox, David Hickman, Tom Shaw, Karen Smith, and Lee Ann Nutt) met on September 5th, 2007 to review the submitted proposals and ranked the proposals with a total scoring system based on 40% Fire, 40% Police, 10% Purchasing and 10% NCTC. Each proposal was compared and evaluated by the Selection Committee on the following: 1. use comprehensive public safety training facilities including but not limited to burn buildings, fire training towers, classrooms, swift water rescue, firing range designs, shoot houses and driving tracks. 40% of total evaluation. 2. projects successfully for -time, on-budget and long-term sustainability. 20% of total evaluation. 3. Demonstrated ability to work successfully with local jurisdictions with their unique development plans and building process. 10% of total evaluation. 4. Qualification of the proposer and ability to perform the work which may include LEED certification. 20% of total evaluation. 5. Creative Approach. 10% of total evaluation. 2 Table 2 shows the final ranking from the collective Group Evaluation Sheets. The Selection Committee (voting members made up of Paul Abbott, Tom Woods, Brad Fuller, Brian Cox, David Hickman, and Ozro Henderson) interviewed the top three firms on October 2nd, 2007. The representative from the Purchasing Department was ill on the day of the interviews. Each of the three firms made a presentation and responded to the following questions: 1. The City of Denton is going to make a substantial investment in a training facility. How do you plan on making this facility unique while exceeding our needs and expectations? 2. The City of Denton has invested a large amount of money in a Master Plan. What do you think about the layout and design? Specifically is there anything that you would suggest changing and/or anything that does not make sense? 3. Will all of the training facilities meet or exceed all codes, regulations, guidelines, etc. including but not limited to NFPA, etc. that you will be proposing? 4. The City of Denton wants to complete this project on a tight timeframe. What are your capabilities in completing this project quickly and/or suggestions to move this project forward quickly? 5. Many of your main team members are based out of the state. How often will the main team be in Denton? What will the turn-around time be between meetings and changes? 6. During construction, how often will an architect be on-site and/or available for questions from the general contractor and/or owner? 3 Will this architect be able to make informed decisions and give the general contractor direction? 7. The City of Denton wants to be a good steward to our property and our neighbors. Will there be potential impact on the surrounding properties from: The shooting range Burn facilities Other facilities on-site What are you ideas to minimize and/or eliminate any potential neighborhood impact? 8. What kind of the following facilities have you been involved with (and to what extent) or seen that truly enhance the total training experience and what makes them special? What is the City of Denton missing in the Master Plan that you would suggest to make this truly a first-class training facility (of course while staying within budget)? 10. The property currently does not have natural gas (we are using propane); will this affect your abilities in designing and building any of the facilities? 11. The City of Denton spent approximately $212 per square-foot in building the nd LEED Certified Gold fire station. While no actual decision has been made whether or not to seek LEED certification on this project, what is your experience with LEED projects and/or using design aspects for energy efficiency, utilizing recycled material, etc? 12. The RFSP refers to a potential Swift Water Channel as an option. How would you go about designing a safe and effective training prop for this? 13. The Fire Department buildings. What is your history in designing such buildings and there expected life spans? 14. The Fire Departmentburn tower and a two-story house with multiple gas props in each. In addition, we are also looking at 4 incorporating a two-story Class A and flashover chamber into the facility that would most likely be a container type of system. What are your thoughts about this or does it make more sense to build a single combination Class A and B building? 15. Please be prepared to explain some of the details incorporated in burning buildings/towers. 16. Have you ever built a team-building ropes course? 17. What are some ideas for training facilities that you have wanted to do (but never have), seen, and/or improve on that given the opportunity in Denton you would like to design? In addition, the following questions were submitted by the Police Department: 1. Considering the multi-use nature of this facility: What do you see as the most important issues of consideration in the project? In terms of classroom/facility design, what ideas do you have for creating a state- of-the-art learning environment in our facility? Which of your recent projects best illustrates that? 2. Which of your most recent projects illustrates your strong information technology capabilities and creativeness? 3. What past projects are the best examples of your experience designing and/or building police firing ranges and shoot houses? 4. The frequency of activities at the facility sometimes into the night - will certainly cause concern for the adjacent neighborhoods over increased vehicular traffic, noise from the various props and firing range - not to mention safety concerns over the range. How do you plan to work with the neighborhoods in the vicinity of the training facility to alleviate their concerns? 5. Is your firm prepared to emphasize the use of local contractors and suppliers when feasible? 6. During the building process, how does your firm conduct an on-going evaluation of progress and quality control? 5 Based on presentations and responses to the Selection evaluation of the three interviewed architectural firms is shown in Table 3. If a contract cannot be agreed upon with PGAL, the Committee will negotiate with the next firm, Perkins & Will. GENERAL INFORMATION Project Title: A. Architectural/Engineering Services for Public Safety Training Facility Project Location: B. South West Corner of Bonnie Brae and Vintage Parkway City and County of Denton State of Texas Project Intent: C. 1. The City of Denton has purchased 88-acres for a combined Public Safety Training Facility and Fire Station #7 on the south west corner of Bonnie Brae and Vintage Parkway. The site currently has a recently completed Fire Station (Fire Station #7) on it which is currently going through the LEED Certification process. 2. architectural/engineering for the design and construction of a Public Safety Training Facility. This project is unique in that a Master Plan for a Police Department and Fire Department Training Facility with training and administrative offices, firing range, burn building, fire tower, driving track, classrooms, a large community/training, etc. has already been completed (See Attachment #1 ). The selected architectural/engineering firm may use the Master Plan as a general outline for basic facility layout right to add and/or remove items to the scope of services. The selected architectural/engineering firm may also suggest alternatives to the Master Plan. 3. The selected Proposer will be required to work closely with the Owner throughout the process as well as effectively interacting and communicating with members of a select Police Department, Fire Department, North Central Texas College (NCTC), etc. Design Team. 4. Therefore, the selected Proposer must include a combination of experience in public safety training facility design and construction, including state of the art firing ranges and live fire training. Also the estimates of Operations and Maintenance annual costs to operate the new building, maintaining the building, and securing the building in a safe manner, i.e., may include fiber, telephone utility, etc. 5. Satisfying all City, State, Federal and recognized standards (Ie: NFPA, EPA, etc.) for planning and building requirements especially as they may relate to fire and police training facilities. 6. Examining possibilities of designing facilities based on the principles of sustainability and energy conservation. 7. Bidding for construction will be sent out and received by the City of Denton Purchasing Department as per State statute. The recommended firm will be expected to attend: numerous City of Denton Public Safety Training Facility meetings, some Community meetings, some Planning and Zoning Committee meetings and some City of Denton City Council meetings. (2) A large conference room, small meeting room and break area and suitable restroom/locker facilities. b. Classroom facility portion: (1) Layout and design to be determined with the following criteria considered as a minimum: -Multiple classrooms of varying sizes -Locker room facilities -Possible fitness room -At least 1 classroom should be able to be converted into an EOC -Building must be designed for potential future expansions c. d. Page 7 REQUEST FOR SEALED PROPOSAL 3859 REQUEST FOR SEALED PROPOSAL 3859 City of Denton City of Denton Architectural/Engineering Services for Public Safety Training Facility Architectural/Engineering Services for Public Safety Training Facility Proposals will be compared/evaluated on the basis of the following: 1. planning, designing, and constructing joint use comprehensive public safety training facilities including but not limited to burn buildings, fire training towers, classrooms, swift water rescue, firing range designs, shoot houses and 40% driving tracks = 2. es but is 20% not limited to on-time, on-budget and long-term sustainability = 3. Demonstrated ability to work successfully with local jurisdictions with 10% their unique development plans and building process = 4. Qualification of the Proposer and ability to perform the work which may 20% include LEED Certification = 10% 5. Creative approach = Interviews will be conducted by an evaluation committee, who will then make the final recommendation to City Officials for approval. Method of Award: C. 1. Following the deadline for receipt of proposals, all proposals submitted will be analyzed and reviewed by Owner. The Owner reserves the right not to accept any proposal, or to reject any or all proposals and to waive defects or irregularities in any proposal, at its discretion. The Owner will select the Proposer, who at the sole discretion of the Owner, is the most responsible and beneficial Proposer to the Owner and will then have the right to negotiate a contract based on all factors involved in the proposal. 2. After selection, the successful Proposer and the Owner will then negotiate and complete all necessary documentation and contracts. During contract development and negotiation, the successful Proposer shall not contact any Owner official except t behalf during this process. If a successful agreement cannot be reached with the first selected Proposer, the Owner will then negotiate with the next Proposer and continue this process until an acceptable agreement is reached.
