After determining that a quorum is present, the City Council of the City of Denton, Texas will
convene in Council Follow-Up Planning Session, on Monday, January 7, 2008, at 8:30 a.m. at
the Denton Civic Center, 321 E. McKinney, at which the following will be considered:
ITEMS FOR DISCUSSION:
Receive an update, discuss and give direction concerning the long and short term goals
and objectives of the city, including without limitation, goals and objectives related to
city services, finances, budget, planning, zoning and development, operations,
environment, transportation, intergovernmental relations, boards, commissions and
committees and meetings.
2. Receive a report, hold a discussion and give staff direction regarding development issues.
3. Receive a report, hold a discussion and give staff direction regarding the quarterly
financial report.
NOTE: The City Council reserves the right to adjourn into a Closed Meeting on any time on its

Re: Status of Various Drainage Projects
On October 2, 2007, City Council approved the sale and delivery of $7,065,000 in certificates of
obligation (COs) for the construction of various drainage improvements throughout Denton (the
total shown includes issuance costs for the bonds). The FY2007 - FY2008 budget included a
one cent tax increase per $100 of property valuation to support the issuance of the COs. The
agenda information sheet (AIS) from the October 2, 2007 meeting is attached for informational
purposes.
This memorandum is intended to provide a brief update on the progress and status of the projects
set forth in the AIS:
1. Mingo Road and Paisley Box and Channel ($450,000) -Survey complete. Project under
design with an outside consultant.
2. Ector Street Storm Drain ($900,000) -Survey complete. Project to be designed by in-
house personnel.
3. Kings Row at Cooper Branch ($350,000) - No progress to date. This project is located
immediately downstream of the area of the Cooper Creek Basin currently under
analysis/design with an outside consultant (see update on Cooper Creek Detention Basin
#2 below), so some amount of delay can be expected prior to receiving preliminary
results from that design work.
4. Magnolia Street Drainage ($650,000) - Staff is involved in preliminary discussions with
an outside consultant to perform this work.
5. Cooper Creek Detention #2 ($1,340,000) and Cooper Creek Channel Improvement
(Mingo Rd Area) ($850,000) -The scopes of these projects have expanded to include an
analysis of possible overall flood mitigation activities in this basin, including the
construction of detention ponds and channel improvements to reduce flooding potential
along Cooper Creek. A contract with an outside consulting firm has been executed, and
staff is gathering data for the consultant's use. In addition to the above analysis and
future proposed improvement projects, the City of Denton has recently conducted
channel maintenance activities along approximately 2,500-feet of Cooper Creek from
Hwy. 380 at Loop 288 up to the Craig Lane and Emerson Street area.

The City removed approximately 135-tons of dirt, trash and underbrush from the channel
and delivered that material to the landfill. The City also removed and delivered an
additional 10,000 cubic-yards of tree and wood debris to the landfill for compost
purposes. This channel maintenance work was completed inmid-November of 2007.
6. Pecan Creek Improvements -These projects include Channel Modeling ($210,450),
Channel -Locust to Elm ($355,500), Channel -Elm to Sycamore ($1,063,500), and
Locust Diversion 9' by 5" Box ($1,099,500) -The City has retained an outside
consultant to perform the analyses and preliminary designs associated with these projects.
A preliminary report is due from the consultant in mid January 2008, and the preliminary
design and CLOMR submittal for FEMA is targeted for completion in Apri12008.
Although funding for these efforts did not become available until November 2007, staff has
made progress in moving them forward. Staff's efforts have been somewhat hampered by the
resignation of the Senior Drainage Engineer and Floodplain Administrator, Ed Witkowski, P.E.
However, Senior Engineer Chad Allen, P.E. has assumed Mr. Witkowski's'duties, and the Utility
and CIP Engineering staff continue to make progress with the projects. The department has
hired a new engineer that will start on January 7, 2008 that should help in these efforts.

Subject: Airport Financial Management Plan
The attached information represents the continued effort to development a financial management
plan for the Airport operation that accurately reflects future planning and development activities.
This draft document is awork-in-progress and is provided to solicit guidance and direction from
Council. Given the potential development and associated resources available to the airport
operation, Council's direction related to capital project construction, infrastructure expenditures,
revenue producing capital and gas well revenue application are just a few of the decisions that
will enable the airport operation to reach its full potential as an enterprise operation.
As indicated, the document is intended to be the framework for additional development and
refinement as a long term strategic planning document to assist in the decision making process.
Once we feel that we have the basic components of a financial management tool that is supported
by Council, it will be presented by staff to the Airport Advisory Board (AAB) for additional
refinement. This approach will clearly define the expectation by Council and the AAB
concerning future development of the airport facility.

DENTON AIItPORT DEVELOPMENT PLAN
January 7, 2008 -Council Retreat
SUMMARY
As part of the September 2007 City Council Retreat, staff presented City Council with a
proposed action plan that directed efforts to an end goal of the airport becoming financially self-
sufficient while continuing to develop the Denton Airport as the North Texas Airport of Choice.
Much of the discussion in the proposed action plan focused on managing the current growth
trends at the airport, completing infrastructure improvements that promote continued
development and identification of services that complement community growth and expansion.
BACKGROUND
In 2003 an airport master plan study was completed with the assistance of a 90:10 federal grant
administered by the Texas Department of Transportation (TxDOT). In less than five yeazs, many
of the short-term goals of the demand-based planning document have either been completed or
aze in process. These projects aze identified in the Recommended Development Program graphic
in the attached Airport Master Plan Executive Summary and include action on the following
short and intermediate term projects:
• Construction of the new terminal building and pazking lot
• Expansion of the terminal apron
• Land acquisition and design phase of runway extension
• Realignment of primary taxiway and installation of taxiway lighting
• Enhanced airport entrance
• Design phase of taxiway extension and partial utility infrastructure
• Installation of 6,000 feet of perimeter security fencing (Phase I)
Pursuant to TxDOT grant assurances, changes in the development of the airport infrastructure
require certain components of the airport master plan to be updated. Additionally, updating the
Airport Master Plan, to include a correlating business plan, will be essential to facilitating
positive future growth on the airport. Since TxDOT and the FAA will have limited funds in the
neaz future, staff recommends the use of local funds to facilitate this plan with the understanding
that local contributions above the traditional ten-percent may be applied as an in-kind match on
future TxDOT projects. The update to the airport master plan will enhance planning
opportunities taking into account the recent growth trends and examining the market niche for
the Denton Airport to include air cazgo and limited commercial charter service. Furthermore, a
more refined development strategy for the west side will be considered with a focus on phased
airside and landside infrastructure. This update will better assist staff in developing a financial
management plan to assist in the implementation of future infrastructure and programs that will
impact the future of this facility and community.
Staff is currently developing a 10-yeaz proforma with an emphasis on unprogrammed projects in
the 2003 Master Plan and projects or programs that will both increase airfield capacity and
enhance revenue opportunities on the airport. This draft proforma should be viewed as a

framework for a financial management plan that will enhance planning decisions with an end
goal to transition the airport to an enterprise fund operation. The proforma outlines current and
future revenue streams, addresses future funding needs and contemplates the utilization of gas
well revenues to advance revenue generating capital projects.
The development plan proforma demonstrates scheduled revenues resulting from anticipated
development of the east and southeast development areas of the airport. The proposed
development plan considers additional lease revenue to be generated from agreements currently
under review as well as phased development of the SE development area and limited west side
development in the out years. New general aviation and corporate pad sites will be phased in
with the completion of the SE Taxiway Extension Project (FY 2010), currently under design,
along with proposed road and utility infrastructure. The attached draft Airport Proforma and
Denton Airport Probable Funding CIP sheet demonstrates a proposed development plan for
needed infrastructure highlighting the estimated local share on the Probable Funding Sheet. The
development plan also takes into account increased operating and maintenance expenditures
relating to the proposed expansion of infrastructure along with the addition of staff. It is
important to note that the proposed plan demonstrates that these revenues will not provide
sufficient revenue to eliminate general fund transfers.
Gas well revenue reserve in this plan is based on the past performance of the existing three wells
and a proposed total of nine producing wells. The estimated revenue was generated based on
establishing an 18-month average volume and associated average shaze price per unit over the
period. The projections anticipate each well to produce at 33-percent of maximum production in
the first yeaz due to the timing of each well. Maximum volume is projected to occur in the
second year of production with a 25-percent decline of maximum volume for yeaz three, 49-
percent decline of maximum volume in year four and cone-percent decline from yeaz four
volume every year thereafter. Finally, all future wells will be drilled from existing gas well pad
sites to limit impact on aviation related development opportunities.
Where possible, Airport Management recommends capitalizing on grant funding as a first
priority. However, because the current budget status of the FAA and TxDOT, it may be
appropriate to consider local funding to facilitate desired programs and infrastructure
improvements on a timely basis. The Airport Proforma and Denton Airport Probable Funding -
CIP sheet were developed based on the fact that the FAA and TxDOT will program limited
matching funds in the next seven yeazs for future projects at the Denton Airport other than the
two projects underway, Runway Extension and SE Taxiway Extension. The construction phase
of the runway project is currently estimated at $8.7 million, $7.83 million 90-percent match, and
the design and construction of the taxiway project is estimated at $1.63 million, $1.47 million
90-match. TxDOT Aviation Director Dave Fulton recently stated that the Aviation Division is
over programmed for the next three yeazs and funding will be tight as TxDOT reacts to inflated
construction costs on projects throughout the state and reduced federal assistance. With this
understanding, the probable funding sheet does not anticipate significant matching funds in the
first three yeazs of the plan.

This draft profonna is intended to provide Council and management an initial plan to assist in
advancing stated and proposed development goals for the airport. As discussed, updating the
airport master plan is a first step that will greatly enhance the capability of staff to better evaluate
proposed infrastructure projects and programs, and further refine the financial management plan
for the airport. The current proforma demonstrates the need to develop additional revenue to
reduce general fund support and transition the airport to a general fund operation. A refined
financial management plan will certainly look at maximizing existing grant opportunities with
both TxDOT and the FAA as well as creating future grant opportunities by demonstrating the
economic value of each project.
PROJECT RECOMMENDATIONS
In order to develop the airport as a first class general aviation center with a focus on corporate
executive services, limited air cargo operations and capitalize on the current growth trend at the
airport, it is recommended that the following capital improvement projects be facilitated in the
very short-term (3 years):
• Installation of radar equipment in the air traffic control tower.
• Facilitate SE Taxiway Expansion project with TxDOT, Aviation Division and complete
complementary road and utility Infrastructure.
• Facilitate 1,000 foot northward extension of Runway 17 to address non-standazd FAA
runway safety areas and increase capacity.
• Initiate perimeter security fencing and enhancements to improve safety and security of
airport operations.
• Fund an update to the 2003 Denton Airport Master Plan to include a utility and business
plan component that will transition the airport to an enterprise fund operation and guide
west side development.
• Tower equipment replacement.
PLANNING & REVENUE ASSUMPTIONS
- Federal, state and local funding assumptions outlined in CIP -Probable Funding sheet.
- Lease revenue to grow at 2.5% on established lease agreements.
- Gas production estimates for first year are for 4 months and produces in the future yeazs
based on the following capacity percentages: 100% -year 2, 75% -yeaz 3, 51% -yeaz 4
and 1% decline per yeaz thereafter.
- Gas well revenue projections based on history 18 month average of volume.
- Real property values increasing at 5% per year.
- O&M increase at 2% per year.
- Indirect allocation and internal transfers increase at 3% per year.
- O&M expenses account for the increase in staff by three FTEs (four positions). Expenses
aze shown for yeaz implemented and incorporated into O&M in following yeazs.
- Future radar O&M (excluding electricity) and upgrades to be funded by FAA.
- Customs services to utilize Terminal office space.

PLANNING PROCESS
The City of Denton owns and operates the Denton
Airport. The Denton Airport Master Plan was
coordinated with the City of Denton and a Planning
Advisory Committee (PAC), whose role was to review
the plan as it was developed and to offer comments
and suggestions. The PAC was comprised of Denton
Airport Board members, on-airport businesses, city
representatives, community leaders, and other city
officials. The findings and recommendations of the
planning process were also shared in a series of public
meetings where input was solicited from local citizens.
The Master Plan proposes a development schedule
which is demand-based rather than time-based.
Planning horizon milestones have been established for
certain levels of activity that will call for consideration
of implementing the next step of the Master Plan. The
key to this method of planning is the capability to either
speed up or slow down facility development according
to actual need, rather than specific dates. As a result,
the plan will provide the City with a fiscally responsible
schedule in achieving development goals. The planning
horizons and the highlights of the capital improvement
program are outlined here.

RECOMMENDED PLAN
The Master Plan for Denton Airport determined that
operational runway length requirements of business jets
exceed the current runway length. It was also
determined that the south end of Runway 17-35 did not
conform to the existing FAA safety area standards. It
was therefore recommended [hat Runway 17-35 be
extended to the north in the short term to offset the loss
of operational length to the south required to meet FAA
standards. The plan calls fora 1,500-foot northerly
extension, while displacing the south runway threshold
700 feet for runway safety area requirements. As a
result, Runway 17-35 would provide 6,800 feet for
landings and for take-offs to the south. For take-offs to
the north, the runway would provide the full 7,500 feet
for operational use.
Taxiway improvements are also planned for Denton
Airport. Taxiway A will be straightened to provide a full
length parallel taxiway on the east side of the runway.
In addition, this improvement will provide increased
room for aircraft circulation on the main apron
adjacent to the terminal building. Other improvements
include the construction of a new westside taxiway
extending from the south end of Runway 17R-35L to
the northern end of Runway 17R-35L.
Early emphasis in the master plan is to construct or
remodel the terminal building and expand the main
aircraft parking apron. Another key short term project

north and displacement of the Runway 35 threshold by
700 feet. This shift is required to fully comply with FAA
regulations covering safety areas. The short term plan
also includes the development of a full length parallel
taxiway on the east side of Runway 17-35. Other early
projects include pavement rehabilitation, and road and
parking lot construction. Remaining focus in the plan
lies with the reconstruction of airside pavement
including runways, taxiways, and apron area.
Intermediate and long term developments focus on
additional hangar improvements on both the east and
west sides of the runway. The long term plan considers
the development of a parallel runway/taxiway system to
provide airport capacity relief. This development will
allow for additional aviation development on the west
side of the airport.
The master plan also includes development of areas not
required for use by aviation. These plans focus on two
primary areas, to the east and west. These areas have
been planned for both aviation and non-aviation
industrial/commercial uses. It is envisioned that the
Westside development would be spurred by the
extension of Loop 288 which is planned to run north
and south approximately two miles west of the airport.
CAPITAL IMPROVEMENT PROGRAM
The financial commitment required to implement the
proposed improvements included in this master plan
totals nearly $31.5 million over the planning period.
Most of these projects are eligible for aid from TxDOT.
In fact, over 85 percent of the total cost, or $26.8
million is eligible for grant funding from TxDOT.
Approximately $S million of the total cost will be the
responsibility of the City of Denton. This total is nearly
evenly split between the short term and the
intermediate/long term planning horizons.

ECONOMIC BENEFITS
Besides providing aviation services to the City of
Denton and the northwestern portion of the Metroplex,
the Denton Airport provides an important economic
impact. The airport and its operations create jobs,
produce income and influence the regional economy.
In conjunction with the master planning efforts, an
economic benefit study was undertaken.
Quantitative Benefits
Airports benefit the regional economy through
revenues, earnings (salaries), and employment
associated with aviation-related activity both on and
off the airport. There are three types of economic
benefits associated with activity at an airport such as
Denton Airport.
Direct Benefits are created from the supply of
aviation goods and services on the airport by
fixed base operators (FBOs), flight instructors,
mechanics and airport administration.
Indirect Benefits are created by visitors who
arrive via the airport for business or personal
reasons and spend locally for food, lodging,
entertainment, etc.
Induced Benefits are created by multiplier effects
as spending recirculates within the community.
Nonquantitative Benefits
Airports create significant social and economic
benefits that are not as easily measured. Air
transportation allows freedom for individuals to travel
to satisfy their personal preferences and needs, and
make the local economy more competitive, providing
businesses ready access to markets, materials and
international commerce. Airports also bring essential
services to the community such as enhanced medical
care, law enforcement and just-in-time cargo delivery.
These capabilities raise the quality of life for residents
and maintain a competitive environment for economic
development.
Summary
Aviation activity at Denton Airport generated 250 jobs
for the area with an annual payroll of $3.8 million in
2002. The airport's impact on gross revenues in the
area is $18.6 million annually. The impact of Denton
Airport is even more far-reaching than the area
employment and gross product that can be measured.
Services provided by aviation are often overlooked or
taken for granted but affect the lives of nearly everyone
in the region. More importantly, the airport is
necessary for Denton area businesses to compete in

the world marketplace and for the City of Denton to
compete for business within the Metroplex. Total

DENTON AIRPORT: THE NORTH TEXAS AIRPORT OF CHOICE
Denton Airport (DTO) is the premier general aviation facility for
North Texas, offering a full range of aeronautic services. DTO serves
a number of major companies for transportation of cargo, personnel,
prospective clients. The Airport is also the base of operations for law
and search and rescue operations, including CareFlite.
As one of only three FAA-designated super-reliever airports in Texas, Denton
