RESOLUTION NO. �O � Z-OOg
A RESOLUTION CREATING A SPECIAL CITIZENS BOND ADVISORY COMMITTEE
FOR THE PROPOSED 2012 STREET BOND ELECTION; ESTABLISHING A CHARGE
FOR THE COMMITTEE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council has determined that the improvement of the City of
Denton's street infrastructure is of major importance to the City; and
WHEREAS, the City Council significantly increased street maintenance funding in the
FY 2011-12 adopted budget; and
WHEREAS, the City Council wishes to ask the citizens of Denton to consider
authorizing the issuance of $20 million in General Obligation bonds in November 2012 for the
purpose of reconstructing existing streets in the community over the next five years; and
WHEREAS, the City Council has determined that it would be advisable to create a
Special Citizens Bond Advisory Committee to provide recommendations on the specific projects
that may be financed with the General Obligation bonds; and
WHEREAS, in 2006, the City Council has previously approved a public art policy which
states "The City of Denton shall include a base of 2% for the arts from all future Capital
Improvement Programs, with the option and flexibility to increase to a 4% maximum, based on
needs and economic conditions."; and
WHEREAS, the City Council wishes to have the Special Citizens Bond Advisory
Committee evaluate whether the public art policy should be applied to the proposed street bond
issuance; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. A Special Citizens Bond Advisory Committee shall be composed of
twenty-one (21) persons who shall reside within the City of Denton, three of whom shall be
appointed by each member of the City Council. The Committee shall perform its functions in
accordance with this resolution as directed by the City Council.
SECTION 2. Marty Rivers and Tim Crouch are hereby appointed co-chairpersons of the
Special Citizens Bond Advisory Committee. The Special Citizens Bond Advisory Committee
shall determine which of the said appointed co-chairpersons shall serve as chairperson and vice
chairperson of the Committee.
SECTION 3. A Special Citizens Bond Advisory Committee sha11 make
recommendations to the City Council on street reconstruction proj ects and whether or not the
public art policy should be applied to this bond authorization to be considered by the public in
the November 2012 election.
SECTION 4. �This resolution shall become effective immediately upon its passage and
approval.
