The Denton County United Fund Executive Committee should be asked to consider making a grant of a few thousand dollars from the reserve funds of the organization to be used as part of the equity funds for developing new facilities for both the Day Nurseries. It might be possible for this committee to committ itself to making a portion of each fund drive over the next few years include funds to use for debt service for the construction of two new centers. i City of Denton.... . Exploration needs to be completed on the possible agreement of the City to furnish land or labor to dt:veloo a site for new facilities for the two Day Nurseries, Coordination of this program with other programs involving social services needs to be handled. The city may )i be the nub c body through which application for Federal Funds could be made. County of Denton Contacts need to be made as to areas of cooperation open between the officials of Denton County through their programs of social significance i t r N'wVk 1 Uaryp Pa,c r no%'7 in bClny' and this pl O~ra:.1 ac It cuvclops. This will assist us in ascertaining which companies have increased pools of labor available to then, due to the day nurseries operating. Housinn and Horne Finance Agency of the Dopartment of Housing and Urban_De"' el 021112 n This program is under Section 703 of the Housing and Urban Development Act of 1965, It authorizes federal grants to assist in financing the development costs of neighborhood facilities for accommodating programs of community service. The grants may not exceed two thirds of the development cost of the facilities or three fourths in an area designated as a redevelopment area under Section 401 of the Public Works and and Economic Development Act of 1965. , I Our contact on this will be through the Housing and Home Finance I z Agency office in Fort Worth, 'Texas, We would work through our city officials. We already have in hand the forms to use in making the j application. If such a program was used, the building would want to be erected for ' instance close to the present building in the Fred Moore area, It ? would be so designed that it could be used not only for day care and child development programs but also for such things as; Welfare Services , Volunteer Community Service Programs , Remedial and non curricular education programs, Employment, job training and counseling services. Health and vocational rehabilitation services, Well Baby or Dental Clinics, Etc. It is important under this program that the facilities used or built be located in the neighborhood of those of low or moderate income who can use them easily, One thing was pointed out over and over to me by those whom I contacted in the Washington agencies.. , and that was, , , keep your facilities in the physical area where the people who use them can get the mos t good from them. Our contact should be made at Room 2075 in the Federal Center at 300 West Vickery Blvd, , Fort Worth, II Texas 76104. i Denton Independent School District, . Since it might be possible that one of the new facilities for Day Care and Child Development in Denton would be built on land ow nod by the Denton Independent School District in connection with Fred Moore School or another location, full knowledge of all developments and cooperation should be given and obtained of the officials of the Denton Independent 1 School District, A facility built under Section 703 could be used by Mr. John Guyer's program of vocational training in the evenings, after being used for Day Care in the daytin;e, Likewise, I was tolri by Mis., Gertrude 1-iuffman, Er}tication Specialist in the Children's Lureau of thu Departrr, unt of Health, Eclucotion, and Welfare in Washington that there is a program called, "Tale I, "worked through the local school district under which moneys are availablo and can be used for pre-school day care programs, Under this progran) the School District receives the grant and administers ilia program. State of 'Texas Child Wrlfare Cifice....Austin..... Miss :_affrnan in Washington indicated that Texas has not tai:en advantage of the Federal Government program for using grants in aid inncls to pay for day care service progran}s. The State office, under Miss Roslyn Giles, Director of the Child Welfare Pro,rain for Texas in Austin, has chosen to use its nuney for workrhopsforcoran}ercial operators in this field, seminars and educational programs. Funds are available riation aliv throu,rh the state office for roudic%l programs for comp rchensivd :Ecrerning, eval.llatio:l, ~ia,,nosis, and treatment for children in connection with local medical facilities. I j These can help cut the cost of operation of a neighborhood center 4 facility used for other things besides day care. f Texas Woman's University.... E In both government offices that I visited in Washington, I found our own k Texas Woman's University's interest in children programs, speech and hearing clinics, or seminars for Head S'art Teachers was discussed. i It might be that some portion of the expanded program being considered for both of our Day Nurseries here in Denton might be useful to our Universities in their training programs or seminars. Miscellaneous Comments I was told in both offices that tchen day care centers are operated entirely with niied personnel that to have a program involving less than 60 children yvaradministrative costs are too high. They felt that the maximum number of children to be involved in one neighborhood location should be kept at 75 to 125, depending upon the design of the building. Everyone emphasized that the location should consider transportation, school accessibility, and family needs so that a child using the center would not feel that he or she was leaving their neighborhood. This is an interim report, additional. information will be forthcoming as events occur.
